STATEMENT OF WORK
PROJECT DESCRIPTION: The design shall outline the work needed for a complete, finished, operating, and functional facility ready for use by the government. The design package shall include all work stated below pertaining to building 527, located on Minot Air Force Base, ND:
AS-BUILT DRAWINGS: Specific data will be included for general guidance and concept, but will not constitute a basis for design. Contractor shall verify all dimensions in the drawings.
· Period of performance will be 150 days for this project.
· Install drywall in rooms.
· Demo and replace existing flooring.
· Demo and replace existing openings.
· Demo existing drop ceiling.
· Install new drop ceiling.
· Demo and replace existing light fixtures.
· Demo and replace existing HVAC accessories.
· Demo existing sink, associated plumbing, and wood cabinetry.
DESIGN POLICY AND CRITERIA: The project design will follow the codes and regulations listed below:
· UFC 3-501-01 Electrical Engineering
· UFC 3-520-01 Interior Electrical Systems
· UFC 3-530-01, Design: Interior, Exterior Lighting and Controls
· International Plumbing Code (IPC).
· International Fire Code (IFC).
· National Fire Protection Association (NFPA) Codes and Standards

· UFC 3-401-01, Mechanical Engineering
· UFC 3-410-01, Heating, Ventilating, and Air Conditioning systems.
· International Building Code (IBC).
· National Electrical Code (NEC).
· MACC Master Specifications
PROJECT REQUIREMENTS
DIVISION 01 – GENERAL REQUIREMENTS:
Contractor shall submit a schedule of contract.
Liquidated damages shall be assessed for work that is not finished within the scheduled performance period.
Contractor shall schedule a pre-construction conference with the base Contracting Office.
Contractor shall perform a pre-work inspection of the work area.
Contractor is responsible for knowing the presence of any Asbestos, Polychlorinated Biphenyls (PCB), and Lead that will interfere with the work on site.
Any effort to abate asbestos, PCB’s, or lead on site must comply with all federal, state and local laws.
Contractor shall not install any products containing PCB’s.
Contractor shall provide government with a warranty certificate for any products with a warranty of two or more years.
Contractor shall provide written notification to the Contracting Officer (CO) two weeks prior to commencement of work.
Work shall be performed to the satisfaction of the CO.
Working hours for the Contractor will be Monday through Friday, between the hours of 7:30 a.m. and 4:30 p.m.
Contractor shall maintain a safe work area and shall remove all construction rubble from the work site to a Contract Authorized onsite construction dumpster or remove from Minot AFB on a daily basis.
MSDSs, proposed container sizes and rates of use must be submitted to the 5 CES Environmental Management Office (via the CO) for review and approval at least 15 duty days prior to any materials being brought onto any portion of the installation. The Contractor is required to have and maintain Material Safety Data Sheets (MSDSs) on all materials that are used. The Contractor is responsible for training his employees to properly use any authorized hazardous materials and properly handle hazardous wastes. A monthly chemical usage report will be submitted to the CES Environmental Management Office (via the COR) that lists the amount of materials (with associated MSDSs) used and locations of usage. After completion of the project, a final total chemical usage report will be submitted to the CES Environmental Management Office (via the COR) that lists the amount of materials (with associated MSDSs) used and locations of usage. **Submittal required All contractor-generated hazardous wastes will be removed from the installation the same day it is generated and disposed of off base by the contractor. All hazardous waste characterization and proper disposal is the responsibility of the contractor. This shall be done in a manner to conform to the State of North Dakota Health and Sanitation Codes. In no manner will the Government be responsible for disposals. No hazardous waste or excess materials will be left behind on Air Force property after conclusion of the project.
Contractor shall be knowledgeable of and comply with all applicable Federal, State and local regulations and requirements regarding environmental protection.
The Contractor is solely responsible for compliance with EM 385-1-1 Safety and Health Requirements Manual and OSHA standards for the protection of their employees. The Contract Manager shall ensure specific safety requirements in Air Force Occupational Safety and Health (AFOSH) standards are complied with by Contractor Personnel when non-compliance would clearly present the potential to harm or damage government resources. The Air Force is not responsible for ensuring that Contractors comply with "personal" safety requirements that do not present the potential to damage government resources.
Contractor shall complete and follow all instructions on AF Form 103 before start of work on base. A copy of AF Form 103 instruction must be on the construction premises at all times while work is being performed.
When welding, cutting, brazing or use of any open flame device is to be used, an AF Form 592 permit must be obtained from the Base Fire Department (Building 896) prior to beginning such work. During such work, a fully charged and operable fire extinguisher, appropriate for the task, shall be provided by the Contractor. Contractor shall process form for approval.
DIVISION 02 – EXISTING CONDITIONS:
Conduct Asbestos/Lead based paint survey.
DIVISION 03 – CONCRETE:
Demo and remove existing concrete slab in new reception room in front of room 150 as indicated in drawings. Make slab surface flush with rest of surrounding concrete.
Patch and repair remaining concrete as necessary. Level concrete flooring to create smooth and even surface for form epoxy.
Apply 2 coats of form epoxy to concrete floor as indicated in drawings. *Submittal Required* Install new concrete pads for AC split system condensers as indicated in drawings. Concrete pads shall be minimum 6” thick and be able to fully hold and support condensers. *Submittal Required*
DIVISION 04 – MASONRY: N/A
Cut CMU wall to accommodate for AC split system tubes/lines.
Patch CMU wall around AC split system tubes/lines against air leaks. Exterior patching shall be watertight.
DIVISION 05 – METALS:
Demo all studs/furring on the East wall of Room 150, indicated in drawings.
Install 3-5/8” steel studs in front of rigid polystyrene on CMU walls in rooms 149A, 149B, and 150, indicated in drawings.
Install 3-5/8” steel studs on both sides of interior CMU wall between rooms 149B and 150, indicated in drawings.
DIVISION 06 – CARPENTRY:
Install 5/8” type X fire resistant drywall, in rooms 149, 149A, 149B, 150. *Submittal Required* Demo existing wood paneling from all room walls.
Wood paneling associated with the hallway coming into the Reception Area shall be left as-is.
Demo wooden cabinets and enclosure associated with sink and plumbing lines in room 150.
Demo wooden pipe encasing for hydronic heater pipes.
Patch drywall outside of room 150 where wall mounted AC unit is removed.
Patch drywall in entrance hallway outside of rooms 149 and 149A.
DIVISION 07 – THERMAL & MOISTURE PROTECTION:
Demo wall insulation in rooms 149, 149A, 149B, and 150.
Demo pipe wrap insulation around water pipes in room 150 to cap point.
Install new thermal BATT wall insulation with a minimum value of R15 against the exterior CMU wall in rooms 149A, 149B, and 150. *Submittal Required* Install new thermal BATT wall insulation with a minimum value of R15 along corridor wall of rooms 149 and 149A. Location indicated in drawings. *Submittal Required* Install 2” thick extruded polystyrene against exterior CMU walls of rooms 149A, 149B, and 150. 2” thick extruded polystyrene shall be between the CMU wall and the new steel studs. *Submittal Required* Install 6 mil vapor retarder between new BATT insulation and new fire retardant gypsum board.
DIVISION 08 – OPENINGS:
Demo existing doors, frames, and associated hardware in rooms 149, 149A, 149B, and 150.
Install office wooden doors, hollow metal door frames, and hardware to consist of hinges, doorknobs, kickplates, keyed locksets and wall bumpers in rooms 149, 149A, 149B, 150. All doors shall be oak face and have a minimum 1 hour fire rating. Match existing size. *Submittals Required*
DIVISION 09 – FINISHES:
Demo existing carpet tile and cove base in rooms 149, 149A, 149B, and 150.
Demo existing cove base in Reception Area.
Demo ceramic tile in Reception Area. Demo area indicated in drawings.
Demo wallpaper in room 150.
Install new carpet tile for rooms 149, 149A, 149B, and 150. *Submittal Required* Install new cove base and cove base corners for rooms 149, 149A, 149B, and 150. *Submittal Required* Install new cove base for Reception Area on all gypsum walls. Exterior CMU wall is the only wall which will not receive cove base. *Submittal Required* Install floor transitioning strip between carpet tile of room 150 and concrete floor outside of room 150.
Demo existing drop ceiling grid and tiles in rooms 149, 149A, 149B, 150.
Install new drop ceiling in room 149, 149A, 149B, and 150 to include ceiling grid, ceiling tiles, and associated hardware. Suspended ceiling shall be 2’ X 2’ and able to support 2’ X 4’ LED fixtures. *Submittal Required* Prime, paint, and texture all walls in rooms 149, 149A, 149B, 150. Match current paint color from room 149 to all rooms. *Submittal Required* Conceal/blend-in all drywall patches outside of rooms 149, 149A, and 150.
DIVISION 21 – FIRE SUPPRESSION:
Extend fire suppression pipes from abandoned drywall ceiling to new suspended ceiling.
DIVISION 22 – PLUMBING:
Demo existing sink, faucet, and associated piping in room 150. Cap plumbing lines behind wall/ceiling.
Demo hydronic heating unit piping up to perimeter walls.
Install new copper piping for new hydronic heater units.
Install new fiberglass piping insulation for new copper pipes. Heating pipes shall have 1” insulation thickness. Cooling pipes shall have 1-1/2” thickness.
Seal all pipes to create airtight lines.
DIVISION 23 –HEATING, VENTILATION, AND AIR CONDITIONING:
Demo existing hydronic heating units.
Demo and remove all existing HVAC accessories (thermostats, diffusers, returns, etc) in rooms 149, 149A, 149B, and 150.
Install new HVAC thermostats for rooms 149A, 149B, and 150. *Submittal Required* Remove and reinstall supply/return diffusers in rooms 149, 149A, 149B, and 150.
Remove existing wall mounted AC unit in room 150.
Install new AC split systems in rooms 149, 149A, and 150 to include all mounting apparatus, condensation lines, copper tubing, refrigerant, and all associated material. Location indicated in drawings. *Submittal Required* Split system for Room 149A and Room 149B shall be a multi-zone unit. Split system for Room 150 will be dedicated only to Room 150.
Install new hydronic heating units in rooms 149A, 149B, and 150 as indicated in drawings. *Submittal Required* Sizing for each unit shall be per square foot, utilizing 40BTU/sq.ft.
DIVISION 26 –ELECTRICAL:
Demo and replace the existing smoke detectors, motion sensors, and light switches. *Submittal Required* Demo and replace existing electrical receptacles in rooms 149, 149A, 149B, and 150. *Submittal Required* Demo existing drop ceiling light fixtures in rooms 149, 149A, 149B, and 150.
Install new LED lights fitting the current light fixture size. LED lights shall be 5000K, 80+ CRI, and supply a minimum light level of 40 fc at 2.5’ height from floor. *Submittal Required* Reuse existing conduit and wiring for LED lighting.
Reuse existing conduit and wiring for COMM lines and ports.
Current abandoned-in-place lighting and wiring associated with the unused drywall ceiling in rooms 149, 149A, and 149B shall remain abandoned-in-place.
Install wiring and rigid conduit for exterior electrical of split system condenser. All rigid conduit joints shall be weatherproof sealed. *Submittal Required* Power shall come from the electrical panel located in the Reception Area, as indicated in drawings.
DIVISION 27 – COMMUNICATIONS:
Demo COMM ports and receptacles.
Install new COMM receptacles for phone and data jacks. Match existing receptacles. *Submittal Required*
