Questions & Answers Basewide Appliances FA4610-12-R-0019 Revision 2, 12 Mar 2013

Question 1: Statement of Work #3.6 allows duets to be substituted for standard washers and dryers at the contractor’s expense. Is this true for the life of the contract? If so could a contractor have to replace all or large numbers of machines at their expense at any time during the contract?

Answer 1: The language stating, “However, requests for Duets to replace single machines, and vice versa, may occur and shall be honored” will be removed from the Statement of Work.

Question 2: SOW # 6.1 States the contractor shall be reimbursed for all parts associated with the repair of these appliances, if the total cost for an individual appliance exceeds $100.00 (exclusive of shipping charges). Does this mean the contractor will not be reimbursed for parts under $100.00? Will shipping be reimbursed?

Answer 2: The contactor will be reimbursed for parts under $100.00. The language stating, “if the total cost for an individual appliance exceeds $100.00 (exclusive of shipping charges)” will be removed from the Statement of Work.

Question 3: SOW # 6.1 states the contractor shall be responsible for all parts associated with basic and preventative appliance maintenance on all Government owned appliances. Would this include routine icemaker filters and cleaning?

Answer 3: This question is trumped by SOW # 2.1.1; which states, “This SOW does not allow for the replacement or regular servicing of ice machines. However, it does allow for repair ONLY when a AF Form 332 is submitted through the CE TOOLS PORTAL/faxed or emailed to the authorized CEOSS POC.”

Question 4: In Appendix D the columns don't add up to the totals indicated. Which is correct?

Answer 4: All building quantities are correct in Appendix D, however the bottom totals were incorrect. The CLIN totals will be corrected in the Statement of Work and are as follows:

CLIN X006, Total = 17 CLIN X007, Total = 132 CLIN X008, Total = 105 CLIN X009, Total = 55

Question 5: Are there no replacement appliances for unrepairable appliances provided for in the contract?

Answer 5: The Government we will not be replacing unrepairable Government-owned appliances under this contract.

Question 6: In the solicitation item 0007 calls for ENERGY STAR qualified washers Size A M# LWS02NW and size B M# CAWB522SQ or equivalent. Neither of those models are ENERGY STAR. They are USDOE compliant but not ENERGY STAR qualified. Do the washers have to be ENERGY STAR or is the USDOE sufficient?

Answer 6: If ENERGY STAR is available in that model that is what is required to be installed. However, it is understood that not all appliances are ENERGY STAR and USDOE is sufficient in these cases.

Question 7: The size "B" standard washers in item 0007 are no longer manufactured. Would size "B" front loaders have to be substituted for these?

Answer 7: As long as the washers fit the size requirements then yes; we have removed the word standard from the PWS to accommodate the front loaders.

Question 8: Item 0008 and 0009 call for ENERGY STAR qualified gas and electric dryers. To my knowledge there are no ENERGY STAR qualified dryers. There are USDOE compliant dryers but so far no ENERGY STAR manufactured. Would the USDOE compliant be sufficient?

Answer 8: It is understood that not all appliances are ENERGY STAR and USDOE is sufficient in these cases. The government is aware that dryers have not been certified under ENERGY STAR yet and USDOE and FEMP requirements will suffice.

Question 9: Bldg. 13140 is not on Appendix D yet there are 6 standard washers and 6 stackable dryers in that building. Were they accidentally omitted or are they being removed from the contract?

Answer 9: This building was accidentally ommitted from Appendix D. The SOW has been updated to include this building and the total quantities have been adjusted accordingly:

CLIN X007 changed from 132 to 138 CLIN X009 changed from 55 to 61
