How is price being evaluated (included variants “how is the ordering from lowest to highest being done”)
The answer can be found in the solicitation’s (amendment 00001) Section M paragraph.
M.1.3.2a), and b).
How does currency exchange work since RS Means produces an estimate in USD and proposals are to be in EUR?
The DoD issues an annual fiscal year exchange rate that is sent to contractors every FY. Current FY24 is 0.9798 and will be valid until 30 Sep 2024. Vendors are to estimate exchange rate impact in their risk assessment and adjust the coefficient accordingly.
Recency/Relevancy Assessment – Does not reflect today’s magnitude compared to three
(3) years ago. Can we include the estimated value reflecting today’s estimate for relevancy?
Vendors can provide an adjustment for inflation/higher cost of materials and labor when they state the amount of the award they are submitting.
How do vendors get PPQs for Government work?
PPQ for Government work is replaced by CPARS reports.
Post Conference
At the first meeting (presentation) it was said that two companies would be chosen for SABER and then they would compete against each other. At yesterday's meeting I had the idea that only one company will be chosen, can you clarify this situation for me?
As per the solicitation, only one award will be made.
This change was due to one of the advantages of SABER is its quick lead time, and having two awardees would deny that advantage, so our customer decided to keep it as only one award.

Solicitation How do we present price in the proposal submission?
Offerors should fill out the Unit price per CLIN column on section B, on all CLINs
Solicitation Are we supposed to submit price in the seed project?
For the seed project, only the information required in L.4.3, specifically L.4.3.1.1, is to be submitted.
Solicitation
L.6.3. Price Data L.6.3.1.
Price Reasonablen ess
The source selection will be conducted with the expectation of adequate price competition for this acquisition per FAR 15.403-1(c)(1);
therefore, certified cost or pricing data are not required per FAR 15.403-1(b)(1). If at any time, however, the CO determines that adequate price competition no longer exists or if price reasonableness cannot be determined, offerors may be required to submit certified cost or pricing data or additional data other than certified cost or pricing data, as appropriate, to enable the CO to determine price reasonableness.
This means that no RSMeans estimate is required correct?
The only “price” information required is the coefficient correct”
That is correct on both questions. No pricing on the technical approach in L.4.3.1, this project will only be used to assess technical capability, not price reasonableness.
