About this file
This document is the Dover Air Force Base (DAFB) Installation Facilities Standards (IFS) for Architecture and Exterior Painting Standards, effective for 2024. The document provides comprehensive guidelines for painting and maintaining exterior surfaces at Dover Air Force Base, focusing on color selection, painting restrictions, and specific requirements for various facility elements. Key standards include using a limited color palette (Off-White, Eagle Feather Tan, Dark Bronze, and Bald Eagle Brown), prohibiting painting of materials with integral color or factory finishes, and mandating that only previously painted surfaces may be repainted.
The document also includes detailed specifications for fuel resistive resinous flooring (epoxy coated floors), particularly for aircraft maintenance and equipment maintenance areas. Flooring requirements specify a minimum 1/8-inch thickness, chemical and fuel resistance, skid resistance, and a warranty of at least 3 years. Floor color options are limited to light gray for maintenance hangars and white for aircraft hangars, with the white floors chosen to enhance reflective quality for aircraft inspections and maintenance. The standards are designed to reduce ongoing maintenance and create a uniform, simplified aesthetic across DAFB facilities.

Summary of Sections in this Supplemental Document:
G05.0. General Requirements G05.1. Architecture G05.2. Exterior Painting Standards G05.3. Fuel Resistive Resinous Flooring (Epoxy Coated Floors)
G05.0. General Information
1. Note: This Supplemental Document is provided as a supplement to the Dover AFB IFS. If there are any discrepancies between this Supplemental Document and the requirements of the IFS, the IFS will govern.
2. This Supplemental Document supersedes all previous design guides and technical standards including the Dover Air Force Base Local MILCON and SRM Design Guide dated 09 April 2017.
G05.1. Architecture
1. General:
a. Refer to DAFCFS and Dover AFB IFS section D. Facilities Exteriors for architectural features and design of the building envelope, structure and Mechanical, Electrical and Plumbing (MEP) systems.
b. Refer to the Dover AFB IFS for exterior colors which are organized by section number and system. Note DAFCFS requires all new construction materials to be provided with integral color or factory applied finished that do not require ongoing painting. DAFCFS prohibits the use of materials that require field painting and ongoing maintenance of painted surfaces.
Refer to the following IFS sections for exterior colors:
D05. Wall Systems D06. Doors and Windows D07. Roof Systems
c. Refer to G05.2. for repainting of previously painted facilities.
G05.2. Exterior Painting Standards
1. Note: Original color samples are on file at the 436th Civil Engineer Squadron (CES).
2. Judiciously review painting requirements and eliminate the need for ongoing maintenance and repainting whenever possible. Install materials with integral color and factory finished non-ferrous metals to replace painted elements during renovation projects.
3. Do not paint materials with integral color or factory finished materials such as architectural precast or cast-in-place concrete, brick or concrete masonry units (CMU), elastomeric/synthetic stucco, or factory finished metals or architectural non-ferrous metals.
Refer to section G05.1.1.b. of this supplement and to the applicable section of the IFS for manufacturer colors.
4. Only existing facilities, elements and materials which have been previously painted may be repainted. When repainting is the most life-cycle cost effective option, coordinate repainting with the 436th CES to select from the reference colors below and follow the painting standards.
Off-White
AMS-STD: 37925
RGB: 251.248.246.
Eagle Feather Tan
AMS-STD: N/A
RGB: 137.122.97.
Dark Bronze
RGB: 81.77.66.
Bald Eagle Brown
RGB: 79.71.72.
Note: Colors and Aerospace Material Specification Standard (AMS-STD) numbers are for reference only. Match actual brush-out samples at 436th CES.
5. Note: The following paint color formulas are based on ICI Devoe colors:
Eagle Feather Tan (Dover Tan) - ICI Devoe Pastel Tint Base #BLK 1P32 YOX 1P39 OXR 19 Dark Bronze-1 – Sherwin-Williams, refer to Item No. 18 below.
Bald Eagle Brown (Dark Bronze-2) - ICI Devoe #4216-7460
Refer also to other Sherwin-Williams color formulas listed at the end of this section.
6. Generally, match the color schemes of new facilities when repainting older buildings. Reduce visual clutter by simplifying the application. Remove painted lettering and signs from buildings
7. All buildings should have a simplified paint scheme.
8. Primary wall color (field color) of buildings, which have been previously painted, will be repainted Eagle Feather Tan unless otherwise directed by the BCE. Previously painted window frames may be repainted Off-White, Eagle Feather Tan or Bald Eagle Brown. Previously painted facias, roof trim and gutters may be repainted Bald Eagle Brown to match roof color.
9. Primary doors of existing facilities, which have been previously painted, may be repainted Bald Eagle Brown to contrast the wall color. Secondary, utility and emergency egress-only doors of existing facilities, which have been previously painted, will be repainted Eagle Feather Tan, or other applicable color, to match the wall color to prevent calling attention to these elements.
10. Accenting downspouts or painting stripes around buildings is prohibited. Do not accent downspouts, gable-ends or paint striping around buildings. Downspouts, which have been previously painted, may be repainting Eagle Feather Tan, or other applicable color to match the wall color. Cast iron boots for downspouts at grade may be painted Bald Eagle Brown or Black.
11. Do not paint artificial architectural features such as quoins, lintels, bases, capitals, fascias, details, etc., on facilities. Corners of buildings will not be accented. Do not paint masonry or concrete architectural features: these elements with integral color may be pressure-washed and clear-sealed under painting contracts following approval of the BCE.
12. Guardrails and handrails, which have been previously painted, may repainted Off-White, Eagle Feather Tan or Bald Eagle Brown.
13. Previously painted screen walls / enclosures may be repainted Eagle Feather Tan. Previously painted fences, gates, and pipe bollards may be repainted Bald Eagle Brown or Black.
14. Do not use yellow paint or hazard markings on buildings.
15. Paint wall mounted devices and equipment which have been previously painted to match the adjacent wall color. Items mounted on buildings such as heat vents, plumbing vent stacks, louvers, etc., must be coordinated to match the adjacent material. Pad mounted electrical transformers, switch gear cabinets, elbow cabinets, etc., will be factory painted to match Eagle Feather Tan.
16. Paint fuel and water tanks, including handrails and equipment, Eagle Feather Tan.Note that painting symbols or labels on tanks is prohibited by UFC.
