52.212-1 Addendum Instructions to Offerors – Commercial Items Real Property Management
Addendum to 52.212-1(c), Period for Acceptance of Offers. The paragraph is tailored as follows: “The offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers.”
ADDENDA TO 52.212-1 PROPOSAL PREPARATION INSTRUCTIONS
A. To assure timely and equitable evaluation of the proposal, the offeror must follow the instructions contained herein. The proposal must be complete, sufficient, and respond directly to the requirements of this solicitation.
The response shall consist of two (2) separate parts: Part I – Technical and Part II – Price. Proposals shall be submitted via email to darla.mills@us.af.mil and kari.hughes.2@us.af.mil. The deadline to submit response to this solicitation is 9:00 a.m. PST 6 August 2018.
B. Specific Instructions:
1. PART I – TECHNICAL. Offerors shall prepare and submit technical information by the date/time stated above. The basis of the offeror’s technical information is the Technical Response Questionnaire, Attachment 2 to this Request for Quote (RFQ). Offerors shall provide sufficient information to allow the Government to judge the offeror’s technical capability to perform the requirements of this solicitation.
(a) Attachment 2, Technical Response Questionnaire. Provide one (1) completed questionnaire per offeror. Each completed questionnaire shall not exceed fifteen (15) pages in length (if printed double-sided, each side counts as one page), inclusive of questionnaire and any offeror-provided additional pages. Pages shall be numbered and shall have a header or footer that contains, at minimum, offeror’s name and the solicitation number applicable to this RFQ. If additional offeror-provided pages are attached to a completed questionnaire page, the attached pages shall be clearly marked to identify the questionnaire to which they are related.
(b) The offeror’s technical quote should address the following technical evaluation factors as outlined in the Technical Response Questionnaire.
Factor 1: Three (3) years experience providing specific real property management tasks within the immediate five (5) year period preceding release of this RFQ. Provide detailed information in performing each of the specific tasks as those described in sub-factors 1a through 1h inclusive of RFQ, Attachment 2. For sub-factors 1a, through 1h, the experience shall be for substantially the same or substantially similar work as described in the respective tasks for those sub-factors. Provide reference and contact information to support the experience claimed by offeror. If offeror intends or proposes to use an entity other than offeror to fulfill a requirement or a portion thereof (i.e. a sub-contractor or other teaming partner), please provide ALL the requested information for that entity as well. The offeror’s technical proposal should address the following technical evaluation factors as outlined in the Technical Response Questionnaire.
Sub-Factor 1a: Preparation of real estate transaction packages
Sub-Factor 1b: Researching and obtaining information regarding title search, deed search, easements, and grants in support of real estate transactions
Sub-Factor 1c: Space Utilization Studies, Analysis, and Documentation
Sub-Factor 1d: Grant Compliance Inspections
Sub-Factor 1e: Analyzing and documenting capitalization
Sub-Factor 1f: S-file Database Management (Space Utilization Spatial Datasets)
Sub-Factor 1g: AutoCAD and ArcGIS experience
Sub-Factor 1h: Experience with Financial Improvement and Audit Readiness (FIAR) processes
(c) The Government will utilize the information provided, along with information collected from other sources (i.e., other Government offices, commercial sources, etc.), in making a technical acceptability determination.
2. PART II – PRICE – Offerors shall prepare and submit a quote by the close date of the solicitation. Offerors are asked not to alter the electronic version of the RFQ (Word document) downloaded from the Federal Business Opportunities web page other than to fill in pricing information and representations and certifications selections/fill-in information. In particular, offerors are asked not to delete page breaks or to alter headers/footers in the SF 1449.
(a) Complete blocks 12, 17a, and 30a, 30b, and 30c of the SF1449. In doing so, the offeror accedes to the contract terms and conditions as written in the solicitation, to include attachments. The solicitation constitutes the model contract.
(b) Insert proposed unit and extended prices in the Pricing Schedule as described below. The extended amount must equal the unit price multiplied by the number of units. (Note: To prevent rounding discrepancies, please ensure unit prices used for calculation are limited to two (2) decimal places and do not round the extended amount to the nearest dollar). The price quote must be submitted for a six (6) month base period plus four (4) option periods consisting of twelve (12) months each and a six (6) month option to extend services.
CLINs 0001, 1001, 2001, 3001, 4001 and 5001 with a Specified Unit of Issue of “Month”: Offeror is to propose a monthly unit price for each of these CLINs. Offerors shall fill in the unit price, the extended amount (unit price multiplied by quantity), and the net amount (net amount =the same as extended amount) on the SF 1449. Note**CLIN 5001 Unit price SHALL remain the same as Option 4 Unit price in accordance with the clause at FAR 52.217-8, “Option to Extend Services”. The only difference is the total price will be for half of the total price for Option 4.
CLINs 0002, 1002, 2002, 3002, 4002 and 5002 with a Specified Unit of Issue of “Cost”: Offeror shall insert price of $15,000.00 for “Estimated Cost” of CLINs 1002, 2002, 3002, and 4002. For CLINs 0002 and 5002, the Offeror shall insert price of $7,500.00. These are Government-provided estimated costs; no offeror proposed figures are required.
(c) Complete the necessary fill-ins and certifications in provisions. The provision at FAR 52.212-3 shall be updated in SAM at https://www.sam.gov/. Offeror’s Representations and Certifications should reflect the offeror’s business size standard applicable to the NAICS (561210) code referenced for this solicitation.
(d) Any solicitation amendments to the original solicitation document must be signed and returned by the date specified in the amendment document.
(e) Financial data to include the items listed below. Request for such information does not constitute a contract award. Prior to award, an offeror's financial information will be used to make a responsibility determination in accordance with FAR Part 9.
(1) Names, addresses and point of contact for all financial institution organizations utilized to determine if contractor has adequate financial resources to perform the contract or the ability to obtain them.
(2) Written authority to contact the provided financial institution.
(f) RFQ Attachment 3, Teaming Arrangement Questionnaire.
(1) If your company is not performing ALL the work, you must explain the contemplated teaming arrangement. This includes, but is not limited to, the following types of teaming relationships: prime/sub-contractor, mentor/protégé, joint venture, etc. If a teaming arrangement is not applicable and ALL the work will be performed by your company as the prime contractor, please indicate N/A as your response.
(2) Provide one (1) completed questionnaire per offeror. Each completed questionnaire shall not exceed two (2) pages in length (if printed double-sided, each side counts as one page), inclusive of questionnaire and any offeror-provided additional pages. Pages shall be numbered and shall have a header or footer that contains, at minimum, offeror’s name and the solicitation number applicable to this RFQ. If additional offeror- provided pages are attached to a completed questionnaire page, the attached pages shall be clearly marked to identify the questionnaire to which they are related. ADDENDUM TO FAR 52.212-2
BASIS FOR CONTRACT AWARD: This is a competitive selection subject to FAR 13.5, Simplified Procedures for Certain Commercial Items. Award will be made on the basis of Lowest Price Technically Acceptable. By submission of its offer in accordance with the instructions provided in clause FAR 52.212-1, Instructions to Offerors, and the addendum thereto, the offeror accedes to the terms of this model contract and all such offers shall be treated equally except for their prices and experience records. An “unacceptable” rating in any factor or sub- factor will result in the overall technical proposal being rated “unacceptable” and the proposal will therefore be ineligible for award. While the Government will strive for maximum objectivity, the source selection process is by its nature subjective. Therefore, professional judgment is implicit throughout the entire process. The evaluation process shall proceed as follows:
A. Contractor Quote. The following documents will be evaluated for completeness and compliance with the requirements of the Request for Quote (RFQ). Please refer to the instructions in the Addendum to FAR 52.212-1. Incomplete items may be a basis for rejection:
1. Volume I, Technical Acceptability. The offeror’s technical quote will be evaluated to determine technical acceptability in accordance with Paragraph B below. The technical proposal shall include the following:
a. Completed RFQ Attachment 2, Technical Response Questionnaire, which includes technical factor 1 (inclusive of sub-factors 1a-1h). May provide up to five (5) references (inclusive of prime and subcontractor(s)). One completed questionnaire per offeror.
2. Volume II, Price
a) A signed copy of the solicitation / contract award document, SF 1449
b) Completed Schedule of Supplies / Services (price schedule), SF 1449
c) Completed Representations & Certifications (see Addenda to FAR 52.212-1, Paragraph C.2.(c)
d) Acknowledgement of all RFQ amendments, if applicable
e) Attachment 3, Teaming Arrangement Questionnaire
B. Technical Acceptability.
1. The Government technical evaluation team shall evaluate the technical proposals on an acceptable/unacceptable basis, assigning a rating of Acceptable or Unacceptable. An offer must be rated “acceptable” in all factors and sub-factors to be eligible for award. An “unacceptable” rating in any factor or sub- factor will result in the overall technical proposal being rated “unacceptable” and the proposal will therefore be ineligible for award.
2. The following adjectival ratings and rating definitions will be used to assign a rating for each technical factor and sub-factor and an overall rating to each technical proposal.
Rating Definition A (Acceptable) All of the minimum acceptable criteria as defined in the technical factors and sub-factors are clearly met by the proposal. The offeror’s proposal meets the performance and technical capability requirements defined in the PWS.
U (Unacceptable) Not all of the minimum acceptable criteria are met by the proposal. An unacceptable proposal contains one or more deficiencies. Proposal fails to meet specified minimum performance and technical capability requirements defined in the PWS.
3. Overall Technical Acceptability will be evaluated against the following factors:
Factor 1. Three (3) years’ experience performing specific real property management tasks within the immediate five (5) year period preceding release of this RFQ. Provide detailed information in performing each of the specific tasks as those described in sub-factors 1a through 1h inclusive of RFQ Attachment 2.
For sub-factors 1a through 1h, the experience shall be for substantially the same or substantially similar work as described in the respective tasks for those sub-factors. Provide reference and contact information to support the experience claimed by offeror. If offeror intends or proposes to use an entity other than offeror to fulfill a requirement or a portion thereof (i.e. a sub-contractor or other teaming partner), please provide ALL the requested information for that entity as well. Standard of Acceptability: For all sub-factors, the offeror’s responses evidence the offeror (or the entity other than offeror which offeror intends or proposes to use to fulfill a requirement or portion thereof) has three (3) years’ experience within the immediate five (5) year period preceding the release of this RFQ performing substantially the same or substantially similar work as described in the respective tasks for those sub-factors. References provided must support the experience claimed by offeror.
Sub-Factor 1a – Preparation of real estate transaction packages. At least three (3) years of experience within the immediate five (5) year period preceding the release of this RFQ. Use the narrative block (Attachment 2, sub-factor 1a) to provide a detailed description of specific tasks related to preparation of real estate transaction packages (i.e. prepare real estate transaction packages, to include site survey documentation, metes and bounds descriptions, legal descriptions, and additional documents necessary or beneficial to support real estate instruments), reference PWS paragraph 1.2.3.1. Standard of Acceptability: The offeror’s responses evidence the offeror (or the entity other than offeror which offeror intends or proposes to use to fulfill a requirement or portion thereof) has at least three (3) years of experience performing substantially the same or substantially similar work as described in the tasks for Sub-Factor 1a above within the immediate five (5) year period preceding the release of this RFQ.
Sub-Factor 1b – Researching and obtaining information regarding title search, deed search, easements, and grants in support of real estate transactions. At least three (3) years of experience within the immediate five (5) year period preceding the release of this RFQ. Use the narrative block (Attachment 2, sub-factor 1b) to provide a detailed description of specific tasks related to researching and obtaining information regarding title search, deed search, easements, and grants in support of real estate transactions, reference PWS Paragraph 1.2.3.1. Standard of Acceptability: The offeror’s responses evidence the offeror (or the entity other than offeror which offeror intends or proposes to use to fulfill a requirement or portion thereof) has at least three (3) years of experience performing substantially the same or substantially similar work as described in the tasks for Sub-Factor 1b above within the immediate five (5) year period preceding the release of this RFQ.
Sub-Factor 1c – Space Utilization Studies, Analysis, and Documentation. At least three (3) years of experience within the immediate five (5) year period preceding the release of this RFQ. Use the narrative block (Attachment 2, sub-factor 1c) to provide a detailed description of specific tasks related to Space Utilization (i.e. conducting space use availability studies and user requirement surveys, conducting interviews/research, developing drawings and floor plans indicating available square footage, and/or compiling other documentation to support the best use of Government facilities), reference PWS Paragraphs
1.2.3.2 and 1.3.1. Standard of Acceptability: The offeror’s responses evidence the offeror (or the entity other than offeror which offeror intends or proposes to use to fulfill a requirement or portion thereof) has at least three (3) years of experience performing substantially the same or substantially similar work as described in the tasks for Sub- Factor 1c above within the immediate five (5) year period preceding the release of this RFQ.
Sub-Factor 1d – Grant Compliance Inspections. At least three (3) years of experience within the immediate five (5) year period preceding the release of this RFQ. Use the narrative block (Attachment 2, sub-factor 1d) to provide a detailed description of specific tasks substantially the same or substantially similar to Grant Compliance Inspections (i.e. conduct annual compliance inspections for each installation-level facility ingrant and outgrant to ensure compliance with all terms set forth in the real estate instrument and/or the Support Agreement (SA), if appropriate), reference PWS Paragraph
1.2.5.3. Standard
of Acceptability: The offeror’s responses evidence the offeror (or the entity other than offeror which offeror intends or proposes to use to fulfill a requirement or portion thereof) has at least three (3) years of experience performing substantially the same or substantially similar work as described in the tasks for Sub-Factor 1d above within the
Sub-Factor 1e – Analyzing and documenting capitalization. At least three (3) years of experience within the immediate five (5) year period preceding the release of this RFQ. Use the narrative block (Attachment 2, sub-factor 1e) to provide a detailed description of specific tasks substantially the same or substantially similar to analyzing and documenting capitalization of work orders and direct scheduled work (i.e. facility infrastructure work), reference PWS Paragraphs 1.2.4.1, 1.2.5.5, 1.2.10. Standard of Acceptability: The offeror’s responses evidence the offeror (or the entity other than offeror which offeror intends or proposes to use to fulfill a requirement or portion thereof) has at least three (3) years of experience performing substantially the same or substantially similar work as described in the tasks for Sub-Factor 1e above within the
Sub-Factor 1f – S-file Database Management. At least three (3) years of experience within the immediate five (5) year period preceding the release of this RFQ. Use the narrative block (Attachment 2, sub-factor 1f) to provide a detailed description of specific tasks substantially the same or substantially similar to S-file Database Management
(i.e. collection and entry of information into the S-file database related to the inventory of 30th Space Wing [30 SW] controlled facilities and their use. Facility use data includes facility function, layout, number, organization and type of personnel occupying facility space, description of special use spaces, and application of correct category codes to all spaces. The database also contains facility information related to space use, cost data, energy usage, square footage, wall placement, condition code, floor plan data, occupancy and various other data), reference PWS Paragraph 1.2.14.
Standard of Acceptability: The offeror’s responses evidence the offeror (or the entity other than offeror which offeror intends or proposes to use to fulfill a requirement or portion thereof) has at least three (3) years of experience performing substantially the same or substantially similar work as described in the tasks for Sub-Factor 1f above within the immediate five (5) year period preceding the release of this RFQ.
Sub-Factor 1g – AutoCAD experience. At least three (3) years of experience within the immediate five (5) year period preceding the release of this RFQ. Use the narrative block (Attachment 2, sub-factor 1g) to provide a detailed description of your experience with using AutoCAD, reference PWS Paragraph 1.2.3.2. Standard of Acceptability: The offeror’s responses evidence the offeror (or the entity other than offeror which offeror intends or proposes to use to fulfill a requirement or portion thereof) has at least three (3) years of experience performing substantially the same or substantially similar work as described in the tasks for Sub-Factor 1g above within the immediate five (5) year period preceding the release of this RFQ.
Sub-Factor 1h – Financial Improvement & Audit Readiness (FIAR) experience. Please list the amount of experience within the immediate five (5) year period preceding the release of this RFQ. Use the narrative block (Attachment 2, sub-factor 1h) to provide a detailed description of your experience with using FIAR, reference PWS Paragraph 1.2.3.2. FIAR is a fairly new requirement, so three years experience is not required.
C. Price Evaluation.
1. Price evaluation will commence after quotes are rated for technical acceptability. Price evaluation will be conducted only on quotes rated “technically acceptable”.
2. All “technically acceptable” quotes will be ranked by total evaluated price, highest to lowest. The total evaluated price will be determined as follows:
a. CLINs X001 Pricing (Recurring Services). For CLINs 0001, 1001, 2001, 3001, 4001, 5001, offeror to fill in the Unit Price and multiply by the Quantity to determine Amount and Net Amount. Note: Amount and Net Amount shall be the same figures. Proposed prices should be inclusive of expenses, G&A, profit, etc.
b. CLINs X002 Pricing (Reimbursables). For CLINs 1002, 2002, 3002, and 4002, offeror shall insert price of $15,000.00 for “Estimated Cost” in their proposal. For CLINs 0002 and 5002, offeror shall insert price of $7,500.00 for “Estimated Cost” in their proposal. These are Government-provided estimated costs; no offeror proposed figures are required.
c. An offeror’s total evaluated price will be determined by totaling CLINs 0001 through 5002 and entering that amount on the SF 1449 Block 26.
3. All “technically acceptable” quotes will be evaluated for price reasonableness. It is expected that the competitive nature of this acquisition will drive price reasonableness; however, the Government reserves the right, if it deems appropriate, to make this determination by means of one or more techniques as described in FAR 13.106-2 and 13.106-3. Unreasonable or unbalanced prices submitted may be grounds for eliminating a proposal from further consideration if prices are determined to be incompatible with the scope of the effort to be accomplished and/or create performance risk on the basis the offeror does not understand the requirement.
E. The Government intends to evaluate offers and award a contract without discussions with offerors. The Government, however, reserves the right to conduct discussions if deemed in its best interests. Offerors are cautioned to submit sufficient information and in the format specified in the Addendum to FAR 52.212-1, Instructions to Offerors. Offerors may be asked to clarify certain aspects of their proposal; however, exchanges with offerors to resolve minor or clerical errors will not constitute discussions. The Government reserves the right to award a contract without the opportunity for proposal revision.
F. CONTRACTOR RESPONSIBILITY. The Government reserves the right to request that the offeror provide business information for the purpose of a responsibility determination in accordance with FAR Part 9.
Failure to provide requested information may result in a determination of non-responsibility, and the offeror would then be considered ineligible for award.
