Repair Runway 14/32 Phase 3
Post Site-Visit Questions
1. Please clarify what forms and/or documents are required for the bid submission? What is the address for delivering bids or are they submitted electronically?
Answer: Please submit all proposals to me via email at joshua.brooks.14@us.af.mil
2. Are we submitting a single lump sum price for all the work items involved or will there be separate unit prices?
Answer: A Contract Line Item (CLIN) Bid Schedule was provided to you. Please use the form provided to submit separate unit prices for the suggested CLIN items. Quantities provided in the
Bid Schedule are estimates and can be bid either higher or lower.
3. Will the Government provide the necessary gate guards, flaggers, and escorts required for safety and security?
Answer: All Statement of Work items will be performed on the Runway. Contractor drivers will have to take a one -hour airfield driving course and utilize two-way radios (provided by Base
Operations) to enter and operate in the Controlled Movement Area even when the runway is officially closed. If Gate guards are required, they will be provided by the base.
4. What is the anticipated timeframe and allowable working hours for this project?
Answer: Base normal operating hours are 0730A to 430P. However, the contractor may request and be approved for other than normal hours. Note: approved hours must be noted on base access badges.
5. Where will the Contractor be able to enter/exit the Installation during construction and what is the anticipated haul route to the work site?
Answer: Enter Horsepond Road Gate and follow haul route (see attached sketch)
6. Is the Contractor responsible for providing and installing runway closure devices? If so, please specify which devices will be required (i.e., low-profile barricades, portable closed runway markers [lighted X’s], and/or taxiway closed markers) and a detailed layout of where they get installed, so the Contractor can accurately quantify them.
Answer: We anticipate the work to take 5 days or less. Low profile lighted barriers will be required at Taxiway Gulf and on southeast end of work area on Runway 14 (see locations in attached sketch)
7. Can equipment be stored on the construction site while the runway closure is in effect?
Answer: Equipment will generally have to be removed from the site each night to a nearby location just off the North Ramp.

8. Is there a location within the Installation where the Contractor can dispose of the slurry created during the grooving operation? If not, can it be temporarily stored on-site until construction is complete?
Answer: The contractor may establish a temporary location for disposal of the slurry near the
North Ramp. At the completion of the project all spoils must be disposed of off base.
9. Just to confirm, will the new asphalt require a 30-day cure prior to final marking and grooving? Will temporary markings be required after paving is completed?
