SECTION 1 DESCRIPTION OF SERVICES

1.0. INSTALLATION BACKGROUND

1.0.1. Vandenberg Air Force Base (VAFB) is located on the Central Coast of California and covers approximately 99,500 acres of land area, 35 miles of Pacific Ocean coastline, over 2,500 facilities, 700 miles of roadways, 2,000 archaeological/historical sites, a 15,000 foot runway, a boat dock and jetty, and a railway system. Less than 15 percent of the total base land area is developed. The remaining area is in its natural state and provides habitat for a diverse array of wildlife and vegetation.

1.0.2. The primary military missions are the launching and tracking of satellites in polar earth orbit, training missile and space crews, testing and evaluating America's Missile Defense Systems, and supporting aircraft tests over the Western Range. The base is used for other functions in addition to Air Force missions including outdoor recreation, farming, cattle grazing, and hunting.

1.0.3. Within the Western Range is the West Coast Offshore Operating Area providing a 1,000 by 200 mile, over water, sea-land transition zone for aeronautical, guided missile testing, and extended area program support. VAFB serves as "lead range" in a worldwide network and supports other ranges.

1.1. SERVICES

1.1.1. The contractor shall provide, unless otherwise noted, all materials, supplies, equipment, transportation, personnel, services, and supervision necessary to perform administration of the Real Property Management Office at VAFB, California--to include real property accountability, transactions, legal instruments, reporting, accounting and capitalization, inspections, inventories, disclosures, facility space utilization studies, and related administration to include audit readiness tasks as defined in this Performance Work Statement (PWS). The contractor shall also provide the same real property management accountability for all off-station real property assets under installation control (See Appendix 2--On Station and Associated Off Station Codes). The contractor is responsible for managing real property activities in a manner that conforms to all Air Force (AF) regulations, and federal, state, and local laws and regulations. Listing of pertinent AF Real Property publications and forms is found at Appendix 4. Note: the list of publications is not all inclusive. Contractor is expected to understand and seek updated procedures, polices, interim changes and guidance from higher headquarters.

1.1.2. In addition to daily coordination with the myriad of internal (base-level) decision- making and coordinating offices/agencies needed to accomplish the responsibilities outlined in this PWS, a key component to the successful execution of the real property function rests in the coordination/working relationships with external agencies such as the Secretary of the Air Force (HQ SAFIMII), Air Force Space Command (AFSPC), the Air Force Real Estate Agency (AFREA), the Air Force Base Conversion Agency (AFBCA), the Army Corps of Engineers, the General Services Agency (GSA), state/local Governments, private organizations, and private citizens.

1.1.3. In executing the requirements outlined in this PWS, the contractor shall establish a business management approach that embodies sound financial management concepts and controls, stewardship, flexibility, and business practices--all in the best interests of the Government. The contractor shall also establish applicable administrative controls to assure information security. Contractor shall be proficient in ArcGIS and AutoCAD.

1.1.4. Phase-Out. The incumbent contractor shall cooperate with any successor contractor to ensure a smooth transition of all operating instructions, files, data, inspection records, reports, and any other documentation pertinent to the operation of the Real Property Management Office. Ongoing operations shall be coordinated with the successor's management and administrative personnel.

1.2. BUSINESS PRACTICES AND RESPONSIBILITIES

1.2.1. Real Property Accountability. The contractor shall conduct daily management of the real property office function and shall be directly accountable to the Base Real Property Accountable Officer (RPAO). The Real Property Accountable Officer (RPAO) is responsible for the accountability of all buildings, facilities, structures, utilities, and land under the control of their commander regardless of the type of ownership in accordance with requirements.

1.2.2. Real Property Officer (RPO).

1.2.2.1. Within ten (10) days after contract award, the contractor shall designate, in writing to the RPAO, individuals to serve as the primary and alternate RPO responsible for the duties outlined in the PWS. Special Orders signed by the Base Civil Engineer will officially delegate the RPO title and responsibilities as outlined herein to the contractor RPO designees. All changes of personnel shall be submitted, in writing, to the RPAO within five

(5) days of such change. The primary and alternate RPO shall provide the functional expertise and professional management to accomplish historical data research such as title searches, deeds, easements, grants, mineral rights, and property designations in accordance with Real Property Management Publications.

1.2.2.2. The RPO shall manage all real property transactions and account for all installation real property. The RPO may delegate real property management duties to subordinate staff as required. The RPO may be requested to travel to support as the real property subject matter expert. Travel will be directed by the RPAO on a reimbursable basis in accordance with Federal Acquisition Regulation and Joint Travel Regulations. The Government anticipates the need for at least three trips per year--each trip being no more than one week in length. The RPO shall coordinate with the RPAO and Government Contracting Officer Representative (COR), in writing, in advance of securing travel reservations. The RPO shall provide trip information after each trip in the monthly status report and as supporting backup documentation with invoices.

1.2.3. Real Property Transactions, Legal Instruments, Facility Space Utilization.

1.2.3.1. For facility and land utilization management at the installation, determine appropriate real property instrument. As RPO, prepare and process all real property documents. Contractor shall anticipate and schedule all existing real property outgrants well in advance of expiration and ensure continuous coverage by a real property instrument. Contractor shall perform an analysis of the most effective and timely processing of a real property instrument renewal or new user transaction. Contractor shall participate in negotiations for all real property transactions. Contractor shall proactively coordinate or collaborate with external agencies as required to address processes and requirements in order to plan for, and achieve, the most efficient process for outgrant completion. Contractor shall assist site surveyors by providing assistance and/or information in the form of existing maps, Real Property Records (RPRs), etc. Contractor shall prepare real property transaction packages, to include site survey documentation, metes and bounds descriptions, legal descriptions, and additional documents necessary or beneficial to support real property instruments. All documentation shall meet all established timelines and official response due dates (also known as a Suspense date) as driven by the requirement. The contractor may be required to travel to county recorder’s office (located in Santa Maria, CA) and US Army Corps of Engineers (ACE) record repository (located in Los Angeles, CA) to obtain historical data. As required by the Government, the Contractor shall research and obtain information regarding title search, deed search, easements, and grants in support of real property transactions.

1.2.3.2. Contractor shall ensure space in existing facilities is being used to the optimum benefit of the AF and is utilized based on established AF space use standards. Contractor shall develop, maintain, and manage a facility space use program. This will include updating and archiving existing space use drawings in Computer Aided Drafting (CAD) format, conducting space use availability studies and user requirement surveys, conducting interviews/research, developing drawings and floor plans indicating available square footage, and/or compiling other documentation to support the best use of Government facilities as changes occur. Contractor shall update space use plans within five (5) working days of Space Utilization Panel (SUP) approved physical changes.

1.2.4. Real Property Records.

1.2.4.1. Responsibilities include maintaining RPRs, capitalization on newly constructed facilities, and improvements/repairs on existing facilities. Updates to the RPR shall be accomplished via Government- developed internet/local area network (LAN) based computer database applications. Contractor shall update the RPR with all applicable changes. All records shall comply with AF real property management guidelines and are subject to audit by the Air Force Audit Agency. All RPR documents to be disposed of shall be shredded by the contractor prior to disposal.

1.2.4.2. Contractor shall prepare real property reports including, but not limited to, the following: United States Air Force (USAF) Installation Characteristics Report, McKinney- Vento Homeless Act Report, Annual Work Space Management Plan and Budget Justification Report, USAF Real Property Inventory Detail List, and Real Property Outgrant Compliance Report.

1.2.4.3. Reports, records, and correspondence that have an official response due date shall be fully completed, coordinated, and submitted by the suspense date

1.2.5. Real Property Inspections, and Inventories.

1.2.5.1. Base-Wide Facility Inventories. Plan, schedule, and execute a yearly 20% progressive physical installation-wide facility inventory to ensure that all facilities are inspected and real property records are reviewed and corrected every five years. New facility construction must be inventoried within one (1) year of Government acceptance. The contractor shall submit an inventory/inspection plan and checklist to the Government COR for review and approval within thirty (30) days after contract award. The inspection plan shall encompass the entire five-year period and be separated into a monthly format identifying scheduled inspections and inventories.

1.2.5.2. Linear Segmentation is a high level process for gathering supporting documentation, and performing database updates for pavement and utility (water, electric assets). Roles and Responsibilities are outlined in the RP Linear Infrastructure Playbook.

1.2.5.3. McKinney Homeless Assistance Act Screening. Prior to disposal/demolition of any facility, contractor shall ensure compliance with the "McKinney Act".

1.2.5.4. Grant Compliance Inspections. Contractor shall conduct annual compliance inspections for each installation-level facility ingrant and outgrant to ensure compliance with all terms set forth in the real property instrument and/or the Support Agreement (SA), if appropriate. Documentation shall be prepared detailing the items inspected in each ingrant and outgrant. The Contractor shall report incidents of non-compliance to the Government RPAO.

1.2.5.5. Annual Base Boundary Survey. Contractor shall perform an annual review of documentation provided by the Government to identify potential encroachments. The contractor shall then document the survey in report format and update the computer based internet/LAN real property management database. The report shall be maintained, be kept current, and shall be provided to the Air Force and GSA as requested.

1.2.5.6. Contractor shall participate in all pre-final construction project walk-throughs and create RPR in the Government provided internet/LAN based computer database application. Contractor shall complete/finalize the RPR not later than (NLT) 30 days after receiving capitalization (costing) information from the Government Program Manager for the particular project. Contractor shall establish facility RPR as required.

1.2.6. Support Agreements. The RPO serves as the focal point for coordination on support agreements within the Civil Engineer Squadron (CES). The RPO (or RPO's designated representative) shall attend meetings to discuss new/existing missions, plans, and programs and advise on issues related to real property concerns. The RPO shall manage, process, coordinate, and submit support agreements (Support Agreement or Interservice, Interdepartmental or Interagency Support Agreement) in regard to utilization of AF real property and associated reimbursement for utilities and services.

1.2.7. Real Property Demolition and Disposal. Contractor shall provide disposal/demolition recommendations to the RPAO and the Installation Demolition Officer, as required, to achieve the best method for disposal, sale, or transfer of deteriorating AF facilities. Contractor shall provide recommendations to the Government as required for the five-year facility disposal/demolition plan. Contractor shall update internet/LAN based Government-provided database with information regarding demolition.

1.2.8. Custodianship of Vacant Facilities. The real property management office, acting as custodian/building manager for vacant facilities, shall be responsible for administering existing vacant facilities/space. All facilities shall be routinely inspected for compliance with applicable AF real property, safety, and environmental regulations. Master keys to vacant facilities will be issued to the RPO. The RPO shall be solely responsible for facility keys under his/her control.

1.2.9. The contractor shall provide a monthly real property management activities report to the Government COR detailing the previous month's activities. The monthly report is due by the fifth workday of each month and shall state progress on Section 2 Services Summary, include name/subject of meetings attended, status of required documents/reports, training accomplished by personnel, facility inventories conducted, identify new real property issues, staffing changes, and problem areas.

1.2.10 Contractor shall evaluate closed work orders and projects provided by the Government to determine whether work requires capitalization. The Government will select the items to be reviewed by filtering the entire list of closed work orders and projects using criteria designed to highlight those items requiring capitalization. The contractor shall then capitalize work as appropriate.

1.2.11 Contractor shall update real property records to reflect accurate title information for each acquisition. Information shall be appropriate to the type of acquisition. Contractor shall ensure acquisition records are provided to the US Army Corps of Engineers. Contractor may be required to visit the US Army Corps of Engineers data repository, local and state governmental offices, and private land-owners to collect required information.

1.2.12 Contractor shall ensure that a person of sufficient knowledge is available during business hours to answer questions regarding complex real property issues.

1.2.13. The contractor shall maintain a customer service capability to accommodate walk-in customers, research RPRs, record drawings, provide facility capitalization information, and to answer phone calls during normal business hours.

1.2.14. Space Utilization Database Management.

1.2.14.1. Contractor shall provide support of spatial data compilation and review of Space Utilization spatial datasets (formally known as the S-File datasets). Requirements include, but are not limited to, collection and entry of information into the spatial database related to the inventory of 30th Space Wing (30 SW) controlled facilities and their use. This database currently resides in an ESRI geodatabase format (version 10.x). Included within this spatial database are Facility Use Data attributes (i.e. facility function, layout, number, organization and type of personnel occupying facility space, description of special use spaces, and application of correct category codes to all spaces). The current database structure is based on the Spatial Database Standards for Facilities, Infrastructure, and Environment (SDSFIE), version 3.1.0.1. While this dataset is called the Space Utilization Dataset, it is still sometimes referred to as the S-File geodatabase. However, the original S-File database structure is no longer used in the Air Force and the Space Utilization dataset replaced the S-File database format. This geodatabase also contains facility information related to space use, cost data, energy usage, square footage, wall placement, condition code, floor plan data, occupancy and various other data in one centralized software solution. Utilizing ArcGIS software, the Contractor will be responsible for updating the spatial geodatabase and shall notify the Geobase office when changes can be applied to the main Oracle-based database.

Contractor shall plan, schedule, and execute a yearly 20% progressive facility use survey to ensure that all facilities are inspected and S-File records reviewed and corrected every five years.

1.2.14.2. The Space Utilization Dataset is currently in an Oracle-based ArcGIS Geodatabase (Version 10.x) format. This versioned-based database allows the Contractor to make edits using editor connections to the database. When the Contractor has completed edits to the spatial database, the contractor will “reconcile and post” those edits to a Quality Control level which can be reviewed by the Government GIO (Geographic Information Officer). After the GIO reviews the edits, the GIO will post the changes to the main viewer level. All edits will need to be accomplished through the use of ArcGIS 10.x software. All CES Government computers should have ArcGIS software loaded on them and the Contractor shall have access to the ArcGIS software while on-site. However, the Contractor is responsible for ensuring their employees are properly trained in the use of the software.

1.2.15. Contractor shall generate an AF 7115 Assets Report from ACES IDM annually. The document shall be provided to AFSPC/A7A and archived locally. Once ACESIWIMS is replaced by NextGen IT/TRIRIGA the report requirements will be adjusted accordingly.

1.2.16. Real Property is included as General Property, Plant & Equipment (G-PP&E) on the Balance Sheet and includes Land, Buildings, Structures, Facilities, and Leasehold improvements. Real Property also includes Stewardship Land that includes both land and land rights owned by the government, but not acquired for, or in connection with, items of G-PP&E. All land provided to the government from the public domain or at no cost, regardless of its use, is classified as Stewardship Land. Reporting entities must be able to assert the audit readiness of all business processes and sub-processes associated with Real Property, including acquisitions, capitalization, depreciation, general ledger recording, and financial reporting. Reference most recent FIAR Guidance documentation that is provided in this solicitation package.

1.2.17. Contractor will provide transportation for contractual responsibilities. Estimated monthly mileage is 550; or an annual mileage estimate of 6,600.

1.3. REAL PROPERTY SPECIFIC PANELS, WORKING GROUPS, AND BOARDS

1.3.1. Space Use Panel (SUP). The SUP is the squadron level, space utilization, decision- making forum. The RPO shall direct, manage, and administer the SUP as the primary office of responsibility for facility space use. It is the responsibility of the RPO to develop the SUP agenda and all materials to be presented to the panel, as well as development, coordination, and approval of SUP minutes. The RPO shall present proposed facility space use changes, recommendations, and justifications to the SUP as well as develop space use studies, drawings, floor plans and/or other documentation to support recommendations.

1.3.2. Facilities Board (FB). The FB is the corporate/wing level, programming, planning and space utilization decision-making forum at the installation. The RPO shall present all real property actions to the FB.

1.3.3. 30th Civil Engineering Squadron (30 CES) Work Request Review Panel (WRRP) is a squadron specific work order review forum. The RPO shall serve as the real property subject matter expert and advisor to the panel.

1.3.4. Other Working Groups. Contractor shall participate in all mission-related working groups as installation RPO. Contractor shall direct, manage, and administer, as the primary office of responsibility for installation real property management, facility space use related to the impacts of the program(s) to the installation. Contractor shall recommend, plan, and facilitate building walk-throughs and the turn-in/turn-over of facilities. Contractor shall create documentation recommending best use or recommend method of demolition of facilities. Contractor shall update the Government-provided internet/LAN based real property management computer database application.

1.4. QUALITY CONTROL

1.4.1. The contractor shall provide a Quality Control Plan to the Government COR that contains the items listed in this section for review no later than thirty (30) days after contract award. Any subsequent modification to the Quality Control Plan shall be submitted to the COR prior to implementation.

1.4.2. The Quality Control Plan shall include, but is not limited to, a description of the inspection system to cover all services listed in this PWS.

1.4.3. A record of quality control inspections shall be kept and made available to the Government throughout the contract performance period and for the period after contract completion until final settlement of any claims under this contract.

1.5. SECURITY

1.5.1. Physical Security. At all times, while on Vandenberg AFB premises, contractor employees shall comply with Vandenberg AFB security requirements imposed by the Installation Commander. Contractor shall obtain all necessary passes, decals, badges, or other items required for access to perform contract services at Vandenberg AFB. The contractor shall be responsible for accountability of all such media issued to contractor personnel and this media shall be surrendered to the 30th Security Forces Squadron (30 SFS) Pass and Registration Section upon completion or termination of the contract or upon termination of an individual’s employment with the contractor. The contractor shall comply with all VAFB policies regarding entry to the installation, rules of the road, contingency operations compliance, and photography prohibitions. Contractor employees are authorized entry to the installation only for the purpose of work under this contract, and are not authorized in other facilities or areas without prior Government authorization. Due to safety/security requirements, contractor personnel shall be required to fluently speak, understand, read, and write English.

1.5.2. Electronic Security. All personnel requesting or requiring a Common Access Card (CAC), LAN access to the base information network, or Unescorted Entry to Restricted/Controlled areas shall, at a minimum, have a completed National Agency Check (NAC), or equivalent, verified through the Automated Security Clearance Approval System Joint Personnel Adjudication System (ASCASJPAS). The National Agency Check shall be accomplished through the 30 CES Unit Security Manager (USM) and the Wing Information Assurance Office. The 30 CES USM is the source for the necessary forms and will provide instructions for receiving, preparing, and processing these forms. A minimum of 180 days is required to process contractor employee NACs. Additional time will be required if the NAC is unfavorable. An unfavorable result may result in denial of entry to restricted/controlled areas or denial of base LAN access. The 30 CES USM will notify the contractor of any negative NAC results. The 30 CES USM will assist contractor personnel in obtaining a CAC and an Automated Entry Control Card.

1.5.3. Key Control. The contractor shall establish and implement methods of control to ensure all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The contractor shall not duplicate any keys issued by the Government. The contractor shall immediately report to the Government COR or Contracting Officer all occurrences of lost keys. The contractor shall prohibit the use of keys issued by the Government by any person other than the contractor's employees.

1.6 MANPOWER REPORTING

1.6.1. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the “U.S. Air Force” via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address http://www.ecmra.mil

1.6.2. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the ECMRA help desk.

SECTION 3 GOVERNMENT PROPERTY AND SERVICES

3.0. GOVERNMENT PROPERTY. The Government shall provide, as available, and incidental to the contract, the services listed below.

3.0.1. Incidental Property. In support of the performance of this contract, the contractor will be provided specified Government facilities, equipment, and services as outlined below. Approval from the RPAO is required for use of Government facilities, equipment, or services not identified in this PWS.

3.0.2. Office Space. The Government will provide, and/or make available, administrative office space. Government facilities comply with Occupational Safety and Health Administration (OSHA) work-place standards. Should hazards be identified, the contractor shall notify the RPAO in writing, and the Government may correct the potential hazard, taking into account safety and health priorities. Compliance with OSHA and other applicable laws and regulations for the protection of employees is exclusively the obligation of the contractor. The Government assumes no liability or responsibility for the contractor's compliance or noncompliance with such responsibilities. The contractor shall not alter or modify the government provided office space without specific written permission from the RPAO. The contractor shall return all facilities and equipment to the Government at the end/termination of the contract. The office space and equipment provided for use in the performance of this contract shall be used only for performance of this contract.

3.0.3. Incidental Equipment. Computers and monitors will be provided as part of this contract for email and real property record updating. Access to the LAN is required to accomplish the RPR updating as part of this contract. To be granted access to the LAN an acceptable personal background check is required as specified in Paragraph 1.5.2. The Government will also provide one (1) each of the following: copier, printer, fax, shredder, and scanner. The contractor shall conduct a joint inventory inspection with the Government COR of all Government equipment. The contractor shall sign a receipt accepting the condition of all equipment provided by the Government no later than ten (10) days after assuming the responsibilities of the real property management office.

3.1. GOVERNMENT SERVICES

3.1.1. Utilities. The Government will furnish utility services including water, sewer, electric, and heating services for the contractor in Government provided office space. If contractor personnel require utilities not existing within a facility or area of work, the contractor is responsible to provide such service.

3.1.2. Postal Service. Official business 'contractor-developed' mail (as a result of the responsibilities of this contract) will be handled by the existing installation mail system.

3.1.3. Telephone Service. The contractor may use the existing telephone equipment and services (including at least one Defense Switchboard Network (DSN) and one long-distance service line) provided in the Government provided office space for the purpose of contract- related services.

3.1.4. Fire Prevention and Protection, Security, and Emergency Medical Services. The Government will provide fire prevention protection, inspection, and maintenance of

Government systems. Emergency medical treatment and emergency patient transportation service is available to the local hospital for contractor personnel via existing emergency services. The Government will provide general security service.

3.1.5. Forms and Publications. The contractor is responsible for using official file formats, forms, and publications. The contractor shall ensure all submitted documentation, as a result of execution of the duties outlined in this PWS, comply with all AF real property management related guidelines.

SECTION 4 GENERAL INFORMATION

4.0. CONTRACTOR PERSONNEL

4.0.1. Contractor personnel shall work normal business hours 0630-1630, Monday through Friday, except for federal holidays.

4.0.2. The contractor shall not employ any person who is a current employee of the United States Government if employing that person would create a conflict of interest. Additionally, the contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives appropriate Government approval. The contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the federal policies.

4.0.3. Air Force real property management related courses may be attended by contractor employees with written approval from the RPAO. If employee training is required to fulfill the duties of this PWS, the contractor shall be responsible for all costs related to such training, including but not limited to, tuition, travel, and per diem.

APPENDIX 1 DEFINITIONS AND ABBREVIATIONS A1.0. DEFINITIONS

ACES and IWIMS: Automated Civil Engineer System (ACES) and Interim Work Information Management System (IWIMS): These systems are used to provide the MAJCOM and Base Civil Engineer (BCE) with real time data input and output capabilities. The Civil Engineers currently (when PWS was written) use these legacy systems in combination to make day-to-day decisions required to effectively manage resource allocations through the work planning, scheduling, tracking, and execution required to support wartime and peacetime readiness, deployment, facility requirements/utilization and major construction. ACES and IWIMS will be phased out and replaced with TRIRIGA NexGen IT systems.

Acquisition: Obtain, use, or control real property or an interest in real property by purchase, condemnation, donation, exchange, lease, or recapture.

Capitalization: The process of accounting for improvements to, or demolition of, AF real property is known as capitalization. Each time CES personnel accomplishes work on a facility either by contract or work order, RPR documents must be analyzed to determine if the work involved improvements to, or demolition of, real property.

Day: Unless otherwise specified, “day” means working day.

Contracting Officer Representative (COR): Functionally qualified personnel (usually the customer) who perform quality assurance functions for a contracted service for the duration/life of the requirement.

Declaration of Excess: A narrative description of real property that is no longer required for foreseeable Air Force missions. The declaration contains an identification of the land, type of Governmental real property interest, facility inventory information, recommended disposal dates, reuse rights, services, obligations, and outgrants outstanding.

Ingrants: Documents such as licenses, leases, permits, temporary easements, foreign base rights agreements, and treaties, under which the Department of the Air Force acquires an interest in, or control of, real property in less than fee ownership.

Lease: A conveyance of exclusive possessory interest in real property for a specified term in return for payment of rent or other consideration to the owner.

License: A privilege to use or pass over a licensor’s real property for a specific purpose (e.g., right-of-entry for survey and exploration, right-of entry for construction, tree topping, etc.). Licenses merely confer a privilege to occupy real property at the sufferance of the owner.

Licenses granted to other federal agencies are called “permits”.

Linear Segmentation: a linear structure is “A facility whose function requires that it traverse land (such as a road, rail line, pipeline, fence, pavement). Includes distribution systems that provide a common service or commodity to more than one building or structure.”

MAJCOM: All Air Force bases and organizations report to a Major Command or MAJCOM. Vandenberg Air Force Base, 14th Air Force, and 30th Space Wing all report to Air Force Space Command as their MAJCOM headquarters.

Outgrants: Documents such as leases, licenses, easements, joint-use agreements, and other agreements (including use agreements) under which the Government’s interest in, or control of, real property, as exercised through the Department of the Air Force, is modified by conferring rights therein to another Government agency, nonfederal entity (for such use as a state or local Government) or a private party (for such use as grazing livestock).

Permit: A non-possessory right of exclusive or nonexclusive use of real property. When granted to a party other than a federal agency, it generally covers a one-time use and is called a “license”. However, the term also is used to describe an authorization to use property under the jurisdiction of one Government agency by another for a definite period.

Project: As related to real property acquisition activities, a project is a real property acquisition action, or related actions, at an Air Force installation to fulfill a known requirement. Related real property actions that constitute a complete project are simultaneous. (For example: The acquisition of land for ammunition storage project usually involves the acquisition of fee ownership for the land area used to construct storage facilities and restrictive easements over an adjacent safety area.)

Quality Assurance: A planned and systematic pattern of all Government actions necessary to provide confidence that adequate technical requirements are established, products and services conform to established technical requirements, and satisfactory performance is achieved.

Quality Control: The actions taken by a contractor to control the production of outputs ensuring contractual conformance.

Real Property: Lands, buildings, structures, utilities systems, improvements, and appurtenances thereto, include equipment attached to and made part of buildings and structures (such as heating systems) but not moveable equipment (such as plant equipment).

Real Property Installed Equipment (RPIE): Those items of Government-owned or leased accessory equipment, apparatus and fixtures that are essential to the function of the real property and are permanently attached to, integrated into, or on Government-owned or – leased property.

Real Property Records: AF real property records are independent, accountable, engineering records of real property. Some examples are:

· Official documents recording AF interests in property. Deeds, titles, leases, etc.

· Real property data records, which are used to manage all AF real property (manual and computerized records).

· Real property database showing AF investments in real property.

· Engineering documents: Maps, plans, as-builts, required certificates, etc.

S-F ile Database: A powerful bridge tool that was designed to benefit the Civil Engineering workforce and the Air Force and the space utilization database will transfer directly to the next generation information technology system which will ultimately provide space use, cost data, energy usage, square footage, wall placement, condition code, floor plan data, occupancy and various other data in one centralized software solution. This S-File Database was officially replaced in 2015 with the current Space Utilization dataset. The database is an electronic database, viewer-accessed and manipulated by workstation software building upon the existing ACES database and will add approximately 100-200 data points in assisting our Air Force engineers in managing facilities through the consolidation and demolition programs

Services Summary: A listing of the service outputs and thresholds under the contract that are to be evaluated by the Government COR on a regular basis.

Support Agreements: Support agreements are official documents signed by two parties to document the list of services, support, and associated costs of those services.

TRIRIGA: TRIRIGA is an enterprise IT system that will provide an integrated asset management structure for the Air Force Civil Engineering (CE) community. It will replaces legacy IT systems and enables next generation IT capabilities, improves data transparency, and supports faster, more agile decision making for Cost Accounting, Real Property, Operations & Materiel Control, Energy Management, and Project Management capabilities.
