General Note: All numbers provided are estimates only. The Government is not liable for any miscalculations or errors. The contractor will be required to clean all items/areas as stated in the PWS and on the site maps. The contractor is responsible for validating all estimated numbers during the site visit for the purposes of preparing their proposal and the Government advises against using the numbers below as the sole means of building a proposal. As a reminder all interested parties must complete the required paperwork and submit a request to obtain the site maps.
1: Per the Solicitation documents it states the Delivery Information to be twenty-five (25) days. ADC. As certain Contractor performance activities require Government escorts, can the Government clarify if the Delivery Information will be revised as required to accommodate the Contractors actual schedule?
Answer: The Government escorts’ schedule will be revised to support any schedule deemed appropriate by the Contracting Officer.
The award schedule is being revised such that the project completion date will be 25 days from NTP;
NTP is anticipated to be given in late February. The primary reason for this change is to allow the work of another Government Contractor to complete without disruption to the workflow of this contract
2: Pursuant to the Project Site Visit conducted 10 January 2019 further details were provided regarding the Solicitation requirements. Can the Government confirm the following details are applicable per the PWS Solicitation requirements:
i. Vacuuming of carpet (no shampooing);
ii. Loose items, as further defined by the Government in this questions and answer response, will be consolidated for cleaning and then replaced in the prior location;
iii. Furniture carpet cleaning is per the manufacturer’s recommendations; can the Government please provide prior to the response submission the respective manufacturers and their cleaning recommendations and/or documentation?;
iv. Cafeteria bench sills are included within the cleaning requirements;
v. Break area cleaning includes exterior of cabinets, coffee makers, microwaves, sinks, refrigerators, countertops;
vi. Cleaning shall include the Command Section Kitchenettes;
vii. Cleaning shall include private restrooms/shower.
Answer:
i. The carpet is not to be universally shampooed. Where there are carpet stains, or similar issues, the area is to be spot treated. If after spot treatment, the issue remains, the Contractor shall provide the location of damaged carpet pursuant to PWS 2.2.
ii. There will be loose items on the ground and on the furniture. An exhaustive list of items that may be encountered is not possible to provide. However, most items will fall into the following categories
a. Paperwork related to IT install – these pieces of paper include a yellow desk identification sheet, sheet(s) indicating the IT-assets assigned to the desk, and quality control/assurance paperwork. These papers may or may not be present at the time of contract performance; their presence may change over the course of performance.
Where present, these papers will be collected and stored temporarily such that the furniture/area can be cleaned. When cleaning is complete, the ‘stack’ of papers will be placed back upon the furniture on a horizontal surface (no need to hang papers on the whiteboard).
b. Items that are obviously trash – including fast food debris, broken ceiling tiles, loose plastic, etc. These items are to be removed from the suite and put in the dumpster.
c. Items that are not obviously trash – examples here include a bag or bubble wrap with a few screws inside and non-IT-standard paperwork found in/around the furniture.
These are the items will be consolidated somewhere in each space for Government review/action.
iii. Yes, due to file size, the information will be made available via CD.
iv. Built-in hard surfaces confirmed; fabric as necessary.
v. Confirmed; also include exterior of ice makers and the rubber flooring.
vi. Confirmed; also include any other office-suite-internal kitchenettes (not related to the Command Section).
vii. Do not include private restrooms and showers.
3: Can the Government confirm that Contractors performance requirements regarding Information Technology (IT) equipment is limited to dusting and no moving or extensive cleaning?
Answer: The scope does not include a full IT clean. The scope does include the activities of dusting the IT equipment and moving IT assets to clean the furniture underneath. Movement is limited to that which an average user can be reasonably expected to accomplish without damaging the equipment and wiring.
This movement was demonstrated at the site walk and included lifting a phone, and lifting a small size computer. Note that the monitors and ‘switch’ were not moved (and not expected to be moved as part of the contract scope).
4: Can the Government confirm that Contractors performance requirements regarding Cafeteria Cleaning is limited to the furniture on the carpeted areas, including carpet cleaning requirement and built-in benches and excludes tile and kitchen equipment cleaning?
Answer: This statement is confirmed. The area in in this contract’s scope is that west of the tile/carpet transition in the cafeteria.
5: Per the PWS Section 2.1 “Cleaning” it states for Contractor to remove plastic from seating to include base protectors where applicable. Can the Government clarify if the seating plastic and any base protectors are to be disposed of in the Government furnished dumpster?
Answer: Any/all trash collected in the performance of this contract can be disposed of in the Government provided dumpster.
6: Can the Government confirm that Contactors performance requirements regarding the Multi Purpose/Training Rooms is limited to training tables and chairs?
Answer: The scope is limited to the furniture in the space, in addition to the carpet and debris requirements mentioned in the Architecture paragraph under PWS 2.1.
7: 7. Can the Government confirm that Contractors performance requirements do not include the common spaces – atrium, hallways, restrooms, stairs, windows, walls, doors; kitchen equipment, base boards, inside drawers of cabinets, all signage, bulletin boards, elevators, pallet moving, plexiglass removal, bleachers in auditorium, warehouse space, server rooms, no artwork or wall mounted fixtures;
no ceiling grid or HVAC grills?
Answer: Common spaces, such as hallways, restrooms (including private ones), stairs, atriums, elevators, server rooms, warehouse space, and bleachers in the auditorium are out of scope, with the exception of areas D2.104B/C and D1.110A.
The inside drawers of cabinets, bulletin boards, kitchen equipment, and all signage, with the exception of the sign each open-office desk has associated with it, are out of scope.
Doors, windows, walls, base boards, ceilings, artwork, and wall fixtures, with the exception of window sills and floor grills, are out of scope.
Pallets are to be cleaned around as best able. Moving them is out of scope.
Plexiglass is to be removed and cleaned along with any supporting surfaces. Any protective film is to be removed. Once cleaned, the Plexiglass it to be replaced back where it was originally.
Kitchenettes are within scope.
8: Can the Government clarify if Contractors are to exclude performance activities in any occupied rooms? If so, will the Government provide Offerors a written list of rooms currently occupied?
Answer: PWS 2.3 was the list of occupied rooms, accurate when the PWS was first released. Rooms SL1.206 and SL1.218 have been added to the list as of the current update to the PWS. No other room is scheduled for occupancy prior to contract completion.
9: Can the Government clarify if the Visitor Center area cleaning is included within the Solicitation requirements?
Answer: The visitor center is to be included – it is a furnished space. Of note, the space has a casework counter to be cleaned. The space has tile flooring to be cleaned.
10: Per the PWS Section 5.1 “Area Demobilization”, it states Contractors will have the ability to utilize the ‘open air’ dumpster for any cleaning/consumable materials and other trash related to the performance requirements. Can the Government provide the size of dumpster and whether it is emptied on a consistent basis for Contractors daily use?
Answer: The dumpster is a 40 YD open-air and is monitored by Government staff. When necessary, the Government calls for the unit to be tipped/replaced; there is no dumpster downtime related to tipping.
11: Can the Government detail any meetings or updates and frequency that may be required to be provided to the Government pursuant to these requirements?
Answer: The main means of submission and reporting will be via E-Mail. The key intent is to coordinate escorts per PWS 2.2.
12: Per the PWS Section 4.1 “Coordination with Other Trades” it states that Contractors are to coordinate with the Government and multiple other contractors. Will the Government allow the Contractor to have a “Wave signoff form” posted at the area access point after cleaning activities have been completed by the Contractor in order to receive Government approval of such Wave performance activities in order to rid of any rework to be conducted by the Contractor? In the event that such Wave areas that have been completed by the Contractor yet disrupted by others will the Government allow Contractors to invoice for any rework activities as required?
Answer: The coordination PWS paragraph indicates that there may be the need to coordinate dock bays and/or elevators. However, the issue of other vendors having access to spaces after the personnel of this Contract have completed an area is valid. The means to coordinate completion and inspection of each Wave/Zone can take any method acceptable to the Contracting Officer. It is acceptable to place a graphic/form at the entry(ies). The Gov may have additional requests (such as a digital copy) as part of completion/inspection activities.
