required. Question: Will the government be adding CLIN's for the golf course? There are no current CLIN's for the golf course on the solicitation or the pricing spreadsheet.See question 7.
372Maintain Surface Drainage DitchesPWS 1.6During the site visit it was pointed out that the contractor was responsible for maintaining the ditches, up to the water line. However, PWS 1.6 states that (The contractor shall maintain surface drainage ditches to be free of shrubs, trees, and trash to prevent erosion and ensure continuous flow of water.) All drainage ditches had trees and large shrubs growing. Question: Does the government consider the current state of drainage ditches exceptable and in standard? Or, does the government expect the awardee to remove trees, shrubs and debris that is currently present?The drainage ditches are not currently within standard. The government expects all currently non-compliant areas to be within standard at the end of the first non-growing season. Paragraph 1.6. is concerned with vegetation growing in the water. Paragraph 1.1. concerns itself with trimming adjacent to mowing areas.
382Tree RemovalPWS 1.8.1.4There is no line item for extra small trees. Will we be able to invoice for trees under 3 inches?No.

493Weed ControlAttachment 1 - Performance Work Statement Section 1.1.4Can the government confirm that this section of the PWS is only for controlling weeds and vegetation growing from expansion joints, cracks in pavement, sidewalks, curbs, and parking lots? Are there any other requirements such as controlling weeds growing in the turfgrass areas?The weed control program is targeted for improved areas. In addition to the areas cited in the question, the contractor may also apply herbicides along facility perimeters to aid in control of vines growing up walls and other vertical surfaces.
503Pest ControlAttachment 1 - Performance Work Statement Section 1.1.10Can the government confirm that this section of the PWS is only for controlling weeds and poison ivy growing in fence lines, plant beds, shrubbery, exterior walls, and fence lines? Are there any other requirements such as controlling weeds growing in the turfgrass areas?As this section of PWS states, there are multiple other plant species the contractor will need to have a plan to control and eradicate in improved grounds. Some of these locations may include trees and other vertical surfaces within the turfed area.

Will the incumbent contractor be responsible for bringing the fence line back into contract and PWS standards and compliance or will the new contractor be responsible for this work? If the new contractor is responsible, should this price be included with our proposal and in what CLIN? Additionally, the perimeter fence line runs through very heavily wooded areas with mature trees. Are these areas included in the 20 ft. strip that must be maintained free of vegetation?The new contractor will be responsible for bringing the fence lines and other out of compliance areas into standard. Pricing for the additional effort needed should be included in the base year, semi-improved, non-growing season CLIN. Where there are mature trees, the government will order pruning to ensure the trees are a minimal security threat. Contractor is required to maintain outside the fence line up until the property line.
