About this file

This file is a Questions and Answers document for Solicitation FA4610260714, issued by the Department of the Air Force United States Space Force, Space Launch Delta 30, regarding GovDelivery Communications Management services.

The solicitation concerns a recompete of incumbent services currently performed under contract FA461025P0064. A vendor inquired whether the procurement could be opened to allow brand-name-or-equal competition, arguing their solution meets GovDelivery's capabilities while offering FedRAMP High compliance, seamless subscriber migration with zero-downtime, and contract consolidation benefits under an existing Department of Air Force Enterprise Licensing Agreement. The contracting officer responded that vendors must meet all Statement of Work requirements including scope of work, contractor personnel, and principal features, and if capabilities align, such alternatives would be considered. The government declined a requested 15-minute introductory briefing, stating adherence to strict federal procurement guidelines for fair and transparent competition during the active solicitation phase. A separate vendor question identified deadline discrepancies across solicitation documents—the combined synopsis and SAM narrative listed July 22 at 10:00 a.m. Pacific for quote submission, while SAM metadata showed July 23 at 10:00 a.m. Pacific, and questions were listed as due June 16 despite a July 14 publication date, with SAM indicating July 16. The contracting officer confirmed corrections have been made, with Christopher Hummel identified as the Contracting Officer responsible for the procurement.

SUBJECT SOLICITATION FA4610260714 - GovDelivery

Communications Management Request for Information (RFI) Questions

1. Vendor provides an equal product to Granicus’s GovDelivery Communications Cloud. We request the solicitation be opened up to allow for brand name or equal. We are confident that we can submit a technical approach that demonstrates equal feature and functionality as well as an approach to eliminate disruption to critical daily mission comms, IP reputation, and subscriber growth. This is something we have done hundreds of times before and are a market leader in the space for that reason. Please let us know if this is something that may be considered.

RESPONSE:

The vendor must meet all requirements as stated in the Statement of Work. These requirements include scope of work, contractor personnel, and principal features. If the vendor has the above capabilities, this is likely something to be considered.

2. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

RESPONSE:

There is an incumbent performing these services. The contract number is

FA461025P0064.

3. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

RESPONSE:

This is an incumbent project. Please see question above for contract number.

4. I am writing to you regarding the Department of the Air Force/Space Force Name

Brand Justification for the SLD 30/PA GovDelivery Service (Solicitation No: FA4610260714). Vendor respectfully requests that this solicitation remain an open and fair procurement to allow for competitive bids.

We appreciate Space Force’s commitment to ensuring secure, reliable, and high-impact constituent communications. While we understand the perceived unique advantages of the GovDelivery Network, we would like to address the technical and operational points raised in the memorandum and Brand Name Sole Source Justification to demonstrate how Vendor Government Cloud can meet—and exceed—the Space Force's requirements in an open competition:

FedRAMP High Compliance & Integration: Vendor Government Cloud Plus is a FedRAMP High authorized platform. It requires no custom software engineering to integrate with your existing systems. Instead, it is built natively on Vendor's core platform, allowing for out-of-the-box automation, real-time data flow, and complete security compliance. Please see Press Release here:

Subscriber Migration & IP Warm-up: Vendor has extensive experience executing seamless, zero-downtime migrations for defense and federal agencies. We provide dedicated deliverability experts to manage the IP warming process, protecting your sender reputation while ensuring zero disruption to critical daily mission communications.

Contract Consolidation & Operational Efficiency: Unlike legacy, standalone tools like GovDelivery that require maintaining a separate software silo, Vendor allows Space Force to consolidate contracts under an existing Vendor DAF Enterprise Licensing Agreement (ELA). This eliminates multi-vendor overhead and provides a unified, real-time single source of truth for both internal operations and external constituent outreach.

Procurement and Acquisition Pathways: Vendor capabilities can be immediately procured through established, compliant defense acquisition vehicles. Vendor solutions, including Marketing Cloud, are readily accessible on the Army Enterprise Software License Agreement (ESLA) / IDIQ (W519TC-26-D-A009) and other major Department of Defense purchasing frameworks. Additionally, Vendor leverages Carahsoft Technology as an authorized fulfillment partner, allowing Space Force to use existing Federal GSA schedules, DoD Enterprise Software Initiative (ESI) contracts, and standard NASA SEWP vehicles for a seamless, rapid contract award.

For more information, please see attached Capability Statement and website We strongly believe that opening this requirement to a competitive bidding process will ensure the Department of the Air Force and Space Force receives the most modern, secure, and cost-effective solution available in the market.

We would appreciate the opportunity to brief you and the SLD 30/PA team on how Vendor can mitigate migration risks while delivering superior operational and financial efficiency. Please let us know if you have availability for a brief 15-minute introductory call this week.

RESPONSE:

Thank you for your consideration. Regarding your request for a 15-minute introductory briefing, we must respectfully decline a call at this time. Because this is an active solicitation, we must adhere to strict federal procurement guidelines to ensure a fair, transparent, and competitive process.

5. VENDOR is reviewing FA4610260714, GovDelivery Communications Management.
