Evaluation Factors for Award
Miscellaneous text in this section has been modified to:
Addendum 52.212-2
1 BASIS FOR CONTRACT AWARD: This requirement will be awarded to the responsible offeror whose quote conforming to the solicitation is determined to represent the best value for the Government based on proposals meeting price & acceptability standards for all non-cost factors (i.e. technical and schedule). This acquisition is being conducted in accordance with FAR Part 13 Simplified Acquisition Procedures. By submission of its offer, the offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. The offeror accedes to the terms of this model contract and all such offers shall be treated equally except for their prices and technical evaluation. An "unacceptable" rating will result in the overall technical proposal being rated "unacceptable" and the proposal will therefore be ineligible for award. The Government may at its discretion also utilize information available from Government Past Performance collection systems to compare offerors and use this information as a discriminator when identifying the offer that represents the Best Value. While the Government will strive for maximum objectivity, the selection process is by its nature subjective. Therefore, professional judgment is implicit throughout the entire process. The evaluation process shall proceed as follows:
The following documents will be evaluated for completeness and compliance with the requirements of the RFQ.
Please refer to the instructions in 52.212-1 Addendum. Incomplete items may be a basis for rejection:
Part I, Price Proposal
(a) Signed copies of the SF 1449 Solicitation / Contract / Order for Commercial Items document. Is the SF1449 completed and signed by an official authorized to bind the company? (Blocks 12, 17a, 26, 30a, 30b, 30c)
(b) Completed Section B, Price Schedule, SF1449. Is the price schedule accurately and completely filled in by the offeror? (Extended amount for all CLINs 0001-0016 and 0021-0028)
(c) Solicitation Amendments (if applicable). Did the offeror acknowledge all amendments to the RFQ?
(d) System for Award Management (SAM) Registration. Has the offeror completed SAM registration and is the registration active? (Government will validate via SAM website)
2. Part II, Technical Proposal The technical proposal shall consist of the methodology you propose to use for accomplishing/fulfilling the requirements of the Request for Quote. Describe your technical solution for meeting or exceeding the Government's performance or capability requirements reflected in attachment 1 Statement of Work.
3. Part III, Schedule Offerors shall submit a project schedule. Offeror's proposed schedule is realistic with critical path and meets or exceeds the period of performance requirements contained within the Statement of Work (SOW).
PRICE EVALUATION. Price should support the proposed technical approach and will be evaluated for total proposed price and reasonableness. Price Proposals will be ranked from lowest to highest Total Evaluated Price (TEP). An offeror's Total Evaluated Price will be determined by totaling the Amount for all CLINs 0001-0016 and 0021-0028. Offerors shall enter the TEP in Block 26 (Ignore the statement "For Govt. Use Only") of the solicitation SF 1449. The offeror is responsible for ensuring that the value in Block 26 of the SF 1449 is the total of all CLINS provided in the solicitation. To prevent rounding discrepancies, please ensure unit prices used for calculation are rounded to the nearest whole dollar. It is the responsibility of each contractor to verify their calculations.
CLINs 0009-0016 and 0021-0028 are options and currently do not have funding available. These CLINS will only be included in the award if funding becomes available and if determined in the Government's best interest to do so.
NOTE: Due to funding limitations any quote with a Total Evaluated price in excess of $3,600,000.00 will be determined ineligible for award and will not receive further evaluation.
TECHNICAL EVALUATION. Evaluation will be in accordance with the procedures found at FAR 13.106-2 Evaluation of Quotations or Offers.
(1) The Government's technical evaluation team shall evaluate the technical quote(s) on a pass/fail basis, assigning a rating of Acceptable or Unacceptable. An offer must be rated "acceptable" in order to be eligible for award. .
Technical Quote Ratings Rating / Definition A (Acceptable): Proposal clearly meets the requirements of the solicitation.
U (Unacceptable): Proposal does not clearly meet the requirements of the solicitation.
SCHEDULE EVALUATION. Proposed schedules shall be realistic and meet or exceed the period of performance requirements of the SOW. Quotes shall include a draft of the integrated master schedule and installation work plan that is realistic and meets or exceeds the Government's period of performance requirements.
During evaluation of each quote, the Government will assign a rating as shown below. If the proposed schedule receives a rating of Unacceptable, the entire quote shall be excluded from further consideration and will be ineligible for award.
Schedule Ratings Rating / Definition A (Acceptable): The Offeror's quote clearly meets the schedule requirements stated in the solicitation and Statement of Work, it indicates a thorough plan and timeline for completion of the requirements.
U (Unacceptable): Quote does not clearly meet schedule requirements stated in the solicitation and Statement of Work.
CONTRACT AWARD. The Government intends to award, without discussion, to the offeror whose proposal represents the best value to the Government. Offerors are cautioned to submit sufficient information and in the format specified in 52.212-1 Addendum. Offeror's may be asked to clarify certain aspects of their proposal.
Communication conducted to resolve minor or clerical errors will not constitute discussions and the Contracting Officer reserves the right to award a contract without the opportunity for quote revision. The Government intends to award a contract without interchanges with respective offerors. The Government, however, reserves the right to conduct interchanges with one, none or all offerors if deemed in its best interest. The Government reserves the right to award a contract resulting from this Request for Quote without reviewing all offers received for technical acceptability or further review. The Government retains the right to cancel this Request for Quote at anytime prior to award.
CONTRACTOR RESPONSIBILITY. Prior to an award, an offeror may be requested to provide business information for the purpose of a responsibility determination in accordance with FAR Part 9. Failure to provide requested information may result in a determination of non-responsibility, and the offeror would then be considered ineligible for award.
