About this file
This is a Determination & Findings document authorizing sole source procurement for the 55th Contracting Squadron. The 95th Wing requires a highly secure, reliable, and standardized ROIP system and compatible radio system to establish and maintain critical Command and Control (C2) and communication links between E-4B aircraft, the 1st Airborne Command and Control Squadron (1 ACCS), and the 595th Aircraft Maintenance Squadron (595 AMXS) during ground and in-flight operations. The contract will be awarded as a new, firm-fixed-price agreement.
The sole source justification is based on brand name and single source availability under RFO 8.401, GSAR 538.7104-3(a), RFO 11.204(a)(2)(ii), RFO 12.102(a), and RFO 13.101(b). Two items are identified as meeting unique operational requirements: Motorola WAVE Tactical, which is the only system with active dual-enclave (NIPR/SIPR) AFNET ATO, JITC certification, and native tactical-radio gateway integration for operation in the 95 WG WOC secure environment without requiring a new multi-year certification cycle; and L3 Harris AN/PRC-167, which is the only tactical radio certified to execute full MUOS operations concurrently with a second tactical waveform in a single transceiver while integrating native WAVE Tactical capabilities. Subject matter experts confirmed that while other radios with similar specifications exist in the market, only these cited brand name products provide the full compatibility required for the WAVE Tactical system integration. The determination was approved by SSgt Eyvind Boyesen, DAF Contracting Officer, on August 25, 2026.

DETERMINATION & FINDINGS
Authority to Solicit from a Single Source (at or below the SAT)
1. Agency and Contracting Activity: 55th Contracting Squadron
2. Nature and/or Description of the Action: The planned contract will be awarded as a new, firm-fixed
The 95 WG requires a highly secure, reliable, and standardized ROIP system and compatable radio system to establish and maintain critical Command and Control (C2) and communication links between E-4B aircraft, the 1st Airborne Command and Control Squadron (1 ACCS), and the 595th Aircraft Maintenance Squadron (595 AMXS) during ground and in-flight operations.
3. Citation to the Appropriate Regulation:
(Contracting Officer Instruction: Select the applicable authority for this acquisition)
RFO 8.401 and GSAR 538.7104-3(a) (FSS Orders): The circumstances of the acquisition deem only one source reasonably capable of providing the products, services, or solutions.
RFO 11.204(a)(2)(ii) (Brand Name): The particular brand name, product, or feature is essential to the Government's requirements, and market research indicates other companies' similar products, or products lacking the particular feature, do not meet the agency's needs or cannot be modified to meet the agency's minimum needs,.
RFO 12.102(a) (Commercial Products and Services): Only one source is available,.
RFO 13.101(b) (Noncommercial Products and Services): Only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand-name, or industrial mobilization),.
4. Findings:
Motorola WAVE Tactical: While alternative systems are commercially available, none of them currently possess the active, dual-enclave (NIPR/SIPR) AFNET ATO, JITC certification, and native tactical-radio gateway integration necessary to operate in the 95 WG WOC secure environment without requiring a new, multi-year certification cycle. Therefore, Motorola WAVE is the only brand capable of satisfying the government's minimum needs.
L3 Harris PRC 167: The AN/PRC-167 is the only tactical radio certified to execute full MUOS operations concurrently with a second tactical waveform in a single transceiver. It is the only MUOS radio platform that integrates native WAVE Tactical capabilities through a hardware-certified RoIP interface, delivering unmatched interoperability. Existing WOC infrastructure leverages L3Harris power systems, amplifiers, and mission planning software, ensuring seamless integration. NSA Type-1 encryption modules are fully compatible with current key-loading profiles and fill devices, maintaining top-tier security. No other radio manufacturer offers the combined MUOS + VULOS + WAVE Tactical interoperability within a single, certified tactical transceiver.
SME experts were contacted and advised that both of these items capabilities were unique when operated in conjunction with each other. There are other radios in the market that have similar specifications to the brand name radio cited above. However, only the cited brand name radio has full compatibility with the need WAVE tactical system.
5. Determination: Based on the findings above, the proposed sole source or brand name action is justified under the applicable regulation.
6. Signatory Authority: (Contracting Officer Instruction: In accordance with DAF Approval Authorities Matrix PM 26-C-11 Matrix Item 51 for RFO 13.101(b) actions and GSAR 538.7104-3(a) for FSS orders, the Contracting Officer is the approval authority for these determinations).
