Question: As a result of RFP Amendments 0019, 0020, and 0021, are revised proposals limited to providing updates to Volume IV – Cost/Price only? The proposal has several relatively minor changes that are intended to be incorporated into each volume upon Final Proposal Revision, but they fall outside of the apparent scope of these amendments.
Answer: The proposal revision due on 7 October 2013 may include any changes that have been made to any proposal volume. Offerors are not restricted to submitting revisions to Volume IV – Cost/Price and revisions are not limited to those resulting from the RFP amendments.
The Government prefers to have the opportunity to review all proposal revisions in order to conduct meaningful discussions prior to closing discussions and requesting Final Proposal Revisions; however, this is an individual business decision for each offeror. If an offeror delivers additional changes with the Final Proposal Revisions (after discussions are closed), the offeror assumes a risk of not being able to answer questions from the Government about change(s).
