About this file
This is a Name Brand Justification memorandum issued by the United States Space Force's Space Launch Delta 30 to justify a sole-source acquisition for the GovDelivery service from Granicus, LLC.
The Space Force has determined that the Cloud Communications GovDelivery platform constitutes a proprietary requirement unique to Granicus, LLC, based on the vendor's exclusive GovDelivery Network. The justification cites that Granicus is the only provider offering access to a pre-existing pool of over 30,000 active agency subscribers, and migration to an alternative platform would create severe operational risks including IP reputation damage requiring weeks of recovery, disruption of critical daily mission communications, and loss of organic subscriber growth from the shared federal network. Market research evaluated alternative communications platforms including Salesforce Government Cloud and CivicPlus but concluded they lack the specialized public-sector delivery networks and require significant custom software engineering. The acquisition requires a FedRAMP-certified notification and newsletter service fully compatible with the Space Force's current operating system, which only Granicus meets. The Contracting Officer, Christopher Hummel (GS-12, USAF), certifies that the anticipated cost will be fair and reasonable and confirms the sole source justification is accurate and complete.

SPACE LAUNCH DELTA 30
MEMORANDUM FOR RECORD
SUBJECT: Name Brand Justification for SLD 30/PA GOVDELIVERY SERVICE
1. In accordance with the provisions of GSAR 538.7104-4, the Government has established that the "Cloud Communications GovDelivery brand name constitutes a proprietary requirement unique to one specific manufacturer. This determination reflects that the technical characteristics of the brand are exclusive to a single manufacturer and its associated schedule contract.
2. Analysis of the peculiar to one manufacturer requirement:
Granicus, LLC (GovDelivery) is the only vendor that offers the proprietary GovDelivery Network, which cross-promotes Space Force communications to a pre-existing pool of over 30,000 active agency subscribers. Migrating these subscribers to an alternative platform would introduce severe risks to sender IP reputation (requiring weeks of IP warming), disrupt critical daily mission communications, and cease the organic subscriber growth driven by the shared federal network.
3 Description of documentation for restricted consideration for the requirement
Market research was conducted to evaluate communications platforms for the Space Force. While general SaaS tools (e.g., Salesforce Government Cloud, CivicPlus) exist, they require significant custom software engineering and lack specialized public-sector delivery networks. Additionally, a critical requirement for this acquisition is a FedRAMP-certified notification and newsletter service that is fully compatible with the current operating system. Evaluation of available market offerings concludes that Granicus is the sole provider meeting all of these technical and compliance criteria. Consequently, because Granicus is the unique source capable of fulfilling the government's requirements, competition is unavailable, justifying a non-competitive acquisition.
4. Contracting Officer Certification:
I hereby determine that the anticipated cost to the Government will be fair and reasonable and that this sole source justification is accurate and complete to the best of my knowledge and belief.
