About this file
This file is a Questions and Answers document addressing contractor inquiries regarding the South Lot 3 parking lot construction project at Offutt Air Force Base, Nebraska (Solicitation FA460026B0004).
The Q&A clarifies several key project requirements and specifications. The original bid due date of September 7, 2026 (Labor Day) was extended to September 8, 2026 at 2:00 PM local time, with public bid opening on September 9, 2026. Regarding overhead utility work, the contractor must coordinate with Omaha Public Power District (OPPD) for pole removal, relocation, and bracing; an updated OPPD point of contact will be provided to the awardee. For asphalt paving specifications, contractors must follow the drawings calling for a 6-inch asphalt pavement base course, though alternative materials with cost justification may be proposed. The document addresses electrical specifications, including clarifications on pole base sizing (4 inches and 24 inches as detailed on drawing detail #2), OPPD pedestal location, and existing as-built documentation. The project has a 200 calendar day period of performance with no winter exclusion; excusable delays are governed by FAR 52.249-14. Regarding construction standards, contractors must adhere to specifications for stringline/laser/GPS requirements, tack test strips, prime coat application, asphalt test strips, profilograph testing, diamond grinding, straight edge testing, grade shots, and longitudinal/transverse joint cutting. The document also clarifies drainage work scope, including removal of a rain garden subdrain pipe within project limits and modification of an existing inlet to a manhole per the drainage plan on Sheet C2.9.
