Instructions to Offerors

(a) The Government intends to award a single, firm-fixed price purchase order to the responsible Quoter whose quote conforming to the solicitation represents the best value determination will be made using a tradeoff process considering the following factors:(i) Technical Capability (ii) Price (iii) Past Performance. First, all quotes will be evaluated for Technical Capability on a pass/fail basis. Quotes that are not rated "Acceptable" for Technical Capability will be ineligible for award. For all technically acceptable quotes, the Government will then conduct the best value tradeoff between Past Performance and Price. In this tradeoff, Past Performance is considered approximately equal in importance to Price.

Two copies of the quote are required: (1) an original, complete quote and (2) a redacted copy for technical evaluation. The redacted copy must remove all company-identifying information. This includes, but is not limited to company name, logos, addresses, CAGE/UEI numbers, and names of individuals. The Price quote sheet should be entirely removed from the redacted copy.

The purpose of the redacted copy is to enable an unbiased evaluation of the technical submission. Failure to submit a properly redacted copy may result in the quote being considered non-conforming and ineligible for award.

TECHNICAL CAPABILITY: A Quoter’s quotation will be considered technically acceptable if it meets all the specifications in Attached - SOW. To demonstrate technical compliance, Quoters must submit product literature and clear photographs for each unique item. For clarity, the literature/photography requirement applies to each distinct product type, not to the total quantity being procured.

The Government will use this information to validate the technical requirements. Quotations that do not meet all technical requirements will be considered unacceptable and will not be considered for award.

PRICE: Price will be evaluated on a comparative basis amongst all the quotations received and the Government’s estimate. Pricing must be submitted on Attached – Quote Sheet. Quotes that do not use the attached quote sheet may be considered unacceptable and may be ineligible for award.

PAST PERFORMANCE: The Government will conduct a comparative evaluation of Quoters past performance to assess the quality of their prior work. This past performance evaluation is a non-price factor and will be used in the best value determination for award.

The Government will evaluate past performance based on information from a wide variety of sources, both inside and outside the Government. This may include but is not limited to the Contractor Performance Assessment Reporting System (CPARS), the Contracting Officer’s knowledge of previous experience with the item or service, commercial market experience, and consideration of performance as a subcontractor. A Quoter with no relevant past performance history, or for whom information is not available, will not be evaluated favorably or unfavorably on this factor and will receive a "Neutral" rating. Please note, the Past Performance evaluation conducted for the best value determination is separate from the responsibility determination required by RFO 9.104. The Government will make a separate determination of contractor responsibility for the apparently successful Quoter, which may also consider elements of past performance. Quoters may submit past performance information, including for work performed as a subcontractor using Attached – Past Performance Information Form (PPIF). Detailed instructions for this submission are included in the attachment.
