About this file
This is a Questions and Answers document for the LTV MX Repair Blanket Purchase Agreement (BPA) addressing contractor qualifications, work location, operating hours, submission requirements, and pricing terms.
No special certifications are required to work on the LTVs; however, contractors must perform maintenance, inspections, and repairs per the Performance Work Statement, manufacturer recommendations, and industry standards. The majority of repairs will be performed at either McGuire or the contractor's shop, depending on work type, with simple replacements (batteries, drive belts) conducted at the base storage location. Core operating hours are Monday through Friday, 0800-1600, with extensions possible through prior coordination with the asset owner and assigned escort; the contractor may recommend a course of action to the asset owner for repairs that exceed standard hours. Contractors are not required to provide off-road capable vehicles for equipment retrieval, as broken-down LTVs will be returned to designated JBMDL storage areas. Submission requirements include a technical statement, anti-terrorism training certificate(s), medical statement, CLIN prices for items 0001-0006, and evidence of insurance complying with RFO subpart 28.307-2; JBMDL does not need to be added as a certificate holder or additional insured—only a valid current certificate of liability insurance is required. For pricing, line item 0001 Maintenance at quantity 1 unit represents the price per individual vehicle; as a BPA structure, authorized buyers will make calls against this price list as services are needed.

LTV MX REPAIR BPA
Questions and Answers
For your contract, are there any special qualifications or certificates needed to work on these LTV's?
-Though no certification is required, per the PWS section 2 “the contractor will perform maintenance, inspections, and repairs to allow for the continued operation of the LTVs as defined in this Performance Work Statement and per the manufacturer's recommendation. The contractor shall perform to the standards in this PWS. The contractor's maintenance and inspection program shall be based on original equipment manufacturers’ recommendations, contractor expertise, and industry standards.”
Are the majority of repairs--aside from those requiring off-site transportation--expected to be performed at the various locations where the LTVs are headquartered? The majority of the PWS seems to indicate that, however in Paragraph 2.2.4, job site "does not mean being anywhere on JBMDL."
-No, the majority of repairs are not expected to take place at various locations. The specific location will either be at McGuire or the Contractor’s Shop. This will depend on the type of work that needs to be performed. For example, if the repair involves replacing a battery or a drive belt, the expectation is to bring in a replacement and make the change at the base where the machines are stored.
While core operating hours are defined as M-F 0800-1600, if a repair requires going beyond 1600, would that be possible? Since it is often difficult to predict such occasions in advance, what is the process for getting a day-of extension on work hours?
-Prior coordination between contractor and asset owner will ensure that a technician is assigned an escort until the work is complete. If the work required needs to occur at a shop for ease of specialty equipment/tool access, then that’s what will occur.
If going beyond 1600 is unauthorized, is the exception for the contractor to then take the LTV with them to complete repairs or should the contractor come back the following day?
-This will be up to the contractor. I would recommend a course of action be recommended to the owner of the asset so that immediate action can be taken after diagnosing the issue of the equipment.
If a LTV breaks down while supporting range operations or during a training exercise, will the contractor need a vehicle capable of traversing off-road/rough terrain to diagnose/repair said vehicle?
-Negative. The vehicle will return to designated storage area at JBMDL. There will never be a scenario when a contractor will require a vehicle with such capabilities to retrieve our asset.
We would like to confirm submission requirements. We understand the requirements to be a technical statement, anti-terrorism training certificate(s), medical statement, and CLIN prices for items 0001-0006. Are there any other documents that need to be submitted?
-Additionally, please provide evidence of insurance that complies with the insurance requirements listed in RFO subpart 28.307-2.
Does the contractor need to add JBMDL as a certificate holder on our insurance policy or make JBMDL an additional insured to perform onsite repairs?
-No, you just need to provide a valid current certificate of liability insurance.
On the price line items. 0001 Maintenance the quantity is 1 unit each. Would that be the price for one vehicle? Or all 24 vehicles?
-It would be the price for one vehicle. As a BPA, this is the price list authorized buyers will make calls from when the service is needed.
