Text version
The Government team wants to communicate some information about the Government's rationale for recently rescinding the FPR request, keeping discussions open, and the MPACS RFP amendment.
Shortly after releasing the request for FPR, the Government realized that the evaluation needed to capture something other than what was included in the RFP as it was written. Rather than proceeding with evaluating proposals that didn't fully meet the Source Selection Authority's intended direction, the request for FPR was rescinded in order to keep discussions open.
Generally, the Government revised the RFP to change the cost/price instructions and make administrative adjustments.
Specifically, please note that the Amendment 19 revised cost/price instructions are intended to provide a means for the Government to see how each offeror can find/increase efficiencies in their productivity through the life of the contract and better evaluate cost. The existing list of SCRs was used because future tasks would be familiar enough for an offeror to use as a baseline to demonstrate proposed efficiencies in the cost volume; each SCR should be treated as familiar, but not the same SCR.
Eight (8) business days / twelve (12) calendar days are provided for offerors to revise their proposal Basis of Estimate and Price Model with all necessary updates. This is intended to ensure meaningful discussions are conducted prior to FPR; it is expected that offerors would then be able to complete any FPR changes in a short period of time.
