About this file

This document includes a sole source justification and request for quote for expansion of a Dense Wavelength Division Multiplexing optical network. The justification identifies requirements for 34 Ciena interface cards, 18 aggregation switches, 65 customer premise equipment units, and 4 rectifiers to expand an existing DWDM network at Vandenberg Space Force Base to support growing mission needs. The follow-on request for quote solicits fixed price proposals for these products and services in support of Phase 3 and Sentinel program expansions. The opportunity is set aside for small businesses with a response due date of September 19, 2022. The Department of the Air Force Space Command seeks these commercial items to ensure compatibility within the communication network as the incumbents proposed and installed compatible equipment under previous contracts.

The 30th Space Communications Squadron requires the expansion of the current Ciena Dense Wavelength Division Multiplexing Optical Transport Network (DWDM/OTN) architecture of 36 current sites to numerous other locations on Vandenberg SFB (VSFB), California. The growing architecture is critical to the high speed data transport of Command & Control, voice, video, telemetry, timing, and security data that directly support the current base Space Operations mission and to Range of the Future initiatives. This effort accomplishes two

(2) objectives: The Phase 3 program expands VSFB DWDM/OTN by adding up to 18 OTN spurs and expanding existing core nodes to meet growing needs. The Sentinel program includes installation of 6 new spur Packet/ OTN nodes to the existing architecture in support of the Sentinel program. This will be a new standalone contract. The Government intends to use FY22 3022 & 3600 funding for this requirement. In accordance with FAR 12.207 the Government intends to award a new Firm Fixed Price contract.

The Government requires the following Brand Name items:

34 Ciena 6500 Broadband Interface Cards (subtending rings)

18 Ciena 5142 Service Aggregation Switches 65 Ciena 3926 Customer Premise Equipment (spur sites), 4 Sageon Micro 25A Rectifiers ( 1 C&D Technologies or East Penn batteries 105 Ah Battery String

Total Estimated Cost of Brand Name Items -

The Government anticipates utilizing FY22 3600 funding for acquiring the brand name components mentioned above.

Phase 1 of the DWDM effort required communication nodes to be Defense Information Systems Agency- Joint Interoperable Test Center (DISA-JITC) certified. The successful offerors for Phase 1 and Phase 2 proposed Ciena equipment. In addition, the offeror proposed and installed Sageon Rectifiers. To ensure compatibility of equipment through the communication network, this effort requires the procurement of Ciena Communication Nodes, and Sageon Rectifiers.

The Power Plant systems must also utilize C&D and East Penn batteries.

Market research identified previous contracts, FA4610-19-F-0001 and FA4610-20-F-0017 and concluded that the nearly identical requirement of those contracts are sufficiently applicable to the current requirement. Previous DWDM requirements were fulfilled using the NETCENTS 2- Operations and Infrastructure Solutions (NetOps) vehicle, which is currently obsolete. In addition, both contracts were awarded to small business (SB) concerns.

Current Market Research has identified at least two Small Business concerns capable of fulfilling the Government's requirements. Market Research has concluded that this requirement should be competitively solicited via SAM.Gov as a Small Business Set-Aside.

A Sources Sought Notice (SSN) was posted to SAM.gov on 10 June 2022. Five (5) responses were received from interested vendors in industry. All vendors were registered in SAM under the applicable NAICS and are considered viable options for the subject requirement. It should be noted, small business concerns have the ability to take on the prime contractor efforts. It is likely that two (2) or more responsive quotes will be received from SB concerns.

See section VI for more information.
