About this file

This document is Amendment 02 to Solicitation FA460826QC077, a federal contract opportunity for DFAC (Dining Facility) Equipment issued by the 2D Contracting Squadron (AFGSC) at Barksdale Air Force Base, Louisiana.

The amendment extends the quote due date from the original deadline to 10 July 2026 at 3:00 PM CDT to allow additional time for government coordination and vendor question response. The solicitation requires contractors to supply and install dining facility kitchen equipment, including a custom 3-compartment sink with specified dimensions (103"W x 35"D with 20" wide x 28" front-to-back x 14" deep bowls, 18" drainboards, 8"H backsplash, stainless steel 16/304 construction, NSF certified). The contract also requires removal and off-base transportation/scrap destruction of existing equipment listed in an attached Excel spreadsheet with model and serial numbers. All utilities (gas, plumbing, electrical) have been verified as ready for installation by Civil Engineering. General commercial certifications for technicians are acceptable; state-specific Louisiana licenses are not required. The government encourages site visits and field-measurement walk-throughs prior to final pricing submission, particularly for the custom sink specification. Loading dock delivery access is available at Building 4631 with no delivery restrictions. Architectural, kitchen equipment plan sets, and mechanical/electrical/plumbing plans are pending availability from Civil Engineering. For questions, contractors should contact A1C Mitchio Lemari, Contract Specialist, at (318) 456-2202 or mitchio.lemari@us.af.mil.

MEMORANDUM FOR RECORD

FROM: 2 CONS/PKP

SUBJECT: Amendment 02 to Solicitation FA460826QC077, DFAC Equipment

1. This memorandum is to document Amendment 02 to the subject solicitation.

The primary purpose of this amendment is to officially extend the quote due date to 10 July 2026, 3:00 PM CDT. This extension is necessary to allow the government additional time to coordinate with the customer and provide accurate responses to the exceptionally large volume of questions received from interested vendors.

2. The following are the government's responses to the most recently processed batch of vendor Questions.

Question 1: Will all items fit through all doorways and walkways?

Answer: Yes.

Question 2: Regarding the custom 3-compartment sink (Item #30), the salient characteristics are quite broad. In order to quote this accurately, can you please provide the overall sink dimensions as well as the drain board dimensions and locations? Drawings would be ideal.

Answer: The specifications are as follows: 103"W x 35"D, 16/304 stainless steel construction, 20" wide x 28" front-to-back x 14" deep bowls, 18" drainboards on left & right, 8"H backsplash with 3/4" up-turn & tile edge, (2) sets of 8" OC splash mount faucet holes, includes (3) 3-1/2" basket drains, galvanized legs & crossbracing on side & rear, adjustable plastic bullet feet, NSF certified.

Question 3: What are the model number(s) of the unit(s) being removed (if available)?

Answer: Please refer to the attached Excel spreadsheet which contains the equipment currently in the facility that needs to be included in the contract for removal, including model and serial numbers (where visible).

Question 4: Are all utilities ready for installation (gas, plumbing, electrical)?

Answer: Yes, all utilities were checked by Civil Engineering (CE) prior.

Question 5: Where are the utility connections located (how close to the actual items)?

Answer: All connections should be where the previous equipment was located or within a few feet.

Question 6: Are there any additional site information or access restrictions we should be aware of (stairs, limited access, delivery windows, etc.)?

Answer: N/A.

Question 7: Does Barksdale AFB require on-site technicians to hold state-specific Louisiana plumbing, electrical, or gas licenses, or are general commercial certifications acceptable?

Answer: General certifications are acceptable.

Question 8: Will there be an opportunity for a site visit or field-measurement walk-through before final pricing is submitted?

Answer: This is highly recommended and encouraged, especially since the 3-compartment sink is a custom unit. The specification on the original quote and original dimensions does not fully capture the custom nature of what is needed.

Specific dimensions for the Custom 3-Compartment Sink are: Left Side: 48” | Sink Portion:

92” | Right Side (Garbage Disposal Side). (Please see the attached PowerPoint file "Pictures of equipment to be removed.pptx" for visual references).

Question 9: Can you confirm the exact delivery location, loading-dock access, and any delivery or rigging restrictions at Building 4631?

Answer: The loading dock would be the specific delivery location for the facility, and there are no restrictions.

Question 10: Can you please provide the complete architectural and kitchen equipment plan set, including layout drawings and elevations?

Answer: We have requested the plans from CE and are currently awaiting their arrival. They will be provided if/when they become available.

Question 11: Can you please provide the mechanical, electrical, plumbing, natural-gas, and drainage plans applicable to the installation?

Answer: We have requested the plans from CE and are currently awaiting their arrival. They will be provided if/when they become available.

Question 12: Can you please provide the complete equipment schedule with corresponding equipment identification numbers?

Answer: Attached is an Excel spreadsheet containing the equipment currently in the facility that needs to be removed.

Question 13: Can you please provide a list of the existing equipment to be removed, including photographs, dimensions, and approximate weights?

Answer: Please see the attached photos for visual references of the items needing removal.

The attached Excel spreadsheet contains model and serial numbers if they were still visible on the equipment.

Question 14: Regarding Removal and Disposal: Is the contractor only responsible for relocating equipment to the on-base Dining Facility warehouse, or does this require off-base transportation and scrap destruction?

Answer: It will require off-base transportation and scrap destruction of the attached equipment list.

3. For questions pertaining to this memorandum please contact A1C Mitchio Lemari, Contract Specialist, by telephone at (318) 456-2202 or email at mitchio.lemari@us.af.mil.
