Q&A For Solicitation, PMEAS FA4600-10-R-0008

1. Q: Is there an incumbent, if so who is the incumbent and what is the number and dollar value?

A: The incumbent is BAE Systems and Technology, a large business. The contract was awarded for $9,164,619.66 on number FA4600-08-F-0002.

2. Q: Will you consider changing the set-aside from Small Business to a sub-category (i.e. 8a, HUBZone, Service Disabled Veteren Owned)?

A: Market research for this effort was completed after posting a request for capabilities packages last November. Based on the market research performed, the decision to set the requirement aside for Small Business has been made and approved.

3. Q: How much money has been budgeted for this effort?

A: The Government does not plan to post the budget.

4. Q: Will the winner of PMEAS be excluded from competing for other USSTRATCOM (i.e. USAMS II) contracts due to OCI concerns?

A: The winning contractor will be expected to comply with the OCI requirements in the RFP.

5. Q: Can subcontractors bid for additional work within USSTRATCOM if they did not have access to Government proprietary information?

A: Given the nature of the support requested, it would be difficult if not impossible to show that the contractor or subcontractors did not have access to Government proprietary information. The contractor and subcontractors will be expected to comply with the OCI requirements of the RFP.

6. Q: Will the government reconsider it’s selection of the 541611 NAICS (use a different one)?

A: . Although many skill sets are required by the PWS (Acquisition support, IT support, Finance support, Business Process support, System Engineering support, etc), the effort is to provide management support to the Government. The Government has determined that the majority of the support required for this effort is best covered by the NAICS 541611 Administrative Management and General Management Consulting Services.
