About this file
This document contains evaluation factors and a past performance survey form for a best value source selection related to an airfield runway repair contract. The evaluation process prioritizes technical approach and past performance over cost/price considerations.
The evaluation will proceed by first ranking offers by price, then evaluating technical proposals and past performance. Key technical requirements include providing a detailed work plan for airfield work according to UFC criteria and demonstrating past performance on at least two DoD/civil airfield projects - one involving PG 76-22 FAA mix asphalt and another involving airfield crack sealing up to 1/2 inch. Past performance will be rated on a scale from unsatisfactory to exceptional, with detailed evaluation criteria covering areas like project management, quality control, safety, scheduling, and technical execution. The government intends to award without discussions to the lowest-priced technically acceptable offeror with an "exceptional" rating, though it reserves the right to select a higher-priced offer with a "very good" or lower rating if deemed the best value.

EVALUATION FACTORS FOR AWARD (BEST VALUE)
EVALUATION AND SELECTION CRITERIA
BASIS FOR CONTRACT AWARD: This is a competitive best value source selection in which competing offerors' technical approach and past performance will be evaluated greater than that of cost or price considerations. By submission of its’ offer the offeror accedes to the terms of this model contract and all such offers shall be treated equally except for their prices and performance records. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation requirements and will provide the best value to the
Government considering price, technical approach and past performance. The evaluation process shall proceed as follows:
A. Initially offers shall be ranked according to price, including any option prices if applicable. The price evaluation will document for the offers evaluated for the completeness, and reasonableness of the proposed total evaluated price.
B. Next, offerors proposals will be evaluated based on specific technical and/or management approach and past performance as outlined in their proposals for the following:
1. Design and project work plan description including a detailed narrative of how the contractor will perform all airfield work in accordance with UFC criteria and the attached specifications.
2. Past performance as outlined below showing a minimum of two past projects where the contractor performed satisfactorily on large Department of Defense or civil airfields involving both PG 76-22 FAA mix asphalt on one contract and airfield crack sealing (up to ½ inch) on the 2nd contract.
C. Using questionnaires, the contracting officer shall seek performance information based on (1) the references provided by the offeror and (2) data independently obtained from other Government and commercial sources. Generally, the contracting officer shall not seek information on the evaluated higher priced offers unless it is determined none of the lower priced offers are acceptable for award.
The purpose of the past performance evaluation is to allow the Government to assess the offeror’s ability to perform the effort described in this RFP, based on the offeror’s demonstrated present and past performance. The assessment process will result in an overall risk rating of exceptional, very good, satisfactory, none, marginal, or unsatisfactory. Offerors with no relevant past or present performance history shall receive the rating "none," meaning the rating is treated neither favorably nor unfavorably.
D. If the lowest priced evaluated offer is judged to have an exceptional performance risk rating, that offer represents the best value for the Government and the evaluation process stops at this point.
Award shall be made to that offeror without further consideration of any other offers.
E. The Government reserves the right to award a contract to other than the lowest priced offer if that offeror is judged to have a performance risk rating of "very good" or lower. In that event, the contracting officer shall make an integrated assessment best value award decision.
F. Offerors are cautioned to submit sufficient information for evaluation. Offeror’s may be asked to clarify certain aspects of their proposal (for example, the relevance of past performance information) or respond to adverse past performance information to which the offeror has not previously had an opportunity to respond. Communication conducted to resolve minor or clerical errors will not constitute discussions and the contracting officer reserves the right to award a contract without the opportunity for proposal revision.
G. The Government intends to award a contract without discussions with respective offers. The
Government, however, reserves the right to conduct discussions if deemed in its best interest.
