Notice to Offeror: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

The following paragraphs have been tailored:
Paragraph(c) Period for Acceptance of Offers. The paragraph is tailored as follows: "The offeror agrees to hold the prices in its proposal firm through 31 December 2023."
Paragraph(g), Contract Award. The following sentence is added: "If the Contracting Officer determines discussions are to be conducted, a competitive range will be established."
Paragraph(b) Submission of Offers, is deleted in its entirety, and replaced with the following:
1.0 General Instructions. This section provides general guidance for preparing proposals, as well as specific instructions on the format and content of the proposal. Throughout this solicitation, the term "Offeror" includes subcontractors, teammates and/or joint venture partners. The offeror's proposal must include all data and information requested and must be submitted in accordance with (IAW) these instructions. The offeror shall be compliant with the requirements as stated in the solicitation. Compliance with the instructions and requirements is mandatory.
2.0 Information Regarding Submission Requirements. Documents submitted in response to this solicitation must comply with requirements of the solicitation and Performance Work Statement (PWS).
2.1 Site Visit and Pre-proposal Conference. A pre-proposal conference and site visit is scheduled for at mandatory 21 June 2023 . 0900 - 1500 Central Daylight Time at 801 Kenny Ave, Barksdale AFB, LA 71110 (see Attachment 9 - Site Visit Map) not later than 15 June 2023 at Prospective site visit attendees must send a notification to SSgt Gabriel Robison at gabriel.robison@us.af.mil noon Central time, and include the full names of no more than two attendees. Attendees must bring valid driver's licenses, state identifications, or U.S.
passports for access to base.
Due to the complex nature of Barksdale Air Force Base, all offerors must attend the pre-proposal conference and site visit in order to be NOTE:
considered for award.
Barksdale AFB is a federally controlled area, and all individuals seeking access will be subject to background checks. Individuals with NOTE:
criminal records including but not limited to convictions outlined in "Installation Perimeter Access Control" may be denied entry.
2.1.1. Offeror is cautioned that Barksdale AFB, LA has visitor control procedures and requires individuals not affiliated with the installation to obtain a visitor pass prior to entrance. SOME DELAY SHOULD BE ANTICIPATED WHEN ATTEMPTING TO ACCESS BASE. Offerors should arrive at the Barksdale AFB Welcome and Visitor Center no later than 8:00 AM the day of the site visit to allow sufficient time to coordinate with Security Forces personnel.

2.3. Joint Ventures are allowable on 8(a) set-asides; however, the joint venture agreement must be received by the SBA Joint Venture Agreements.

Any corrections and/or changes needed can be made only when your assigned SBA Business Opportunity Specialist (BOS) has adequate time for a thorough review before the proposal due date.
3.0 Proposal Requirements. The proposal shall consist of four (4) separate volumes: Volume 1 - Business Proposal; Volume II - Technical Proposal; and Volume III - Price Proposal, and Volume IV - Past Performance Proposal. Each volume will be evaluated as separate factors.
3.0.1. Each volume shall include a cover page including offeror name, title of the proposal, volume number, and solicitation number. Provide a table of contents with sufficient detail to easily allow the location of important elements.
3.0.2. Proposals shall be clear, concise, and include sufficient detail for effective evaluation to substantiate the stated information. Proposals shall not rephrase or restate the Government's requirements but shall provide convincing rationale to address how the offeror intends to meet these requirements, and the actual methodology the offeror would use for accomplishing and satisfying them. The offeror shall assume that the Government has no prior knowledge of its capabilities, facilities, and experience, and will base the evaluation on the information presented in the offeror's proposal.
3.0.3. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to meet a requirement may result in an offeror being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. However, the Government is not obligated to accept any deviation from the solicitation terms.
3.0.4. A written notice of award or acceptance of a proposal furnished to the offeror shall result in a binding contract without further action by either party. Before the proposal's specified expiration time, the Government may accept a proposal (or part of a proposal), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
3.1. Proposal Submission. Offeror shall submit proposals via DoD SAFE Secure Access File Exchange at . Hardcopy, facsimile https://safe.apps.mil/ or emailed proposals WILL NOT be accepted. Offeror shall request a drop-off code from a Government POC listed herein not later than five (5) days prior to proposal due date. 3.1.1. Late submissions, modifications, revisions, and withdrawals of .proposals
3.1.1.1 Offerors are responsible for submitting proposals, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation.
3.1.1.2 Any proposal, modification, revision, or withdrawal of an proposal received at the Government office designated in the solicitation after the exact time specified for receipt of proposals is "late", and will not be considered unless it is received before award is made, and the Contracting Officer determines that accepting the late proposal would not unduly delay the acquisition; and-
3.1.1.2.1. If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of proposals; or
3.1.1.2.2. There is acceptable evidence to establish that it was received at the Government installation designated for receipt of proposals and was under the Government's control prior to the time set for receipt of proposals; or
3.1.1.2.3. It was the only proposal received.
3.1.1.2.4. However, a late modification of an otherwise successful proposal, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.
3.1.1.3. Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp via the DoD SAFE website or email confirmation therefrom.
3.1.1.4. If an emergency or unanticipated event interrupts normal Government processes so that proposals cannot be received at the Government office designated for receipt of proposals by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of proposals will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
3.1.1.5 Proposals may be withdrawn by written notice received at any time before the exact time set for receipt of proposals. A proposal may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of proposals, the identity of the person requesting withdrawal is established and the person signs a receipt for the proposal.
3.2. Page Limitations. Page limitations shall be treated as maximums. If page limitations are exceeded, excess pages will be removed from the back of the submitted proposal and will not be read nor considered in the evaluation of the proposal. The Government may also place page limits on responses to Evaluation Notices (ENs), should any be issued. These page limits will be prescribed in contracting officer letters forwarding ENs to each offeror. All information except for document numbers, page number, etc., shall be provided in an image area with no less than one inch in margin. Cover pages, tables of contents, separator tabs, and glossaries shall not be counted against prescribed page limits. Tables, charts, graphs, and figures detailed in section 3.4 will count toward the page limit, unless addressed previously in this paragraph. The maximum number of pages for each volume is listed below.
Volume I: Business Proposal. Strictly limited to the information contained in paragraphs 3.5.1 and subparagraphs.
Volume II: Technical Proposal. Limit to no more than thirty (30) pages.
Volume III: Price Proposal. Limited to the Bid Schedule and PWS Appendix H, (except as specified in paragraph 3.5.3.1., should the contracting officer determine necessary).
Volume IV: Past Performance Proposal. Limited to subcontractor consent letters (if required), and one PPQ summary, limited to two (2) pages, describing the work breakdown IAW paragraphs 3.5.4.3 and 3.5.4.4 herein, if applicable. PWSs and SOWs corresponding to submitted PPQs shall not count toward this volume's page limitation.
3.3 Text. Text type should be Times New Roman, no smaller than 12-point with normal proportional spacing. Illustrations and tables shall be no smaller than Times New Roman or Arial 10 point. Text lines will be, at a minimum, single-spaced.
3.4 Tables, Charts, Graphs, and Figures. Legible tables, charts, graphs, and figures shall be used wherever practical to depict organizations, implementation schedules, plans, etc. These displays shall be uncomplicated and legible. For graphics, exhibits and figures, text shall be no smaller than Times New Roman or Arial 10-point font. Text within tables shall be no smaller than Times New Roman or Arial 10-point font.
3.5. Proposal Content.
3.5.1. FACTOR1: BUSINESS PROPOSAL. The proposal shall be submitted on an SF 1449, Solicitation/Contract/Order for Commercial Items.
Offerors shall complete blocks 12, 17a, and 30 a, b, and c of the SF 1449. Offerors shall ensure the information in Block 17a is consistent with the company information in the System for Award Management (SAM). Complete Block 17b, if applicable.
3.5.1.1. Acknowledgement of each RFP Amendment. Amendments to the solicitation, if any, shall be acknowledged by signing and submitting a copy of the amendment(s) with the proposal. Only an authorized official of the firm shall sign solicitation amendments.
3.5.1.2. FAR 52.212-3 Alt I Offeror Representations and Certifications--Commercial Items. After the offeror has completed annual representations and certifications electronically via the SAM Website located at , the offeror<span new="" roman",serif;mso-ansi-https://www.sam.gov/portal language:en'=""> shall complete only paragraphs (b) of this provision. If the offeror is unable to submit the annual representation and certifications electronically via the SAM website, the Offeror Representation and Certifications shall be submitted with the proposal by completing any applicable clause fill-ins.
3.5.1.3. Fill-in clauses and provisions. The offeror shall complete/submit any applicable clause fill-ins including the necessary fill-ins and certifications including, but not limited to, FAR 52.204-24, 52.204-26,52.209-7, 52.212-3 Alt I, 52.223-22, and 52.229-11.
3.5.1.4.Complete letter of authorization for the contracting officer to verify the offeror's financial responsibility (Attachment4). Include name, address, and phone numbers for financial institutions to include points of contact.
3.5.1.5. Written statement that the offeror has been determined by the Small Business Administration fully eligible to receive 8(a) contracts.
3.5.1.6. Organizational Conflicts of Interest (OCIs). As required by FAR subpart 9.5, the Government will ensure no organizational conflict of interest are present. If any such conflict of interest is found to exist, the Contracting Officer may disqualify the offeror or determine that it is otherwise in the best interests of the United States to contract with the offeror and include the appropriate provisions to avoid, neutralize, mitigate, or waive such conflict in the contract awarded. If the offeror believes potential OCI exists, it shall submit a mitigation plan that addresses actual or perceived conflict of interest related to the services required by this effort for Government review. The Government will conduct an independent assessment review of any submitted OCI Mitigation Plan to determine if any actual or perceived OCI exists and what further actions are necessary, if any.
Additionally, the Government will monitor contract performance for emerging areas of conflict of interest and take action considered necessary to avoid, neutralize, or mitigate conflicts.

3.5.2. FACTOR 2: TECHNICAL PROPOSAL. Contractor shall provide a technical proposal using Adobe or Microsoft Word that demonstrates all procedures, methodologies, and efficiencies proposed in the following sub-factors.
3.5.2.1. Sub-factor 1: Quality Control Plan (QCP). The offeror shall provide a QCP that addresses the requirements of PWS. The plan must address a complete written system for identifying and correcting deficiencies and degradation in the quality of services before the level of performance becomes unacceptable.
3.5.2.1.1. The plan shall address responsibilities for oversight of the QCP, functions associated with such oversight, and the points of contact with authority to coordinate with the Contracting Officer Representative (COR) and Contracting Officer.
3.5.2.1.2. The plan shall describe the methodology to monitor service deficiencies/complaints in relation to the performance standards, approach to inform employees of identified deficiencies/complaints, and a process to ensure that the deficiencies/complaints are corrected and eradicated.
3.5.2.1.3. Describe mitigating strategies for preventing and reporting damages/claims and reporting any damages/claims that occur during performance of the PWS to the Government.
3.5.2.2. Sub-factor 2: Phase-in Plan. Identify phase-in activities (to include a timeline with rationale addressing the start and completion of hiring, orientation, and quality control implementation, etc.) designed to provide seamless continuity of services without interruption or degradation of full performance commencing 30 calendar days after award.
3.5.2.2.1. Additionally, provide an equipment plan describing how the contractor will obtain and maintain all necessary equipment to fulfill PWS requirements (quantity/type/age of equipment). Indicate the number and size/capacity of equipment including but not limited to tractors-mowers, finish mowers, trimmer/edgers/blowers to be employed in each of the service areas (Improved, Semi-Improved, BASH Semi-Improved).
3.5.2.3. Sub-factor 3: Management/Manpower/Mission-Essential Contractor Services Plan.
3.5.2.3.1. Management Plan. Identify offeror's approach for planning, controlling, directing, and integrating resources in an efficient manner to fulfill the requirements identified in the PWS.
3.5.2.3.2. Manpower Plan. Identify offeror's approach for structuring, staffing (to include a proposed manning mix of personnel), retaining personnel, and utilization of key personnel to plan, control, and direct the labor force to meet the requirements of the PWS for contract performance at Barksdale AFB, LA. The approach shall include an organizational chart with definition of roles and responsibilities of key operating personnel and staffing levels depicting various job classifications. In addition, the plan must include the positions of Contract Manager and Site Superintendent of which each must meet a minimum of five (5) years' experience in their respective job classification. Proposal must include a verifiable outline/history of the individuals' experience within their functional area.
3.5.2.3.3. Mission-Essential Contractor Services Plan. Offeror shall submit a plan which demonstrates how the contractor will provide mission essential services during a crisis or emergency outlined in accordance with DFARS 252.237-7023 Continuation of Essential Contractor Services. The contractor must illustrate how resources and personnel will be available and how the contractor intends to use them during crisis or emergency events.
3.5.2.3.3.1. The plan must include: (i) Challenges associated with maintaining essential contractor services during an extended event, such as a pandemic that occurs in repeated waves, (ii) The time lapse associated with the initiation of the acquisition of essential personnel and resources and their actual availability on site, (iii)The components, processes, and requirements for the identification, training, and preparedness of personnel who are capable of relocating to alternate facilities or performing work from home, (iv) Any established alert and notification procedures for mobilizing identified "essential contractor service" personnel; and (v) The approach for communicating expectations to contractor employees regarding their roles and responsibilities during a crisis.
3.5.3. FACTOR 3: PRICE PROPOSAL. The offeror shall submit proposed rates by completing all tabs of the pricing schedule & appendix H (Attachment 2). Offerors shall not alter the format of Attachment 2. Total prices shall be divisible by the quantities of each item and all prices shall contain no more than two (2) decimal places. The Option to Extend Services Clause 52.217-8 will also be evaluated with the offerors' proposed prices. The 52.217-8 extension of services will be added/calculated to the offeror's price proposal by utilizing the pricing from the final 12-month option period. Unit prices will remain unchanged.
3.5.3.1. The Contracting Officer (CO) has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial s, the contracting officer will review this determination and if, in the contracting officer's opinion, adequate price competition proposal exists no additional data under FAR 15.403-3 will be requested. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists; offerors may be required to submit cost data to the extent necessary for the contracting officer to determine the reasonableness and affordability of the price.
3.5.4. FACTOR 4: PAST PERFORMANCE PROPOSAL. The past performance evaluation results in an assessment of the offeror's ability to meet the solicitation requirements.
3.5.4.1. A Past Performance Questionnaire (PPQ), Attachment 5, is provided with the solicitation for offerors to provide to a maximum of four (4) references. PPQ references who have returned the questionnaires will be included in the past performance evaluation. Please note that the PPQ will only be accepted if it's received directly from the reference and the PPQ must also be received by the due date and time (CST), as annotated in the solicitation SF1449 block 8.
3.5.4.1.1. Offerors shall submit a PPQ summary outlining all PPQs the Government should anticipate receiving, including contract number, points of contact, telephone numbers, and email addresses of the corresponding references. Offerors shall submit Performance Work Statements (PWS) or Statements of Work (SOW) outlining the services required of each PPQ reference project.
3.5.4.2. When determining a past performance confidence assessment rating, the Government will consider and evaluate offerors' past performance information, to include PPQs, which are deemed recent and relevant for the requirements of this solicitation (defined in 52.212-2). The Government will use information submitted by the offeror and other sources such as other Federal Government offices and commercial sources.
3.5.4.3. Teaming arrangements are characterized by two or more business entities that are working together under the representation of one of the existing business entities for the duration of a contract. A teaming arrangement is not a formal merger of two or more business entities. The Government recognizes the validity and integrity of teaming arrangements as detailed in FAR Subpart 9.6. All offerors are encouraged to review FAR Subpart 9.6 to acquaint themselves with its details. The Government will consider past performance of each teaming arrangement partner as well as any past performance by the teaming arrangement itself. Offerors must identify in their PPQ summary any teaming arrangement to be considered and completely outline the relationships/responsibilities of the teaming members, including the division of labor and management of PWS tasks.
3.5.4.4. Joint ventures are characterized as two or more business entities that have been merged to create one business entity with equal responsibility during the course of the contract. The Government will consider past performance of each partner to the joint venture as well as any past performance by the joint venture itself. Offerors must completely outline in their PPQ summary the relationships/responsibilities of each member of the joint venture, including the division of labor and management of PWS tasks.
3.5.4.5. References submitted shall be delineated to reflect if they represent the performance of the Joint Venture (JV), Teaming Arrangement, or an entity thereof.
3.5.4.6. Subcontractor Consent: Past performance information pertaining to a subcontractor cannot be disclosed to the prime offeror without the subcontractor's 'consent. Provide with the proposal a letter from all subcontractors that will perform major or critical aspects of the requirement, consenting to the release of their past performance information to the prime contractor.

3.0. Evaluation Process.
3.1. Step 1: Proposals will be ranked by total proposed price (TPP), defined in paragraph 3.4.1 below.
3.1.1. Step 2: The Government will perform an initial evaluation of the three (3) lowest-priced s consisting of a compliance check on all proposal received documents, followed by an evaluation of offerors' business, technical, price proposals, and past performance information. If no offeror receives a "substantial" past performance confidence assessment rating during evaluations, the Government reserves the right to evaluate the fourth lowest-priced offeror, followed by subsequent proposals in price-ascending order until at least one receives a substantial past performance confidence rating.
3.1.1.1. Note: Proposals that require a major rewrite or such substantial revisions that the offeror's prospect for award is not realistic, the proposal may be considered non-responsive and removed from competition. Should this occur, that offeror shall not count toward the three (3) offeror evaluations referenced above.
3.1.2. Step 3: Once step 2 is complete, the Government will determine whether discussions are necessary. If discussions are necessary, a competitive range will be established in accordance with FAR15.306(c). If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. If discussions are not necessary, or once discussions conclude, the Government will proceed with a best value determination in accordance with paragraph 2.0.
3.1.3. Step 4: In addition to the evaluation factors noted herein, the offeror must be determined responsible according to the standards in FAR Subpart 9.1, Responsible Prospective Contractors.
3.2. Discussions: The Government reserves the right to award a contract without discussions. If, during the evaluation period, it is determined to be in the best interest of the Government to hold discussions, offerors' (remaining in the competitive range) responses to Evaluation Notices (ENs) and the Final Proposal Revision (FPR) will be considered in making the source selection decision. All proposal revisions made during discussions must be clearly marked (e.g. tracked changes, highlighted, marked "revision"). Revised proposals must remain under the

3.3. FACTOR 1--BUSINESS PROPOSAL. Offeror's Business proposal will be evaluated to determine if it complies with all terms and conditions of the solicitation including but not limited to the requirements outlined in provision 52.212-1 paragraph 3.5 and all subparagraphs. Business proposals shall be submitted in accordance with the instructions to offerors and will be evaluated as Acceptable or Unacceptable IAW the below table.

3.4. FACTOR 2--TECHNICAL PROPOSAL. Offeror's Technical proposal will be evaluated as Acceptable or Unacceptable. Any sub-factor evaluated as Unacceptable will render the entire proposal Unacceptable. Proposal deficiencies may be addressed through discussions, only if the Contracting Officer determines discussions are necessary. Only those proposals determined to be technically acceptable, either initially or as a result of discussions, will be considered for award. However, the offeror is reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without discussions. Acceptable and Unacceptable ratings are defined in the following table.

3.4.1. Sub-factor 1: Quality Control Plan (QCP). The proposed QCP will be evaluated on whether it demonstrates a realistic and effective performance/quality monitoring system that addresses all requirements of the PWS, will enable the contractor to identify and correct their own errors /discrepancies, and prevent and report damages/claims.
3.4.2. Sub-factor 2: Phase-in Plan. The proposed phase-in plan will be evaluated on whether it demonstrates a realistic and effective method of procuring the quantity and type of manpower and equipment sufficient to begin performing required services within 30 calendar days of award. The plan must also contain realistic and effective hiring, orientation, and quality control implementation processes the offeror will use to ensure personnel are fully prepared and any initial performance issues are mitigated.
3.4.3. Sub-factor 3: Management/Manpower/Mission-Essential Contractor Services Plan. The proposed management/manpower plan will be evaluated on whether it demonstrates a realistic and effective approach to structuring, staffing, training, and retaining personnel. The effectiveness of the plan's included organizational chart identifying roles and responsibilities and how personnel will be utilized to meet requirements of the PWS will be evaluated. Finally, the proposed Contract Manager and Site Superintendent will be evaluated to ensure they each have at least five (5) years of experience in their respective job classification.
3.4.3.1. The Government will evaluate the Mission Essential Services Plan to determine compliance with DFARS 252.237-7024 and that the plan illustrates a realistic and effective method of ensuring resources and personnel will be available and how the prospective contractor intends to use them during a crisis or emergency events.
3.5. FACTOR 3--PRICE PROPOSAL.
3.5.1. In order to be considered for award, the Total Evaluated Price (TEP) must be determined realistic, fair and reasonable, and not unbalanced using one or more of the techniques set forth in FAR 15.305(a). The TEP is calculated by adding the total of the base period and all priced option periods proposed on Attachment 2 (not including prices outlined in PWS Appendix H, which are not included in the TEP and will only be evaluated for reasonableness). Proposed pricing will also be evaluated to determine that all prices are complete (all price fields in the Attachment 2 have been entered and/or extended as required) and reasonable. The Government may determine a price proposal is unacceptable if the prices proposed are materially unbalanced. Unbalanced pricing exists when, despite a fair and reasonable TEP, the price of one or more line items or option periods is significantly overstated and poses an unacceptable risk to the Government. If determined necessary, price negotiations will be conducted IAW FAR15.

3.5.2. Price realism analysis will be used IAW FAR 15.404-1(d)(3) to evaluate price proposals that appear unrealistically low to ascertain any associated performance risk, and whether the offeror understands the requirement. Evaluations will determine whether proposed unit prices are realistic for the work to be performed, reflect a clear understanding of the requirements, and are consistent with the unique methods of performance and materials described in the offeror's technical proposal. If unit prices are deemed unrealistically low and pose an unacceptable performance risk, the government may reject such s.proposal
3.5.3. Options. The contract resulting from this solicitation will include up to four 1-year option periods. IAW FAR 52.217-8, Extension of Services, one 6-month extension may be executed. If so, it will be calculated from the offeror's price proposal utilizing unit prices from the most recently executed contract period (base or option). Evaluation of options shall not obligate the Government to exercise the option(s).
3.6. FACTOR 4--PAST PERFORMANCE PROPOSAL & INFORMATION.
3.6.1. Offeror's past performance will be evaluated to determine the Government's confidence in the offeror's ability to meet the requirements of the solicitation. Evaluation will be conducted on up to four (4) previous efforts submitted by references via PPQs, information found in Contractor Performance Assessment Report System (CPARS), Federal Awardee Performance and Integrity Information System (FAPIIS), and any other sources reasonably available to the Government in accordance with FAR 15.305(a)(2). The source of the information, context of the data, and general trends in contractor's performance will be considered. Offeror will be given the opportunity to provide information on problems encountered on any identified contracts and the offeror's corrective action.
3.6.2. Each past performance effort identified will first be evaluated on the basis of recently and relevancy. Any past performance effort deemed not recent OR not relevant will not be utilized in the Government's past performance evaluation. Recent efforts are those that are currently ongoing or were performed within the last five years of solicitation issuance date.
3.6.2.1. Relevancy Assessment: Relevant performance includes work of a nature, magnitude, and scope similar to that required for this contract. Any reference not including at LEAST 150 acres of "Improved," or at LEAST 750 acres of "Semi Improved" grounds maintenance will be considered not relevant. An adjectival relevancy rating (outlined below) will be applied to each past performance reference, or any other information used in the Government's evaluation.

However, the Government may determine that a "Substantial" or "Satisfactory" past performance confidence rating is worth more than "Neutral" past performance confidence rating.
3.6.4. The Past Performance factor will receive one of the performance confidence assessments described in DoD Source Selection Procedures, Table 5 - Performance Confidence Assessments Rating Method, detailed below.

3.7. Debriefings. The CO will promptly notify Offerors of any decision to exclude them from the competitive range or of unacceptable proposals whereupon; they may request and receive a debriefing in accordance with FAR 15.505. Offerors excluded from the competitive range may request a pre-award debriefing or they may choose to wait until after the source selection decision to request a post-award debriefing. However, offerors excluded from the competitive range are entitled to no more than one debriefing for each proposal. The CO will notify offerors of the source selection decision in accordance with FAR 15.506.Upon such notification, unsuccessful offerors may request and receive a debriefing. Offerors desiring a debriefing must make their request in accordance with the requirements of FAR 15.505 or 15.506, as applicable.
