Responses to Questions from Industry (Round 5)
Q1. In the Q&A 4 that was released on Friday Nov 15, Question 7 broached the subject of sealed packages for Subcontractors. Since Q&A are not “Official” changes to the solicitation, I am wondering if Subcontractor Sealed Packages are required? Please clarify. If Subcontractor Sealed Packages are required will there be an Amendment to the solicitation? If the Subcontractor Sealed Packages are required, we respectfully request an extension to the proposal due date to permit time to prepare these newly required documents for submission (especially since hard copy documents are required to be submitted).
A1. Offerors are not required to submit sealed packages for their subcontractors. It is optional for them to do so if their subcontractors do not want to allow them to see their proprietary corporate information regarding the development of fringe benefits.
