About this file
This is a Question and Answer Clarification document addressing technical specifications for asphalt paving requirements on the South Lot 3 parking lot construction project at Offutt Air Force Base, Nebraska.
The clarification addresses a contractor inquiry regarding the base course composition for the parking lot asphalt pavement section. The government confirmed that the pavement section must consist of 12 inches of compacted subgrade, bituminous prime coat, 6 inches of Asphalt Pavement Base Course, and 3 inches of Bituminous Surface Course, as detailed on Drawing C3.1. The government explicitly rejected any substitution of conventional aggregate or crusher-run base course material in place of the specified 6-inch Asphalt Pavement Base Course without prior written approval from the Design Engineer and Government. The 6-inch Asphalt Pavement Base Course must be constructed in lifts not exceeding 3 inches in accordance with Section 32 12 16.16 of the project specifications. Additionally, tack coat must be applied between all successive asphalt pavement lifts—including between the two 3-inch Asphalt Pavement Base Course lifts and between the base course and the 3-inch Surface Course—and the tack coat shall not be diluted. These specifications establish binding requirements for bidders on solicitation FA460026B0004, with bid opening scheduled for September 15, 2026, at 1:00 PM CDT via Microsoft Teams.

Question:
Could you please clarify what the base course is to be underneath the 3" asphalt paving surface course. The detail 'Typical Asphalt Section' on drawing C3.1 has a text call out of '6.0" Asphalt Pavement Base Course'. Does the government want the 6" basecourse layer to be Asphalt Pavement, or normal basecourse material, we have used 1.5" crusher run in the past as our basecourse material.
Answer:
The contract documents are intended to provide a pavement section consisting of 12 inches of compacted subgrade, bituminous prime coat, 6 inches of Asphalt Pavement Base Course, and 3 inches of Bituminous Surface Course, as shown on Drawing C3.1.
The 6.0-inch Asphalt Pavement Base Course identified on Drawing C3.1 is intended to be asphalt pavement material, not conventional aggregate/crusher-run base course material. Therefore, the proposed use of 1½-inch crusher-run material in lieu of the specified 6-inch Asphalt Pavement Base Course is not acceptable without a design revision approved by the Design Engineer and Government.
The 6-inch Asphalt Pavement Base Course shall be constructed in lifts not exceeding 3 inches, in accordance with the drawing and Section 32 12 16.16.
The project specifications also require a tack coat on bound surfaces being overlaid with asphalt mixture and specifically provide a tack-coat application rate for “New Asphalt (between layers).” Accordingly, tack coat shall be applied between successive asphalt pavement lifts, including between the two 3-inch Asphalt Pavement Base Course lifts and between the Asphalt Pavement Base Course and the 3-inch Surface Course. Tack coat shall not be diluted.
