Q&A 3 For Solicitation, PMEAS FA4600-10-R-0008
1. Q: Are we allowed to escalate for the 5000 level CLINs or are they meant to be pricing for the extension of services clause?
A: The 5000 level CLINs are pricing for clause 52.217-8, Option to Extend Services and should not be escalated from 4000 level labor rates. In Amendment 0002 to the solicitation “(IAW 52.217-8)” has been added to the extended description of the 5000 level CLINs.
2. Q: Table 6.3.3 shows 12 FTEs but there are only 9 Labor CLINs. Can you explain the reduction in personnel?
A: The CLINs are intended to show areas of performance and not the number of FTEs. Addendum to 52.212-1 Paragraph and Table 1.1 show that there are currently 32 FTEs. Addendum to 52.212-2 Table 6.3.3 shows “key” personnel and is not an indicator of the overall number of FTEs. In Amendment 0002 to the solicitation the CLIN descriptions and Addendum to 52.212-1 Table 1.1 have been updated to more closely resemble the same area descriptions. The Staffing Matrix at Addendum to 52.212-1 Table 4.2.4 has also been updated to match these area descriptions. The example Schedule of Rates Table 6.3.2.1 has been updated to reflect that there are now 8 Labor and Travel CLIN areas with the X017 and X018 CLINs placed as Reserve CLINs .
3. Q: For the Staffing Matrix, and the sample Matrix (Table 4.2.4), How do we know which mission areas will need specifically which type of personnel?
A: The Government does not intend to dictate the labor categories offerors may propose. However to assist in understanding what type of support is currently being provided in each area, Amendment 0002 has added an additional column to Addendum to 52.212-1 Table 1.1 providing the PWS task sections. Note that personnel may provide support in more than one task section of the PWS. i.e. J84 currently has 2 FTEs but support is currently provided in Program Management (1.3.1), Financial Management (1.3.2), and Business Process Management (1.3.3).
4. Q: Addendum to 52.212-1 Paragraph 5.4, Past Performance Tracking Record, states “The Offeror shall send out, and confirm receipt and submission of the Past Performance Questionnaire at Attachment 1C, to each of the Offeror’s major subcontractors’, teaming Contractors’ and/or joint venture partners’ (e.g., each entity’s) Points of Contact (POC) identified in the Past Performance Information at Attachment 1B.” Can this be interpreted to mean that if there are no subcontractors or partners, then no Attachment 1C need be submitted?
A: No, this section is about the offerors responsibility to track their subs/partners submission of the form and should not be interpreted to mean that primes need not submit Attachment 1C for their contracts identified in Attachment 1B.
5. Q: Does the OCI apply to USSTRATCOM only or does it also apply to all Air Force commands and DoD (e.g. Army, Navy, Marines, etc.)?
A: The OCI applies to USSTRATCOM.
6. Q: Due to the length of time it has taken to post the answers to our questions and the past performance volume being due on 19 Jul 2010, will the government extend the due date for proposals?
A: The Government does not feel that the answers to these questions should affect the past performance volume. The Government does not intend to extend the due date at this time.
