About this file

This document is a Questions and Answers (Q&A) file for the Dorm Drapes Refresh FY25 solicitation (FA452825QSE04) for the Department of the Air Force Global Strike Command at Minot AFB. The project involves removing and replacing 1,119 window coverings across 12 different dormitory buildings, with specific requirements including center-open, wall-mounted, blackout drapes in neutral colors that are machine washable, heavy-duty, and stain-resistant. The window coverings vary in size across different buildings, ranging from 38"x53" to 128"x55", and will require full hardware replacement.

Key installation details include a 30-day completion window once materials are received, with work performed between 8:00 a.m. and 4:00 p.m., Monday through Friday. Installers will need to remove and dispose of existing drapes at the Minot landfill, mount new hardware into drywall with metal studs, and work around a 95% occupancy rate. The project presents logistical challenges, including limited access (no elevators in some buildings), isolated location, and difficulty finding local contractors. Delivery and installation will be coordinated using nearby parking lots, with a 53' trailer allowed for product delivery.
