Responses to Questions from Industry (Round 1)
Q1. Regarding Instructions to Offerors; Addendum to FAR 52.212-1, para 4.3.2 Organizational Structure Change History, it is understood that the Organizational Structure Change History section should be included in Volume III – Past Performance. Please confirm that there is no page count limit for this section and that it is not part of the 10 pages per contract reference in Volume III - Past Performance?
A1. There is no page limit for the Organization Structure Change History description required by Volume III.
Q2. PWS 10.1 Quality Control states that the Contractor shall develop and maintain effective quality control procedures to ensure services are performed in accordance with this Performance Work Statement (PWS). The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. Will the Government please allow this plan page count to be unlimited and not count against the Volume II Technical/Technical Risk 40 page requirement?
A2. While the Government does expect each offeror to provide an effective and detailed plan describing their technical methodology/approach to be used in performing the requirements of the PWS, the actual specific evaluation criteria for the Technical Factor are listed in Addendum to FAR 52.212-2, Evaluation-Commercial Items, Sections 2.2. Note that none of the measures of merit specifically calls out a requirement for a quality control plan. This is primarily because it is up to the offeror to decide where in their technical volume they will discuss their quality control processes. The tasks in the COM-F II requirement are considered to be commercial services in accordance with (IAW) FAR 2.101 and the Government does not necessarily desire to evaluate and rate an offeror’s entire corporate quality control plan as experience has shown that it does not serve as a significant technical discriminator in and of itself. Therefore, offerors should include the portions of their quality control plan in their technical volume that they feel are necessary to satisfy the specific measures of merit listed in evaluation criteria taking into consideration the overall requirements of the PWS. Accordingly, the Government does not intend to allow the quality control plan to be excluded from the Volume II 40 page limitation.
