QUESTIONS AND ANSWERS:

Real Property Management

Questions were due to 30 CONS by 18 July 2018. The following questions were received and answers are provided below. Here are the responses to those respective questions. As a friendly reminder, proposals are due by 9:00 AM PST on 6 August 2018.

Question 1: Is any of the data that may be used on contractor networks consider "Controlled Technical Information"?

Response 1: The issue is more with combinations of data. Too much information in a single location becomes classified.

Question 2: This clause states "The total duration of this contract, including the exercise of any options under this clause, shall not exceed 4 years and 6 months." However, the CLINs and periods of performance from pages 3-10 include a total period of 5 Years. Should this section be changed to read 5 years?

Response 2: The CLIN’s and the period of performance include the optional six month extension. 52.217-9(c) does not include the optional extension. The extension is covered under

FAR 52.217-8.

Question 3: Does the Government expect that a total of three personnel is required to execute these tasks or is the offeror permitted to price a workforce to successfully fulfill the requirements? How will the Government evaluate the proposed staffing when price is the only factor and a staffing plan is not required?

Response 3: The Government does not evaluate the proposed staffing. It is up to the contractor to determine the appropriate staffing based on the PWS. The Statement of Equivalent Rates for Federal Hires is merely an example. The awardee can ask the DOL for a conformance if he/she feels that the applicable labor categories are not included in the wage determination.

Question 4: Will the Government reconsider the requirement of "three years' experience in the immediate three (3) year period preceding release of this RFQ" to "three years' experience with the immediate four (4) (or 5) year period preceding release of this RFQ?

Response 4: The government has determined that three years experience within the immedeiate five years preceding the releases of this RFQ will be acceptable. Subfactors 1a through 1g have been amended to reflect this. Subfactor 1h was changed to list the amount of experience within the last three years. See Amendment 0001

Question 5: Is the data specified in paragraph 2(e) (1) and (2) required at RFQ submission or will this be requested by the Government subsequent to proposal submission and prior to award?

Should the Price volume contain this information?

Response 5: When quotes are due. No other solicitation will be issued.

Question 6: The instructions state Attachment 3 is limited to 3 pages, but the attachment contains instructions limiting the submission to 2 pages. What is the maximum length of a completed Attachment 3?

Response 6: The maximum length of Attachment 3 shall be two (2) pages. See Amendment

Question 7: The RFQ allows a maximum of 5 references for each sub-factor. Consider scenarios wherein a cited past performance reference was for the exact same scope of work for the same client, but the Government issued 3 single year contracts for the requirement, or a similar scenario wherein a multi-year contract ended within the prior performance period and an offeror was successful in winning a follow-on requirement for the same effort. In these scenarios, would citing the more than one individual contracts for the same scope and client count as one or more than one reference?

Response 7: Multiple contracts performed by the same client will not count as more than one reference.

Question 8: Is a signed cover letter/transmittal required or authorized for this volume? If so, will it be excluded from the maximum page count?

Response 8: A cover letter is not required to be submitted with Volume I-Technical. If provided it will count towards the maximum 15 page limit. See Amendment 0001

Question 9: Is a signed cover letter/transmittal required or authorized for this volume?

Response 9: A cover letter is not required to be submitted with Volume II-Price. If provided, it will count towards the maximum 15 page limit.

Question 10: How often are the various panels convened? Space Use Panel (SUP)? Facilities Board? Work Request Review Panel (WRRPP)?

Response 10: SUP = once per month; FB = once per quarter; WRRP = once per month

Question 11: What is the location of the "local hospital?" Is the "emergency patient transportation service" to the local hospital provided b the government at no cost to the contractor?

Response 11: In case of an emergency 911 is called and the local ambulance company will transport the patient to the closest medical facility that can provide the necessary services. All costs will be billed to the patient.

Question 12: Is the intent of paragraph 4.0.1 to ensure "contractor coverage" from 0630 to 1630 or that all contractor staff must be at the workplace throughout the entire period?

Response 12: The contractor needs to provide coverage from 0630 to 1630. It is up to the contractor to determine the number of employees needed and their work schedules.

Question 13: If contractor personnel are expected to cover the hours of 0630-1630 with 8-hour days, 5-days a week? Can contractor personnel work 4, 10-hour days?

Response 13: The contractor needs to provide coverage for the entire time period of 0630 to 1630. How employees are scheduled is up to the contractor to determine.

Question 14: Under the CLINs for Cost Reimbursables, is local travel and use of POVs to visit facilities, participate in meetings, perform inventories of site facilities, etc. covered under these CLINs and the mileage estimates provided?

Response 14: No. The costs for local travel is included in your quoted price for recurring services.

Question 15: What aspects of Custodianship of closed/vacant facilities, if any, is the Contractor responsible for other than key control?

Response 15: Submitting AF FORM 332’s, work orders, for required work and for general building security and safety.

Question 16: The projected data for facility inventory inspections of 400 per year does not comport with your background information that VAFB possesses over 2,500 facilities. What is the current/projected number of facilities to be addressed in your five-year inventory program?

Response 16: There are currently just over 2200 inspectable facilities. That results in an average of 440 facilities per annum.

Question 17: How many employees are on the current real property contract?

Question 18: I noticed this contract mentions the Service Contract Act. What are the current wages for the current employees?

Question 20: Would the government consider extending the past performance experience period to 4 or 5 years? For example, it would be 3 consecutive years of experience within the last 5 year period?

Question 21: Where are you with the TRIRIGA upgrade?

Response 21: It is anticipated that the upgrade will be completed within one year.

Question 22: Will cost of TRIRIGA training be reimbursed by the Government?

Response 22: If the Government requires that contractors attend training, then the cost of the training will be reimbursed.
