Question: The third question & answer from 27 September 2013 appears to have incorrect information. The original question stated “There appears to be a minor typographical error in Section L, paragraph L1.3.1. We believe the Government intended to state that “Full performance will start on 12 May 2014 through 9 September 2015 for the base year.” Please confirm.”
Answer: The correct sentence should state “Full performance will start on 12 May 2014 through 9 February 2015 for the base year, and the four (4) option years will be 10 February through 9 February with a six month extension 10 February 2019 through 9 August 2019.” Section F takes precedence, in accordance with FAR 52.215-8. The Government does not intend to issue another amendment to correct this minor error at this time.
Question: Please clarify the instructions for completing Section B considering the question & answer from 30 September 2013. Normally, Section B is populated based on the proposed costs but it seems that there is a contradiction with the instructions between Section B and the cost/price proposal in Section L.
Answer: Section L and Section B are separate items.
Section L, paragraph L6.2.4 states, “This information will be used for cost/price evaluation only. Individual delivery orders under this ID/IQ contract will constitute the contract award amount. The total value of the individual delivery orders over the duration of the contract is not planned to exceed $62.48M.” The cost/price evaluation will be based on the instructions at Section L6.0 and Section M3.4
The ID/IQ award (RFP Section B) will be for the full $62.48M Budget Profile as outlined in Table 1.0 at L1.3.1.

Question: Which tab(s) from Section J, Attachment 14 – Price Model will be incorporated into the Basic ID/IQ contract?
Answer: The prices for each of the pre-priced options shall be incorporated into the ID/IQ; however, the labor categories, rates, and burdens will not be incorporated into the cost-plus-incentive fee ID/IQ.
*Note that the successful proposal will serve as a basis for negotiating individual task orders. The Government expects that individual task orders will closely resemble the hours, labor mix and rates provided in Section J, Attachment 14 – Price Model.
Question: Does the Government intend to award the initial task order in conjunction with the ID/IQ? What could an offeror expect to be included on the initial task order?
Answer: There will be an initial task order awarded in conjunction with the ID/IQ.
Task Order 0001 is anticipated to include Transition (CLIN 0009) and the On-Site Support (CLIN X007) for all Option Periods.
