About this file

This document provides additional questions and answers related to a solicitation for Dense Wavelength Division Multiplexing (DWDM) expansion services at Vandenberg Space Force Base in California. The opportunity is a 100% small business set-aside issued by the Department of the Air Force Space Command as a firm fixed price contract. Key details include clarification that additional Ciena equipment does not need to be purchased; confirmation of correct CLIN numbers in the statement of work; removal of a warranty extension requirement; and confirmation that invoices can be submitted for completed CLINs. Site visits are scheduled for August 31 through September 2, 2022 to view existing network equipment, with a question deadline of September 9 and quote deadline of September 19, 2022.

The document addresses questions from potential offerors seeking clarification on technical requirements, equipment quantities, and contract terms for the federal opportunity to provide Dense Wavelength Division Multiplexing expansion services at Vandenberg Space Force Base in California.

TAB

“Sentin el”

The Excel Tab labeled “Sentinel” specifies 4 each 5142 for Site GF. The Excel Tab labeled “Sentinel GFE” shows 2 each 5142 available for site GF. Does this indicate that two additional Ciena 5142s will need to be purchased for Site GF? Or is this a typo?

The CLIN identification for CLIN 0011 for buildings GD and GF Sentinel Installation, Configuration, Activation, Travel, Per Diem and CLIN 0012 for Testing and As-builts in the PWS do not match the CLINS in the Supplies or Services & Prices or Costs section in the solicitation. We believe the CLINS in paragraph 4.2 for buildings GD and GF for Sentinel should be CLIN 0001 and CLIN 0002. Can the Government please confirm?

This requirement includes providing warranty extension as follows in Paragraph 3.1 “….shall extend the Ciena warranty on existing components as required to establish a VSFB DWDM/OTN-wide common warranty end date of 30 June 2023.” And as follows for Paragraph 3.3 “….shall extend the Ciena warranty on existing components as required to establish a VSFB DWDM/OTN-wide common warranty end date of 30 June 2023.” There are no separate CLINS for these warranty request items. Will the Government please provide separate CLINS for the equipment they wish to be covered as this is truly a separate requirement from all the other CLINS in the solicitation and we cannot include in any specific CLINS already identified in the solicitation as they may or may not be exercised? Recommend this part either be separated or additional CLINS provided for accurate submissions.

Phase 3 and Sentine l TABS in Attach ment 4

Paragraph 3.3 addresses the requirements for patch panels for circuits. The Phase 3 TAB shows a large number of DS1 and DS3 circuits primarily. Does the Government require new patch panels for all of these DS1 and DS3 interfaces shown in the Phase 3 Tab of Attachment 4, Table 1? Also, per the requirements statements for this portion of the SOW may we assume the sizing of these particular patch panels are sufficient at the number of circuits stated rounded to the nearest panel size or numbers of panels sizing? Can the government please confirm the Government requires new patch panels for each location showing DS1 and DS3 connections on the Phase 3 tab? May be also assume these are standard copper DS1 circuit interfaces and coax DX3 interfaces?

For ethernet and OC level circuits, we are assuming no patch panels required as those can connect either directly from ethernet switch equipment or directly via fiber for OC level circuits on fiber optic patch panels we will be providing to support the Ciena equipment. Can the Government please confirm this assumption?

Also note we have identified 22 new fiber optic patch panels required. Are LC connectors on both ends of patch cords acceptable to the Government? Tundra Federal’s OEM Ciena prefers the use of LC connectors, This is a typo. The purchase of additional equipment will not be required.

Correct, CLINs 0011 and 0012 in section 4.2 should be CLINs 0001 and 0002, respectively.

There will now be no warranty extension on the currently installed network components.

No, sites where DS1 and DS3 are the only identified circuits will not require a patch panel.

Yes, rounding to the nearest panel size is acceptable.

Assumption confirmed.

Vandenberg SFB, CA PHASE III

Paragraph 4.7.1 addresses Sentinel patch panels for circuits. There are no Sentinel circuits shown on the Sentinel TAB. may we assume no circuit patch panels are required at those locations?
