About this file
This document is a Request for Information (RFI) related to a 5-Year Protective Coating Indefinite-Delivery Indefinite-Quantity (IDIQ) Contract for Minot Air Force Base (AFB) and associated facilities in North Dakota.
The RFI provides responses to 21 questions from potential offerors covering various aspects of the contract, such as the bid guarantee, room preparation, painting requirements, work schedules, and pricing. Key details include that the contractor is responsible for providing all labor, tools, transportation, equipment, materials, supervision, and services required for the protective coating work, which may include interior and exterior painting, airfield pavement markings, vinyl wall covering installation, floor finishing, and other related tasks. The government estimates 10 projects per year under this IDIQ contract, with a seed project for Buildings 870 and 221. The acquisition is a 100% Small Business Set-Aside with a magnitude between $1,000,000 and $4,900,000. A pre-proposal site visit is scheduled for March 27, 2024.

Does the government have a predefined plan regarding the flow and types of projects intended for release each year? If so, is that information that can be shared with us?
No. The only real constant is the airfield which this year has approximately 507,985 sq ft of painting and 706,000 of sand/hydro blasting and rubber removal. However, this project is not a guarantee. See attachment for historical reference only.
