About this file
This is a Statement of Need for a Radio over Internet Protocol (RoIP) System and supporting radio package for the 95 Wing Operations Center at Offutt Air Force Base. The acquisition aims to improve Command and Control functions, central awareness, and secure voice/data communications between E-4B aircraft, the 1st Airborne Command and Control Squadron, and the 595th Aircraft Maintenance Squadron during ground and in-flight operations.
The government requires two brand-name items with no "or equal" substitutes accepted. Item 1 is the Motorola Solutions WAVE Tactical (WAVE PTX Tactical) RoIP system, which must integrate with L3Harris AN/PRC-167 donor radios, be approved for AFNET NIPR and SIPR networks, feature rack-mountable form factor in a standard 19-inch rack, and support a minimum of two monitoring/transmitting workstations scalable to five. Item 2 is the L3Harris AN/PRC-167 Multi-channel Handheld Radio base configuration, which must be fully compatible with WAVE Tactical software, natively RoIP-capable, support VHF-LO, VHF-HI, and UHF bands, accommodate Line-of-Sight and SATCOM operations, support secure VULOS and MUOS waveforms, include dual-channel transceiver architecture, and support concurrent secure voice and data transmission up to TOP SECRET classification using NSA Type-1 cryptography. Associated support equipment includes antennas (VHF/UHF, MUOS-capable, SATCOM), roof-mountable antenna masts, battery eliminators, coaxial cable, speaker wire, speaker box with handset port, and minimum 200 feet of RF cable. The contractor must provide complete installation support, shipping to Offutt AFB Nebraska, a minimum six-month manufacturer's warranty covering manufacturing defects through routine operational use, and standard familiarization training for Wing Operations personnel. The solicitation closing date is 08 September 2026 at 1100 hours.

DEPARTMENT OF THE AIR FORCE
95 WING OPERATIONS CENTER (WOC)
STATEMENT OF NEED (SoN): RADIO OVER INTERNET PROTOCOL (ROIP) SYSTEM & SUPPORTING RADIO PACKAGE COMPATIBILITY & SYSTEM MANDAtE: MOTOROLA SOLUTIONS WAVE TACTICAL & L3HARRIS AN/PRC-167
1. PURPOSE
The purpose of this acquisition is to improve critical Command and Control (C2) functions, central awareness, and secure voice/data communications between E-4B aircraft, the 1st Airborne Command and Control Squadron (1 ACCS), and the 595th Aircraft Maintenance Squadron (595 AMXS) during ground and in-flight operations. In accordance with AFDP 3-0.1, robust C2 systems are essential to exercise authority, direction, and synchronization of joint operations.
To meet security, distributed control, and operational coordination requirements across these secure environments, the government requires a brand-name ROIP system and a fully integrated, compatible supporting radio package.
2. TECHNICAL SPECIFICATIONS & REQUIREMENTS
Item 1: Radio over Internet Protocol (ROIP) System (Brand Name Only) Manufacturer/Brand Requirement: Must be Motorola Solutions WAVE Tactical (WAVE PTX Tactical) ROIP system. No "or equal" substitutes will be accepted for this item to ensure seamless cross-domain operational interoperability and compatibility with existing infrastructure.
Donor Radio Integration: Must integrate with standard military donor radios (specifically the L3Harris AN/PRC-167) and include all required connector peripherals.
Network Approval: Must be approved to operate on AFNET NIPR and SIPR networks.
Form Factor: Must be rack-mountable in a standard 19-inch rack.
Connectivity Peripherals: Must include all peripherals and software required to connect to AFNET NIPR and/or SIPR services.
Workstation Capacity: Must support a minimum of two (2) monitoring/transmitting workstations, with scalability up to five (5) workstations.
Software: Must include all proprietary software and licenses required to operate the WAVE Tactical ROIP system.
Item 2: Wing Operations Center Radio Package (L3Harris AN/PRC-167 Base Configuration — Brand Name Only) Brand-Name Mandate: Must be the L3Harris AN/PRC-167 Multi-channel Handheld Radio. No substitute or "or equal" options will be accepted.
Tactical WAVE Software Integration: Must be fully integrated and 100% compatible with the specified WAVE Tactical software to ensure end-to-end control, patching, and operational continuity.
ROIP Capability: Must be native ROIP capable to seamlessly support and feed the primary WAVE Tactical system.
Frequency Range: Must transmit and receive on VHF-LO, VHF-HI, and UHF bands ().
Transmission Capabilities: Must support Line-Of-Sight (LOS) and SATCOM operations.
Waveforms: Must support secure VULOS and advanced MUOS (Mobile User Objective System) waveforms.
Security Classification: Must support secure communications up to the TOP SECRET level using NSA Type-1 certified cryptography.
Form Factor: Must be compact enough to fit on an office desk or be mounted in a standard 19-inch rack.
Data & Voice: Must support concurrent transmission and reception of both secure voice and data.
Transceivers: Should feature 2 independent Receive/Transmitters (dual-channel architecture).
Scalability: System architecture must be upgradable to support expanding future mission waveforms and requirements.
Mandatory Technical & Logistical Commonality Justification:
Standardizing on the L3Harris AN/PRC-167 is a non-severable requirement to maintain operational continuity and synergy with the subordinate 1 ACCS operating under the same wing. The WOC requires identical hardware standardization to guarantee:
Logistical Spares Pooling: Immediate access and physical interchangeability of battery eliminators, antennas, and RF cabling under urgent operational circumstances.
Standardized Home Station Training: Leveraging existing 1 ACCS, and OSS technical training and programming enclaves, ensuring WOC watch standers are certified to operate WOC enclaves without duplicate training overhead.
Associated Support Equipment (Item 2 Peripherals) At least one (1) VHF/UHF Line-of-Sight antenna.
At least one (1) MUOS-capable antenna.
At least one (1) SATCOM antenna.
Antenna Masts: Structural masts capable of securing the antennas through extreme weather conditions. Masts must be roof-mountable on a large office building with all required hardware (for situations where a dedicated platform is unavailable).
At least one (1) battery eliminator per radio.
Coaxial cable (speaker to antenna).
Speaker wire (speaker to radio).
Speaker box featuring a dedicated handset port.
Minimum of 200 feet of RF cable.
3. GENERAL REQUIREMENTS
Installation Support: Contractor must provide complete, step-by-step installation and setup instructions.
Shipping: Shipping must be included to the designated government delivery location (Offutt AFB, NE).
Warranty: Minimum six (6) month manufacturer’s warranty covering:
Manufacturing defects.
Damage occurring during installation.
Defects in project workmanship, trim, and physical components.
Damage resulting from routine operational use.
Portability & Durability: All equipment must be highly durable, portable, and customizable to support rapid-deployment military environments.
Home Station Training: Must include standard familiarization training for Wing Operations personnel to ensure immediate capability to operate the WAVE Tactical ROIP and L3Harris AN/PRC-167 radio packages.
4. SUBMISSION & BRAND-NAME GUIDELINES
Item 1 (WAVE Tactical ROIP): This is a firm Brand Name Only requirement. No substitute products, alternate software platforms, or "or equal" bids will be evaluated or accepted.
Item 2 (L3Harris AN/PRC-167 Radio Package): This is a firm Brand Name Only requirement. No substitute products, alternate hardware transceivers, or "or equal" bids will be evaluated or accepted. Quotes must contain authentic L3Harris AN/PRC-167 equipment and associated OEM-compatible peripherals to meet the wing's strict mandatory commonality, security, and J-17 integration thresholds.
