General Note: All numbers provided are estimates only. The Government is not liable for any miscalculations or errors. The contractor will be required to clean all items/areas as stated in the PWS and on the site maps. The contractor is responsible for validating all estimated numbers during the site visit for the purposes of preparing their proposal and the Government advises against using the numbers below as the sole means of building a proposal. As a reminder all interested parties must complete the required paperwork and submit a request to obtain the site maps.

1: What is a wave?

Answer: Another term for “Wave” is “Zone”. The facility was furnished in around 30 separate waves/zones. PWS 2.2 stated that we will reuse the existing boundaries of the waves/zones. The wave/zone is created in part by the business unit occupying the space (those who will be escorting).

Please note that paragraph 2.4.1.1 and 2.4.1.2 indicate that specific definitions of the waves will be made available via “Wave Boundary Diagrams” and “Room Data” excel files. Please see the FBO posting and the attachment J0 for instructions on how to obtain this information. [note– the NDA, and certification pertaining to foreign interests need to be reviewed prior to receiving the CD].

2: Number of Desks to be cleaned?

Answer: All values are approximate; field conditions trump approximate data – the following value assumes every desk needs to be cleaned.-- 3457 open office desks; 242 private office workstations.

3: Number of Chairs to be cleaned?

Answer: All values are approximate; field conditions trump approximate data – 4035 workstation task chairs 5067 chairs other than workstation task chair. Many chairs are still in the plastic covers (likely not needing to be cleaned), others are partially uncovered (needing partial cleaning), those that are uncovered may not need to be cleaned.

4: Number of Cubical Panels or Square Footage of them to be cleaned?

Answer: All values are approximate; field conditions trump approximate data – 10,170 workstation panels. At the site walk, interested parties will see a standard workstation.

Where panels divide two workstations, each panel side has a 12” high by 36 inch wide fabric strip, that may or may not need to be cleaned. Above the fabric section is a 15” high marker board on each side. Below the fabric is a 30” metal tile. All, may or may not need to be cleaned.

At walls and aisle ways, the interior construction remains; the exterior of the panel is changed to 57” high by 36” wide fabric panel. At the walls, there is no means to clean the fabric; at the aisles, any given panel may or may not need to be cleaned.

5: Square Footage of Tile to be cleaned?

Answer: if indicating ‘tile’ as the metal and/or whiteboard workstation panel skins, see answer 4. If referring to floor tile, please correlate wave 98 and the room data to determine tiled floor to be cleaned; reference Answer 1.

6: Square Footage of Carpet to be cleaned?

Answer: The carpet to be cleaned is any furnished space that has carpet. This is less the amount of square footage occupied by non-moving furniture (footprints of workstation towers, workstation panels, executive tables, wardrobes, etc). Please refer to the room data information; reference Answer 1.

7: Square Footage of Counter Tops to be cleaned?

Answer: There are approximately 26 break rooms, each with approx. 15-foot wide by 30 inch counter. Another approx. 15 rooms have appliances, but will have less counter square footage. The scope of this contract is limited to furnished spaces; restroom countertops are out of scope.

8: Square Footage to be dusted?

Answer: With respect to furniture items, all pieces as necessary. With respect to architecture, the scope is limited to window sills and floor grills. These only exist in levels 1, 2 and 3; only along the building perimeter. A window sill is approx. 15-18 inches deep, a grill around 8-10 inches deep. The site visit will reflect the conditions.

9: In the PWS 1.1 there is mention of IT and Audiovisual Equipment installation. Are there any exposed wiring or other electrical equipment to bear in mind while cleaning?

Answer: The typical condition is that the furniture is already dressed with its IT. For the standard workstation, the IT cabling moves from raised floor to desktop via a flexible enclosure. The desktop IT components are placed and the IT and power cables are fully dressed. The only exposed sections are that which are required for the equipment to actually function – and is in the condition that users will operate at every day for the building/IT lifecycle.

Given that the desk is in its end-user-state, the presence of IT cabling is an item to bear in mind. However, our perception is that there is not great risk of damage. Cleaning activities are a necessity on an equipped desk; normal cleaning activities will not damage the IT. There will be locations where a bare cable is taped to a piece of furniture, the Bidder can request their Gov Escort move during the cleaning activity. The most risky case is a cable set leaving the raised floor with no furniture over/around it – the Bidder can request their Gov Escort move the cables into the subfloor prior to vacuuming.

The facility is no longer a construction area (excluding the atrium, out of scope, and any other area behind caution tape). Should there be exposed electrical cables that pose a safety hazard in the within scope areas, the Bidder should stop work in the area and contact Facilities Management in room S1.146. Their personnel will coordinate the removal of the safety hazard.

10: Will we be required to clean windows?

Answer: Window cleaning is out of scope of this contract.

11: Will we be required to clean the walls?

Answer: Wall cleaning is out of scope of this contract.

12: How will we report uncleanable items?

Answer: The means of reporting is up to the Bidder, requiring approval by the COR.

13: How will we submit required schedules and documents?

Answer: Via email with the COR. Situations that cause email to not be viable will be addressed as they present themselves.
