About this file

This is a Questions and Answers document for federal solicitation FA4528-26-SP01 regarding FY 26 Washer & Dryer replacements and installation at military dormitories.

The solicitation covers replacement of commercial-grade washer and dryer units in Buildings 214, 216 (double-stack configuration) and Buildings 205, 207 (side-by-side configuration), totaling 84 units across three floors per building. For Buildings 214 & 216, specifications require front-load stacked units measuring 30"W x 32"D x 79"H with 6.5-7.0 cubic feet dryer capacity, matching manufacturer sets, UL certification, white or black color, and 30 AMP power supply via NEMA 14-30 receptacles. For optional Buildings 205 & 207, top-load washers and front-load dryers are specified with minimum dryer capacity of 1.5 times washer capacity. All units must be commercial-grade, electric-only (no gas), and compatible with existing 240V connections. Installation must be completed within 5 business days per building (preferred but negotiable) with residents having fully operational units by 4:00 PM CT daily. The contractor is responsible for removal of existing units, off-base disposal in compliance with federal and state hazardous waste regulations, and all associated labor and materials. Existing power, water, and drain infrastructure requires new 6-10 feet power supply, 9-12 feet heavy-duty dryer duct, and 6-10 feet water hoses per unit.

Award will be made to a single firm-fixed-price quoter using a best-value tradeoff considering technical capability (pass/fail), past performance, and price, with subcontractor past performance acceptable for evaluation. The period of performance is 120 calendar days from award. Optional CLINs will be evaluated at time of submission but funded only if funds become available. No pre-proposal site visits are available, no government storage is provided, and contractor pass approval requires submission no later than 10 days after award. Prevailing wage requirements apply per Attachment 4. Two copies of quotes are required: one complete original and one redacted copy with all company-identifying information and pricing removed for unbiased technical evaluation.
