What are the requirements of the cutting and capping procedures for each type of utility?
The contractor shall co‐ordinate and follow all rules as per American Water's requirements for water and sewer, the remaining utilities shall be cut and capped back to the source.

B1619 Demo Leach Field/Septic System Attachment 5 Appendix 3, pg. 1, last callout
Please confirm demolition of the leach field and septic system is in scope. It is not included in the PWS. If demolition of leach field and septic system is part of the scope please provide details of work scope to include the size of septic tank and what work is required for leach filed i.e. total removal, sampling for contaminates, size and depth of leach field, estimated volume of waste that will be generated etc. Demo of the leach field is not included in the scope of work for this project.
Bldg 1619
At Building 1619 on the southeast side adjacent to the building is an existing vault identified to be demolished. At the site visit it was noticed it was a vault within vault. Due to confine space entry, we were not able to determine what was inside the vault. Please provide as‐builts or details for that vault. This is a vault to protect the existing septic vault below, it should be demo'd and fill placed over the existing vault

Bldg 1632 Large Equipment
Will large machinery/equipment located in Bldg. 1632 be removed prior to construction? The contractor is to take the drill press to the recycling center.

If the the Government does not have a Hazardous Material Survey and soil sample results for use to prepare an estimate then is the contractor to assume there are no hazardous materials, ACM, LBP, PCBs or other universal waste associated with the building to be demolished and assume if any are found that it would constitute a change of conditions and a modification of the contract be issued for cost and schedule impacts?

Do you have to have any kinda of weird California license for doing any kind of demolition work, since this is a federal project?
No as long as the electrical contractor is licensed by the state of California. Please be aware that the demo does not have license requirement, but the electrical construction needs to be completed by a licensed contractor.

Please provide As‐built drawings for bldg. 1619, 1624 and 1632 in PDF or CAD of existing buildings to confirm concrete sections, reinforcing, and alike to better assess building structures elements and utilities designated for demolition. We assume if a hazardous survey is not available, all bidders are to then include costs to perform a hazardous survey. Any abatement confirmed to be required after the survey would then be issued as a modification to the contract. Hydroseed Please describe the maintenance for hydroseeding?
It will need watering. "The contractor shall adequately water seeded areas to achieve germination and permenent vegetationestablishment. Native plants must not be over irrigated. Watering by truck or temporary irrigation system shall not cause erosion or disturb seed application."

With a hydroseed, there will need to be water/irrigation to keep it alive and properly maintain it. Will this be on the GOV. or contractor?

PWS CLIN 0001, pg.4‐5, Section 2.1.7; "Exposed soils shall be hydroseeded, with a seed mix approved by 30 CES, for the stabilization of soils and to return the site to a more natural condition. Contractor shall also provide maintenance for a one‐year period after hydroseed is laid to enable vegetation growth of the hydroseeded area."
Would the government consider capping building backfill with gravel as an alternative to soil with hydroseeding and 1 year maintenance? Due to the nature of the scope of work small footprint and the existing conditions surrounding the work area has gravel this would save the government considerable costs as well as reduce erosion concerns. Good suggestion but we may build on the site again so no we want the seeding

Contractor shall dispose of recyclable material resulting from demolition activities through the Vandenberg Recycling Center. Contractor shall follow Vandenberg Recycling Center procedures for copper wire disposal and other recycling guidelines specified in Specification 01 57 20 at Appendix 12.
There seems to be a discrepancy between PWS CLIN 0001, Section 4.0 & Attachment 12 Appendix 10, 3.5.2. Please confirm if (1) what quantity of demolition materials must be recycled?
The only substaintial quanity of material is steel, it can be brought to the recylcling center on Utah Ave. There is a small amount of wood but not enough to separate efficiently.

If all recycling must be done through the Vandenberg Recycling Center (VRC) what is the acceptance criteria and where would the material need to be delivered or will containers be provided?
No, no containers will be provided. All recycling center has to be done by the contractor. See earlier comments;, for example concrete should be taken elsewhere.

Can you list what materials can be recycled on base i.e. concrete, asp[halt, wood debris, ferrous and non‐ferrous materials etc.? Just metal.

You will have access but you will have to get backflow preventers and a meter . If the contractors use a water truck with an air gap this will not be required.

Vol‐2, item 3, makes reference to a Construction Cost Estimate breakdown as well. Is the intent for the cost breakdowns to be the same except in Vol‐1 it would be unredacted while in Vol‐2 all pricing data is to be redacted. Please confirm or clarify further.

59 Bid Process I recently came upon the above referenced project on SAM website. I noticed you had a job walk for the project last week. Was this job walk mandatory? No, site walk participation is not mandatory. You may still bid if you did not take part of site walk.
60 Budget Most importantly do you have an estimated value that you could share for this project?
The Government can only share the estimated magnitude of construction for the construction effort (CLIN 0004). That estimated magnitude of construction is: Between $25,000 and $100,000. The Government cannot provide an estimated value for the other work.

This solicitation is advertised as 238910 NAICS code but attachment 2 includes a services contract wage determination. The RFP also includes a SF1442, Section B, a 2 Volume proposal submission, a low price technically acceptable selection, Clin 04 is design build etc……..These are all indications that this is a construction contract and not a Service Contract. Please clarify.

There will only be one contract, you may (following the solicitation guidelines) find a subcontractor to perform the electical portion of the contract or find another contractor to act as a subcontract to.
