About this file
This document is a Questions and Answers (Q&A) file for the Dorm Drapes Refresh FY25 federal contract opportunity at Minot Air Force Base. The project involves removing and replacing 1,119 window coverings across 12 different dormitory buildings, with window sizes ranging from 38"x53" to 128"x55". The new drapes must be neutral in color, machine washable, blackout, heavy-duty, commercial-grade, breathable, and stain-resistant, including all necessary hardware for mounting on wall-mounted systems with center-open configuration.
Key project parameters include installation during 8:00 a.m. to 4:00 p.m. Monday through Friday, with a 6-week (30-day) completion timeline after product receipt. The buildings are 95% occupied, with two-story (100 series) and three-story (200 series) structures. Installers will be escorted, must remove and dispose of existing window coverings at the Minot landfill, and work on drywall walls with metal studs. The project requires careful coordination with residents, and the government will provide notification and escort services. Disposal of old materials will be handled by the contractor, with parking and staging available in nearby lots.

· Maybe a challenge to be aware of or something that went wrong in the past that would be wise to discuss? We are fairly isolated in Minot and finding good help has been tough for contractors. We have our work hours set so we are not bothering a majority of our residents. After 1600 70% of our residents will be getting off work.
Have the walls been tested for any hazardous materials, i.e. asbestos or lead? I am requesting the information on this however, we do not have any reports of any hazardous materials in the walls.
-Can the gov't provide a hazardous material survey for each of buildings getting new drapes? Waiting on the request -Does the contractor have to provide a hazardous material survey for each building prior to starting work in each building? no -Do the new drapes need to be steamed or can we just hang the new drapes , right out of the package and let gravity prevail on straightening out the wrinkles? Gravity is fine -Does the contractor need to provide an AF103 prior to starting work in each facility? No -Can the gov't provide material information on the existing drapes? We have random drapes and some are missing, and some are blinds.
-Can the contractor work extended hours(outside of normal working hours) during the week or work on weekends? No -Is the a notification that needs to be provided to the residents prior to starting work in their room, if so how long of a notification will be required? Once the contract is awarded and we know a start date we will start notifying the residents.
-Please explain how the gov't see this work taking place, will there be an escort for each person installing drapes? We will escort the installers. We plan to start in the newer buildings.
