FA448620R0014 Renovate Building T-715 Questions & Answers
1. Are TAA (Trade Agreements Act) And BAA (Buy American Act) materials required to be provided under this project? References to both are included in Section K of the solicitation, namely on page 35 (parag. (2) (iii) and page 29 (parag. C (XX)).
A: Yes based on DFARS 252.225-7001.
2. In section 01 11 00, Summary Work, paragraph 1.2.1- Project Description it refers that contractor shall deliver a Life Safety Plan.
What will be the schedule of delivery for this life safety plan after the award?
See question No. 4.
3. The door frame F8 side window illustrates a GL-3 glass schedule, which stands for Bullet resistant glass. Kindly confirm the scope of application for this item as it is not being indicated anywhere else.
Frame Type F8 with GL-3 glass is not to be used in this project.
4. In the solicitation document, section C – Description/Specifications/statement of Work it is requested for the contractor/bidder to deliver a Life Safety Plan. To our understanding and unless this project was a design-build project, having a Life Safety Plan as a bidding deliverable will most probably impact the building´s architecture, egress ways, egress doors, fireproofing of walls and others, fire protection systems & equipment, etc, which, in its turn, definitely will change the scope of works.
On the other hand, and in order to assess the project´s accurate scope of works, cost magnitude, and identify possible life safety deficiencies, the UFC 3- 600-01 standard, paragraph 1-12, “PLANNING\2\ (CONTRACT DOCUMENT DEVELOPMENT)/2/” and subparagraphs 1-12.1.1, 1-12.1.1.1, 1-12.13.1, whilst imperatively requesting the life safety assessment determination implicitly turns the Life Safety Plan into a FEED contractual document crucial for the solicitation.

The Government will provide a Life Safety Plan for this project.
5. The reference Philips HBL-128GL 53 NW-UNV NC-WT (lighting armor X) does not exist (we have confirmed with the brand). We would like you to redefine the reference of the lighting armor.
See attached Product Datasheet.
6. The project does not define the lighting armor M (for the stairs in 1st Floor). We would like you to redefine the reference of the lighting armor.
See revised E-100, E-201 and E-202 attached.
7. We would like to request “Lajes Field Facilities Excellence Standards”, with the last reviews in accordance with section 00 73 03 paragraph 1.4 a).
765th ABS/CENP will provide the latest LFFES to 765th ABS/CONF. Contractors may require a copy of the referred document to the CO.
8. The support structure of the roof tile it’s made of wooden bars and plywood. We could not access this structure to see the state of it. Should we consider 50% to substitute?
The existing wood structure is in good condition, and there is no intention to replace it. However, contractors may request to visit the roof structure through the CO.
9. In written pieces, SEC 08 51 13, paragraph 1.4.2.2, it is defined that the windows must have “Minimum Antiterrorism Criteria”, however, the definition of the glasses is not congruent with this prescription. Also should the exterior doors, be also Minimum Antiterrorism Criteria”?
Comply with UFC 4-010-01. Glazing in the exterior doors shall also comply with minimum anti-terrorism criteria.
10. We did not find any specifications of the elevator. The designed parts imply a hydraulic elevator. Based on past experience that may not be feasible with the building. Do want to change to an electric elevator?
The elevator shall be electric. 765th ABS/CENP will provide the missing Section 14 21 23 of the Specifications.
11. Is it to replace all galvanized water channels or sight after floor removal even that we had to demolish all the slabs? Is it to demolish all the concrete slabs to replace the water channels?
Concrete slabs shall be demolished only where applicable (ex.: new utilities, new footings) and re-patched for new floor system application. All utilities shall be new. Old utilities may be abandoned in place when properly capped and if present no interference with new construction.
12. We did not find any reference to isolation on the walls? There is no isolation to be done on the walls?
See drawing A-521. Partition types P12, P13, P17, P18, P19, P20 and P24 are fitted with sound attenuation batts.
As for thermal insulation, it is not applicable for this project.
13. In plant 101 there’s a reference number 19 and 20, but no legend on them. What do they mean?

MATCH ROOM 136.
KEY NOTE 20: ROOF SHALL BE OF WOOD STRUCTURE OR LIGHT STEEL FRAME AND

NECESSARY UTILITIES.
14. In room 101 all the walls are referenced P.6.1. what does it means?
It means that the partition type to be applied is Partition Type 6, as defined in drawing A-521.
15. We didn’t find in the drawings any reference to demolish pavement of level 1. Is it required to demolish the pavement of level 1 to make the new slabs?
No. Concrete slabs shall be demolished where applicable (ex.: new utilities, new footings) and re-patched for new floor system application.
16. Is CCTV required in this project?
No. Existing interior and exterior CCTV system is to be demolished.
17. According to the attached document - ESPECIFICATION 024100 PAG 6 "Patch acoustic lay-in ceiling where partitions have been removed. The transition between the different ceiling heights shall be effected by continuing the higher ceiling level over to the first runner on the lower ceiling and closing the vertical opening with a painted sheet metal strip. This means we don’t need to supply all new ceiling?
The new ceiling is only required in damaged places from removing the ACM? Or do we have to supply new ceilings to all level 0 and 1.
The structure of the roof is ok for receive a new roof? Rotten wood is planned?
New ceiling shall be applied in the entire 1st and 2nd floor along with new supporting system. The structure of the roof is in good condition and there is no prediction for replacement of that structure.
18. For the correct operation of the elevator is required to demolish the top of the level1 roof above the elevator? Is it correct?
Yes. See Drawing A-311 “(…) Provide opening in slab per elevator manufacture requirements
19. The doors form the toilets are to be removed?
Yes. All bathroom partitions are to be replaced (See floor plan key notes on drawing A-401). New partitions shall comply with LFFES unless otherwise stated in the project drawings or project specifications.
20. Walls fire retardant, which walls are? This work is to do or the legend is not correct?
See attached Life Safety Plan.
21. In which material are the new privacy toilet partitions and the new urinal partitions?
Stainless Steel including all anchors and bolts.
22. In some plans we have the note: "provide wood blocking (fire treated at fire rated walls) at metal stud framed walls to provide adequate support for wall mounted items, typical" I didn’t see any wood wall at the plans, is the note wrong?
There are no wood walls. Wood blocking shall be provided where needed to reinforce the wall for wall mounted items.
23. All the windows are the remove and supply new?
Yes.
24. The drawings referes the demolition of all windows, however, it is not clear regarding the provision of new windows. Please confirm that all windows are to be replaced and please define window W2.
All windows shall be new. All windows shall be top hang outward type and comply with LFFES and with UFC 4-010-01. Dimensions of windows are equal to existing with the exception of W1 that is 4’wide and 4’ 1⅝” high. Contractor shall create new wall openings in existing walls to fit new windows to obtain the window layout designed in drawing A-201 and A-202. W2 is equal in dimensions as existing windows.
25. In the section 08 51 13 paragraph 1.4.2.2 is define that windows should have "minimum antiterrorism criteria" but the glass of the window is not equal to this. The exterior doors will have the minimum antiterrorism criteria?
Minimum anti-terrorism criteria supersedes the Project Drawings. Doors also have to comply with
UFC 4-010-01.
26. In the Specifications SECTION 09 51 00 we have a sub chapter that is about the acoustic sealing. Is possible to know which material is foresee to do the acoustic sealing, the thickness and the in which division is foresee to do the acoustical sealing?
Acoustic sealant shall be applied in accordance with the partition types selected. Partition types with acoustic sealant are defined in drawing A-521.
Examples of acoustic sealants are Gyptec 70 B AD ® acustic band for new partitions and Sikacryl 620 ® for existing partitions. All products are considered in an “or equivalent” basis.
27. In the absence of a Life Safety Plan in the FEED and concerning the Life Safety provisions as per the NFPA 101 standard and related codes, kindly provide data on the occupant Load for the building, discriminated per area.
Life Safety Plan will be provided.
28. Kindly clarify if there is any other occupancy in the building other than type B as per the IBC 2015, Chapter 3 classification.

29. At the Workshops and Storage areas, kindly inform if any Hazardous Materials or Flammable materials are being stored inside or adjacent to the building, as per lBC 2015 classification schedules (Section 414, Tables 414.2.5(1) and 414.5.1). If affirmative, kindly inform on types of Hazardous Materials, estimated quantities and locations.
No hazardous materials are predicted to be stored in building T-715.
30. There is a “Dead End Corridor” in level 1 floor plan, between axis 8-10.9 and axis C-C5, which is not compliant with the IBC code chapter 10, paragraph 1020.4 and exception N.° 2 and the NFPA 101 standard, as it exceeds 50 ft in length. Kindly include of the necessary corridor modification in the scope of work.
North wall of room 225 shall move 4 feet north of its original position, creating an entrance hall for room 225 and to comply with code.
31. In compliance with the provisions of the UFC 3-600-01, “FIRE PROTECTION
ENGINEERING FOR FACILITIES”, Change 2, dated 25 March 2018, paragraphs 1- 1, 1-2.1.1, 1-2.1.3, 1-3, 1-4.2.1, 1-7.1.1, 1-7.1.3, 1-7.2.1, 1-7.2.2 lines a) & v), 1-7.2.3, 1-7.2.4.1, and 1-7.4, kindly corroborate the possibility of having a Host Nation (Portuguese) QFPE.
The nationality of the QFPE is irrelevant, as long as he/she is certified by NFPA.

We did not find the drawing details 3 A311. Are the walls north in, the plan a101 and the exterior walls of the rooms 139 138, 135 134 133 129 to apply gypsum wall board by the interior?
Rooms 126, 127, 128, 129, 133, 134, 135, 136, 138, 139 and 140 are not to apply gypsum wall board.

DWG A-201, note 10 states "new Sandwish panels…similar to Munditelha 40mm", However Specs 07 41 63 parag. 2.4.1 states "basis of Design : Tecno Imac Icoppo Imaccopo" Please clarify.
New roof panels shall be sandwich type, similar to Munditelha 40mm (RAL 8023) or equivalent.
A201/A202
On Drawings A201 and A202 it is mentioned “10
INSTALL NEW SANDWICH PANELS WITH
EXTERNALAND INTERNAL ALUMINUM SHEET
SIMILAR TO MUNDITELHA 40MM (RAL 8023) IN
ACCORDANCE TO MANUFACTURES
RECOMMENDATIONS”.
This material is not a according to the Base Standards! Do we consider it or go with the regular used and according to the Base standards roofing system?
LFFES has been updated since the execution of this project. An updated version will be available at CONF. Nevertheless, contractor must comply with SOW and Drawings over the LFFES, in this case, Munditelha 40mm, or equivalent.
A201/A202
According to Drawings A201 and A202 there is a second window dimension, that it is not specified and detailed on Drawing A-601 Window types. Can you please clarify measurements and details?

AD101/A101
Walls dashed to demo at AD101 but not marked as new at A101, Recurring :
-West entrance canopy and east entrance canopy Future Office#137 norht and west Future training room#101 north wall Future Office#113 west wall Future Office#108 north wall Please clarify if walls to be demo are to be new walls.
All entrance canopies are to remain with the exception of the canopy in the south corner of the building (key note 8 in drawing A-101).
Office 137: Walls are not to be demolished.
Office 113: Openings in CMU north wall shall be closed to match existing and Partition type P6.1 shall be applied (gypsum board system over CMU). Gypsum wall system shall be completely replaced in west wall. West CMU wall shall only be demolished were new windows will be constructed.
Office 108: North wall shall be new (Partition Type P12.3).
AD101 / A101 / A-
The doors 100B, 115, 122, 129B & 142 are marked as existing in AD101. However these doors are marked new at A101 & A-601.
Please Clarify if the doors 100B, 115, 122, 129B & 142 are new or existing.

AD101 / A101
The existing top of slab at future rooms #117 & #118 are 4" higher than corridor floor. Please clarify if the existing slab is to be demo or if a step will remain between corridor and rooms 117 & 118.
Existing slab is to be demolished and re-constructed to allow a leveled floor between rooms 117, 118 and the corridor.
AD201 / A201
Although a few windows are in dashed lines at AD201, there is no note to remove and at A-201 which do not match with the windows marked at A201 to be new.
Please clarify which windows are to be new and/or to be removed.
All building windows shall be new. Contractor shall perform the necessary demolition/construction to achieve the window configuration represented in drawing A-201.
AD102
Door E228B is marked to be demo in AD102 and marked as existing in A102:
- E228B Please Clarify if the doors E228B is new or existing.
Install new door (228B).
A101 / A102 N/A General note "O." refer to code inexisting code plan G-001 and G-002.
Please provide drawings G-001 & G-002.

A101

A101/A102 / S102 / S103
N/A Drawings Show two columns at grid line C.5 on east and west walls. They are not represented on demo dwg and not part of new work.
Columns on North and South ends of the building along line C.5 are existing. There is no work predicted in this project for those columns.
A102 N/A According to plan a 102, the corridor floor, storage floor and the real property office floor are to demolish. in the corridor and storage we have a new structure of the floor, but in the real property office, do we have do break the structure or the floor on just do a new finish of the floor? if we have to do a new structure in the real property office wich structure we have now do demolish?
Just do a new finish of the floor.
Room #122 shows new P3.8 (north & south walls), however they these walls are not marked to be demo at AD101. Please Clarify.
North and south walls are to remain, as they already are a P3.8 partition type. Finished room shall have all matching walls.
Room #115 show new P12.6 (east wall) however they this wall are not marked to be demo at AD101. Please Clarify.
East wall on room 115 shall not be demolished.
Room #102 show new P12.3 (north & west wall) however they this wall are not marked to be demo at AD101 Please Clarify.

The windows W1 as illustrated in drawing A-601, t indicates a GL-2 glass schedule, which stands for “…1" clear laminated insulated, w/ low e coating,
(2) 1/4" tempered glass…”.
In addition, the specifications for the Aluminum Windows, section 08 51 13, paragraph 1.10.2, indicate “Minimum Antiterrorism Performance”, meaning these windows are blast resistant to some extent and as specified in subparagraph 1.10.2.1. Kindly confirm this requirement.
Comply with UFC 4-010-01 Parag 3-11.1.

AD101
Interior coatings of all exterior walls in plasterboard must be replaced. Does that includes the metal profiles?
Yes.
The drawings refer in note N, drawing A-201, that the roof covering will be in Munditelha type sandwich panel. The written it refers to iCoppo thermoplastic roof tile. Wich one should we use?
New roof panels shall be sandwich type, similar to Munditelha 40mm (RAL 8023) or equivalent.

In Drawing A-201, note A states that the contractor must install a horizontal lifeline permanent. Its purpose, extension, access is unknown. Coordination should be installation with ligthning arrester. Please clarify with more details and drawings.
Please disregard the installation of a permanent horizontal life line system for this project.
A-602
On Drawing A-602 the room finish schedule calls on rooms 103 and 103A for PT-4 Porcelain tile, however there is no information on the finish material schedule for this item.

In drawing A 602 the finish material schedule refers to ceiling “Armstrong Tile”. This ceiling is the new or the actual?
Finish material schedule refers to new material.
09 90 00
In the drawings/plans A 602 we see that the walls are to be painted in 3 different coatings. But if we see the Specifications, Sub chapter SECTION 09 90 00 PAINTINGS AND COATINGS we see, for example, Epoxy painting is some walls. What is correct; the drawings or the Specifications?
Epoxy system is only applicable on floors for this project.
In the Plan A 602 we see that the one of the finishes of the floor is epoxy, but on the Specifications we didn´t see information regarding that finish of floor. We can assume that the finish of the floor in epoxy?
Epoxy floor system for building T-715 shall be as follows:
SikaFloor 156® for floor leveling, in accordance with the manufacturer's product instructions;
SikaFloor 264® (two coats) , in accordance with the manufacturer's product instructions;
Saw-cut the concrete floor for new joint seals application (6 meter squares). New floor joints shall be Mapei - Mapflex PU70 SL®, in accordance with the manufacturer's product instructions.
All products are considered in an “or equivalent” basis.
In the plans 303 we have the detail e 303 that we have a raised floor. In which materials we do the raised floors?
New raised floor shall be galvanized steel structure, with corrugated galvanized metal sheet and wood paneling, and shall be calculated to support average office loads.
UFC 4-010-01 Glazing and Windows.
33. We kindly request your support clarifying what the proposal revisors are looking for at the below section L paragraph.
“L.4.3.2.1. Provide a detailed QCP to include, as a minimum, the following components to cover all activities, both onsite and offsite, work by subcontractors, fabricators, suppliers, and purchasing agents:
(c) Control, verification and acceptance testing procedures for each specific test to include the test name, specification paragraph requiring test, feature of work to be tested, test frequency and person responsible for each test.”
Do you intend:
a) each test required on the specs, listed, with the frequency and who performs it;
b) a description of the testing identification and an example showing the testing plan and log that will be part of the future submitted QC Plan, and that includes the spec section, description, type of test, frequency and who performs.
The answer is yes. Offerors need to submit how they intend to maintain quality for this area. This will be different for all companies. Offerors should submit what they feel meets that criteria IAW the solicitation with as much narrative they believe is necessary.
