About this file

This is a Questions and Answers document for a Radio and RoIP (Radio over Internet Protocol) procurement related to the 95th WOC (Weapons Operations Center) project.

The government requires a base configuration for the radio and RoIP solution. The document addresses whether alternative products, specifically the Frequentis VOICE-C2 Solution, would satisfy the stated requirements. The government explicitly rejected the VOICE-C2 system as inadequate, citing several critical deficiencies: excessive hardware footprint unsuitable for a lightweight tactical deployment; DoDIN APL certification expiring in April 2027, leaving insufficient compliance validity; certification scope limited to large-scale enterprise Command Post and Air Traffic Control environments rather than tactical software-only RoIP platforms; and outdated security posture based on FIPS 140-2 compliance, which will be categorized as "Historical" by NIST on September 21, 2026. The government mandates the Motorola Solutions WAVE ecosystem, which provides active FIPS 140-3 algorithms, FIPS 140-2/3 Level 3 Hardware Security Modules (CRYPTR), direct DISA STIG compliance, and immediate deployment capability on AFNET SIPR/NIPR networks. This specification indicates the government prioritizes a lightweight, tactical software-only platform with current cryptographic standards and direct compliance with Air Force security requirements over alternative enterprise-class solutions.

Radio and RoIP Q&A Document

Q. Can you please confirm what configuration (base, vehicular, etc. you need for these.

A. This requirement is for the base configuration.

Q. We received a question regarding if an “or equal” product would meet the governments requirements for the Brand name portions of this requirement. Specifically, we were asked if the Frequentis VOICE-C2 Solution would meet our needs.

A. The VOICE-C2 does not currently meet our requirement. The Following explanation was given by the customer:

While the Frequentis / C4i SwitchplusIP VCS is a robust voice communications system for major Command Posts or Air Traffic Control centers, it is unsuitable for the 95th WOC project. It introduces an excessive hardware footprint, and carries a critical security risk with its DoDIN APL certification expiring in April 2027 leaving only 7 months of compliance as of August 2026.

While the proposed Frequentis VOICE C2 system is JITC certified and listed on the DoDIN APL, its certification is scoped for large-scale enterprise Command Post and Air Traffic Control (ATC) environments. It is not certified or designed as a lightweight, tactical, software-only RoIP platform as required by the 95th WOC.

Furthermore, the C4i C2's reliance on OS-level Red Hat Linux FIPS 140-2 compliance is an outdated security posture. Per NIST, all FIPS 140-2 certificates will be categorized as 'Historical' starting September 21, 2026, posing an immediate audit failure for a system fielded after that date. Conversely, the mandated Motorola Solutions WAVE ecosystem natively utilizes active FIPS 140-3 algorithms and incorporates highly secure FIPS 140-2/3 Level 3 Hardware Security Modules (CRYPTR). This ensures compliant, long-term, high-assurance encryption, and holds a direct DISA STIG compliance status for immediate deployment on AFNET SIPR/NIPR networks.
