About this file
This document is an attachment containing provisions and clauses incorporated into federal contract FA460826QC077. The contract is structured as a commercial products and commercial services solicitation issued by the Air Force, with the contracting activity identified as FA4608 (Northwest Louisiana APEX Accelerator).
The solicitation employs a two-stage evaluation methodology: offers are first ranked by price from lowest to highest, then the three lowest-priced offerors undergo technical evaluation to assess their ability to furnish requested items and associated deliverables. If any of the three lowest quotes are deemed unacceptable, the next lowest quote(s) are evaluated sequentially until three technically acceptable quotes are identified. If three or fewer quotes are received, all submitted quotes proceed to technical evaluation. Award will be made to the responsible offeror whose conforming offer is most advantageous to the Government considering price and other factors. The contract incorporates numerous FAR and DFARS clauses addressing compliance requirements including covered defense telecommunications equipment prohibitions, domestic source restrictions, small business set-asides, employment reporting, trafficking in persons prevention, DEI discrimination prohibitions, and security prohibitions. Payment processing requires submission through the Wide Area WorkFlow (WAWF) system using specified document types and routing codes, with the Pay Official DoDAAC designated as F87700 and Service Acceptor as F1G3C8. Offerors must maintain current System for Award Management (SAM) registration and provide a Unique Entity Identifier (UEI). The offer acceptance period is 60 calendar days unless otherwise specified in amendments.
