About this file
This document is a Questions and Answers (Q&A) record for the 30 FSS PCC Sound Installation federal contract opportunity. The Q&A clarifies requirements and equipment specifications for an audio-visual system installation project.
The project involves installing a new integrated sound system across three areas: a ballroom, warrior room, and office space, with the objective of bridging previously independent systems into one unified installation. Key equipment to be procured by the contractor includes one Crestron DSP-1281 digital signal processor (two additional units are government-furnished), network switches for control purposes, Crestron touch panels with bluetooth audio input capability, wireless microphone receivers (two ULXD4Q units), microphone antenna distribution equipment, and Saros ICE6LPT-W-T speakers for drop-tile ceiling installation. The government will furnish several items already on-site awaiting installation, including previously purchased Crestron touch panels and speakers, with the contractor responsible for both purchasing additional specified equipment and providing labor for complete installation and system configuration. The contractor must configure 13 wireless microphones to work with the available receivers, though only 8 microphones are expected to operate simultaneously. All system sources will connect via HDMI to laptops or Bluetooth for mobile devices. The government clarified that no uncompiled Crestron code or existing DSP audio system code is available, requiring the contractor to develop all programming from scratch for the new equipment.

30 FSS PCC Sound Installation Q&A
1. Do you have the current as-built line drawings?
- We do not have a line drawing of the current configuration. If a line drawing of the building helps we do have that.
2. Do you have copies of the un-compiled Crestron Code? (Without the uncompiled code, we would need to recreate the entire system from scratch.)
- We do not have any code for the in-place equipment. The new Crestron equipment we already have has not yet been installed so it requires initial coding.
3. Do you have the code for the existing Audio system (DSP)?
- See answer to 2
4. Can you provide pics of the existing A/V racks and note the equipment that is staying?
- We plan to only keep the DVD players as far as what is in the rack. The racks themselves will also be repurposed. There are also cameras that are connected to this system which we would like to maintain connection with the new system.
Unfortunately, we do not know make and model information about these cameras. The warrior room has two separate av racks, both are set up the same as in the picture. This is connected to the main ballroom setup and only provides local receivers to this area. The equipment in the office is completely independent of the ballroom and warrior room. We wish to bridge these together and not have separate equipment.
5. It sounds like the Crestron touch panels and some of the speakers and Microphones were purchased in the past. Do you have a complete list of new/to be installed gear?
- Yes, see attached PCCEquipmentList sheet
6. In 2.1.c it says to purchase additional speakers, please specify how many additional speakers are to be quoted.
- Disregard about buying more speakers. Additional speakers do not need to be purchased.
7. In 2.2 it says to install the two available ULXD4Q in the ballroom and warrior room. Are these to be installed in the same rack or different racks?
-Both will be in the same rack. The use of the Shure UA864US wireless antenna and Shure UA221 microphone antenna splitter together will expand the microphone connection throughout the building. Those devices will be installed in the same areas that the touch panels will go.
8. In 2.3 it says 10-15 additional speakers are to be purchased, please specify how many speakers are to be quoted?
- Same as 6
9. In 2.7 it states each touch panel faceplate needs the ability to plug ina phone via either bluetooth or wired audio cable, is the Crestron DM-NAX-BTIO-1G to be mounted next to these?
- Yes, that will mounted next to the touch panels
10. 2.12 says to configure 13 wireless microphones to work with the ULXD4Q receivers but 2.2 states 2 receivers are available. Are more receivers needing to be quoted?
- Same as question 7. No additional ULXD4Q are needed.
11. If more receivers are required please specify how many channels are needed to be quoted.
- See answer 11
12. If only 2 receivers are available only 8 microphones can be used at once, are all microphones to be useable at the same time?
- Unlikely that all 13 will be used at the same time. 8 is our highest use at once.
13. Can you please provide pictures of the existing racks?
- Same as questions 4
14. Can you please provide pictures of where the speakers are to be mounted outside?
- I will need to get this for them if there is still time to do so.
15. Are all Saros ICE6LPT-W-T speakers to be installed in locations with drop tile ceilings?
- Yes. Most areas are the standard type of drop ceiling tile, while the café has a thin plastic sheet style of ceiling tile.
16. Attachment 2 calls for a Cisco 2960S-24PS-L, this is not specified in Attachment
1 anywhere, do we need to quote a 24 port network switch? If so, is this switch for AV-over-IP or for control?
- The 24 and 16 port network switches are used for control. Speakers will be wired in with the 14-gauge yellow wire that we already have on hand.
17. The Crestron DSP-1281 is listed in Attachment 2, is the contractor to quote this?
If so, how many are required?
- Only one is needed to be purchased from the contractor. We want three in total and already have two on hand.
18. Could the Government please clarify whether the Offeror is expected to quote and provide any equipment as part of this effort, or if all equipment will be Government-Furnished Equipment (GFE)?
-We have several of the items already on site waiting for the new contractor to install with the additional items we will be procuring from that same contractor.
19. If all equipment is to be provided as GFE, would the Government consider modifying or updating the pricing schedule to reflect labor-only or installation-focused pricing accordingly?
-Same as 18. There is both a labor and purchase requirement.
20. Can the Government define what comprises the “existing Crestron equipment” in the “Installation of existing Crestron Equipment” requirement?
-See the list noted in question 5
21. Is the “CP4N Control system” existing or required?
-This item still needs to be acquired and purchased.
22. Are there existing Shure Wireless Microphone systems that are a part of this system?
-We will be removing the currently in place equipment to upgrade to the newer items.
23. Can the Government quantify what the “broken and dated audio equipment” that needs to be replaced is?
-It is unknown the original cost of the first installation. The equipment was installed in 2018 by a company that no longer exists.
24. Can the Government provide a room layout drawing so that distances from a rack location can be calculated?
-See attachment Visual Documentation
25. Can the Government list the sources it would like to be able to support in the system?
-Main connections will be via HDMI to laptops and Bluetooth for phones for music
26. On page 6 of the attached SOW, are the "small" and "independent" speakers the same model?
- Speakers are not the same model.
27. Is it feasible to repurpose existing cable wires to shave down cost?
- See question 23. Since it was installed in 2018 we do not know if the existing cables can be reused.
28. Is there a Bill of Materials of the purchased equipment we can review?
- See question 5.
