Attachment 13 Pre-Proposal Offeror Questions and Government Responses Multiple Award Construction Contract IDIQ
FA4528-20-R-0008

1. Please confirm seed project requirements only include pricing. No design drawings, specifications, progress schedule (AF 3064), and cost estimate on CostWorks software and Microsoft Adobe is required per the Seed Project SOW.
A) Verbiage was not removed from the SOW that is for a different contracting mechanism. For this project we will delete the first section titled “Project General Requirement:”. No design or specifications are required by the contractor.
2. If design, specification, schedule, etc. are required what volume should this be included in and what level of design is required? Also if design is required for submission on our proposal can AutoCAD drawings and As Built drawings be provided?
A) No schedule is required for the seed effort. No design will be required.
3. It appears that some level of design has been provided for the seed project. Does the contract need to include finalizing the design and specifications after award if awarded the seed project?
A) No.
4. It was mentioned at the site visit that there were some discrepancies on drawings that were provided. Will new drawings be reissued?
A) Yes, revised drawings provided with amendment
5. Would the Government consider including FAR clause 52.208-9 – Contractor Use of Mandatory Sources of Supply and Services?
A) After review it has been determined that this clause will be added with amendment.
6. Are we to remove the 12”x12” ceramic tile in the reception area?
A) Yes, see SOW Section 9.3. Tile to be removed in the Reception Area is also indicated in Demolition Plan C4.
7. What happens if we encounter hazardous materials, i.e. asbestos or lead paint?
A) As per SOW Section 2.1, Contractor shall conduct an asbestos/lead based paint survey. Hazardous materials that will be disturbed in these offices shall be abated.
8. Has there been a hazardous material survey on this building, since some demolition has started in a few of the rooms?
A) See SOW Section 2.1.
9. Are we to install new supply/return diffusers in rooms 149, 149a, & 149b?
A) Remove and reinstall existing supply/return diffusers. See SOW Section 12.4.
10. What happens with the drywall ceiling, lights, fire suppression systems above the suspended ceiling in rooms 149, 149a, & 149b?
A) Fire suppression pipes shall be dropped down to be utilized with the new suspended ceiling that will be installed. The hard ceiling and lighting above the current drop ceiling will be left alone as they are. See SOW Sections 10.1 and 13.7.
11. Are they any specifications for the wall paint, carpet tiles, epoxy paint, or suspended ceiling tiles?
A) Wall paint color in rooms 149, 149A, 149B, and 150 shall match existing wall paint color in Room 149. Suspended ceiling shall be 2’x2’ grid and be able to support 2’x4’ LED troffers. Submittals are required for all four items mentioned in questions as per SOW Sections 9.11, 9.5, 3.3, and 9.10 respectively with color selections where applicable.
12. What happens if the wooden studs that are to be demolished are supporting the drywall ceiling framing?
A) The interior walls connecting rooms 149, 149A, and 149B shall remain wood studs, not to be demolished. This is reflected in the corrected SOW and Drawings.
13. The insulation/steel stud is pretty vague, please clarify which walls get what insulation and framing or furring.
A) Exterior CMU wall of Rooms 149A, 149B, and 150 shall have 2” thick extruded polystyrene (SOW Section 7.5), steel studs (SOW Section 5.2), R15 BATT insulation (SOW Section 7.3), and 6 mil vapor retarder (SOW Section 7.6). See Floor Plans AE1 and AE2.
B) The interior CMU wall between Room 149B and Room 150 will not receive insulation, but it will receive 3-5/8” steel studs to accommodate for electrical outlets and water pipes. See SOW Section 5.3 and Floor Plans AE1 and AE2.
C) Corridor wall of Rooms 149 and 149A shall receive R15 BATT insulation as per SOW Section 7.4 and Floor Plan AE1.
D) The (2) interior wood stud walls of Rooms 149A and 149B will not be replaced with steel studs. This is reflected in the corrected SOW and Drawings.
14. Is there any painting or suspended ceiling required in the reception area?
A) There will be no suspended ceiling in the Reception Area. Drywall patch that will be where the AC unit is removed from Room 150 shall be concealed/blended-in. See SOW Sections 6.6 & 9.10, and Floor Plan AE2.
15. The wall dividing the reception area and room 150 has some sort of wall paneling up to about 4’, is this to stay as is?
A) Demolish all wood paneling inside Room 150 as per SOW Section 6.2. The Reception Area side of this dividing wall does not have wood paneling. Paneling connected to the warehouse hallway shall be left as-is.
16. Is wall base required in reception area?
A) Yes, on all gypsum walls. The exterior CMU wall in the Reception Area is the only wall that will not have cove base.
17. Do the pads for the condensers have to be concrete, if so how thick?
A) Pads for the condensers shall be concrete as per SOW Section 3.4. Concrete pads shall be minimum of 6” thick and able to fully hold and support condensers.
18. FYI wooden door frames that have a 1 hour rating cost more to supply than hollow metal door frames that have the same rating.
A) All door frames have been changed to hollow metal door frames. See updated SOW Section 8.2.
19. Are we to engineer the size of new air conditioning split system based on the room size or desired temperature?
A) Based on the size of the rooms, utilizing 40 BTU/sq. ft. The split system for Rooms 149A and 149B will be 1 unit with 2 indoor evaporators. The split system for Room 150 is only for Room 150. Desired temperature of these rooms are average room temperatures. See SOW Sections 12.7 and 12.9.
20. For Rooms 149a &149b, do you want 2 separate mini split systems, or 1 outdoor unit with 2 indoor heads? For your heat would you like the radiator cabinet to be fan powered?
A) Rooms 149A and 149B shall have 1 outdoor condenser with 2 indoor evaporator heads (1 head per each room). See SOW Section 12.7. The hydronic heating units shall be sized at 40 BTU/sq. ft. and be located on the exterior CMU walls such that fan power is not required. See SOW Section 12.9.
21. For Room 150, for heat would you like the radiator cabinet to be fan powered? Where would you like the radiator cabinet to be located?
A) No. The hydronic heating units shall be sized at 40 BTU/sq. ft. and be located on the exterior CMU walls such that fan power is not required. See SOW Section 12.9.
B) See Floor Plans AE1 and AE2.
22. Since the drawing sheets don’t show the walls which need to be insulated, can you indicate which ones need insulation?
A) Yes. See added keynotes on Floor Plans AE1 and AE2.
23. The seed project SOW seems to specify two different insulation products in 7.3 and 7.5, please clarify.
A) Extruded polystyrene shall be placed against the exterior CMU walls of Rooms 149A, 149B, and 150. 3-5/8” steel studs will then be put in place with BATT insulation between the studs. A 6 mil vapor retarder will then be put in place and then drywall.
24. Is there a specification for the flooring? Should we plan to use a mid-range product?
A) Carpet in all offices shall be carpet tile, and the flooring in the Reception Area shall be epoxy (2 coats) per SOW Sections 9.5 & 3.3 respectively. Submittal for carpet tile flooring shall include color selection. Submittals are required for both types of flooring. Mid-range is acceptable.
25. The SOW requires a cost estimate using Cost Works and Microsoft Adobe, does the initial seed project require the use of Cost Works?
A) No. This has been removed from the SOW.
