I. PARTICULARS:

The purpose of the site visit was to provide further explanation/clarification of the government’s need for the Fire Alarm Maintenance & Repair Services.

a. Further Explanation of the Government’s Need:

The government provided a brief overview of the requirement outlined in the Statement of Work

(SOW.) It was reiterated that the technicians who would be working on site must have the required certifications outlined in the SOW; the contractor must have Monaco training and licensed by the State of Delaware. All bid documents, to include Past/Present Performance

Survey, MUST be submitted by the solicitation closing date and time—Past/Present Performance

Survey must not be submitted after the solicitation closing date and time. Additionally, the government explained that the hourly rate time begins when the contractor arrives on-site and not during travel time.

b. Questions and Answers:

Q: How was the quantity of 77 hours determined?

A: It is an estimated quantity, paid on an hourly basis. The contractor will invoice for the number of hours worked—both the contractor and the government would need to monitor the hours. The contractor must not extend beyond the 77 hours on the contract. If the government requires an increase in the amount of hours, they will issue a modification to the contract.

Q: Will the contractor perform inspections?

A: No.

Q: Are the Wage Grade rates (Refer to FAR clause 52.222-42, page 68 on the solicitation document--Standard Form 1449) Davis Bacon?

A: No, the Service Contract Act applies to this requirement.

II. CLOSING:

The site visit concluded approximately 10:30 a.m.

The foregoing is believed to be an accurate summary of the discussion held during the subject site visit/survey.
