About this file
This document is a Request for Information (RFI) for Industrial Heating and Cooling Water Treatment Services at Joint Base McGuire-Dix-Lakehurst (JB MDL) in New Jersey, issued by the Department of the Air Force Air Mobility Command. The solicitation (FA448425R0007) seeks a performance-based water chemical treatment contract covering multiple steam and heating systems across various buildings, with specific requirements for water testing, chemical treatment, corrosion coupon studies, and system inspections.
Key details include a performance period with potential option years, mandatory water quality parameter testing, on-site chemical treatment of steam boilers and cooling towers, and specific technical requirements such as testing for nitrites, algae control, and system component visual inspections. The contractor will be responsible for supplying all chemicals, chemical containers, and treatment equipment, with equipment ownership retained by the contractor. The current contract does not fully cover all requirements, and no site visits will be permitted, with sample photos provided instead. Potential contractors must develop their own methods to meet the performance-based requirements outlined in the Performance Work Statement.

QUESFTIONS AND ANSWERS
1) Q: Will the government provide the locations of the systems.
A: The locations are listed in Appendixes
2) Q: Confirm is the QASP due 30days after the award or with original proposal?
A: The QASP is a government document which will be an attachment to the awarded contract. The awardee must submit their Quality Control Plan (QCP) to the contracting officer (CO) 30 days after the award. Reference Performance Work Statement (PWS) paragraph 7.2.
3) Q: Section 2.2 page 3 - A full assessment of system conditions is due 30 days after the award. Will the contractor be able to see chiller tubes and steam boiler water side with visual inspection?
A: The PWS was revised to read a visual inspection of “system components” to limit the inspection to components required to pull a water sample, input chemicals and test according to the requirements. Reference PWS paragraph 2.2.
4) Q: Section 2.3.1 page 3 - How does the government intend the contractor to test for algae?
A: The contract will be “performance based” therefore the Government cannot direct the contractor on how to complete the tasks. Offerors must determine the method to meet the requirement.
5) Q: Section 2.3.1 – does the government mean nitrites instead of nitrates?
A: Yes. It has been corrected.
6) Q: Section 2.4 page 4 – what type of chemical “lay up” is intended by the government? Vapor corrosion inhibitors.
A: The contract will be “performance based” therefore the Government cannot direct the contractor on how to complete the tasks. Offerors must determine the method to meet the requirement.
7) Q: How often is each system to be inspected and tested? Monthly? Closed loops quarterly?
A: Reference PWS paragraph 2.2.
8) Q: Are seasonal systems only tested when online?
A: Reference PWS paragraph 2.1
9) Q: Section 3.4 page 5 – will government purchase all requested chemical by contractor?
A: Refer to paragraph 3.5 and pricing list.
10) Q: What lead time is required for the government to process a chemical request?
A: Reference PWS paragraph 3.1
11) Q: Section 3.6 page 5 – if contractor supplies water treatment equipment who retains ownership? Government or contractor?
A: If a contractor purchases equipment for the requirement, it shall be priced at cost less 5 year salvage value spread equally over the period of performance. Therefore, the contractor retains the title. If the equipment is leased, the contractor prices the lease payments, and the title is retained by the lease owner.
12) Q: Section 3.7 page 5 – How many systems have a filter feeder vs. a standard by-pass feeder.
A: Refer to the Appendixes
13) Q: Can a site visit be scheduled?
A: No. The Government provided sample photos.
14) Q: What is the boiler horsepower or lb/yr of steam for each steam boiler to be serviced?
A: Lakehurst system HP see below, all other information available listed in Appendixes.

A: Reference paragraph 2.3.1.
29) Q: Since there will not be a site visit to the facilities, can the Engineers revise the building systems list to add in the tonnage and water usage of the Boilers and Cooling towers? There are so many variables based on the size of the systems. To give a more accurate cost competitive price for the chemicals for each system we would need that information.

1. Q: Is there glycol in any air-cooled chilled water loop or chilled water tube bundle loop in cooling towers? If so, what locations, building numbers/building names in the Performance Work Statement?
A: The scope does not include glycol except to ensure chemical compatibility Reference paragraph 2.5.
1. Q: On page #19 on Performance Work Statement, Lakehurst Steam Boilers, each pipe# column lists 2. Typically, the 2 Pipe system refers to a closed loop. Are these systems all steam only, or steam to hot water heat exchanger loops?
A: Bldg. 485 is the only steam to hot water heat exchanger.

Items to note:
Several locations can be tight due to mechanical room size limitations (review sample photos).
Several locations require stairs and/or ladders to access, such as locations in basement or on mezzanine Several locations require flightline drivers training for access.
Several locations require coordination for access: controlled areas/minimal occupied facilities.
1. Q: When the chemicals are delivered to the site are they transferred into a base tank or fed out of the package that was delivered?
A: The PWS states, the contractor is to treat the systems, some have pot feeders others are fed with a chemical pump (provided by contractor).
30) Q: Do you mind clarifying section 2.3.12 Corrosion Coupon Study? Are we expected to complete the corrosion coupon studies annually or every other year? Are the 60-day studies to be completed once annually per building or every 60 days per building?
A: PWS paragraph 2.3.1.2.: The contractor shall conduct a 60-day minimum corrosion coupon study of all systems listed in Appendix A and B every other year starting with Option Year 1.
31) Q: I understand the water testing needs to be conducted onsite. Does water testing solely include standard water quality parameters or are there additional water analyses required?
A: Reference PWS section 2.3.1.
32) Q: Does water testing solely include (minimum) water quality parameters listed in section 2.3.1 or are there additional water analyses required? If so, what additional chemicals, organic and/or inorganic, are required to be measured?
A: Reference PWS paragraph 2.3.1. and as outlined in PWS paragraph 2.
33) Q: How many chemicals can be approved for on-base storage?
A: Reference PWS section 3.2.

35) Q: Where are the State or Federal approved disposal sites located?
A: Reference PWS paragraph 10.5.1.
36) Q: When chemicals are delivered to the site, what size are the packages? 5-gallon pails, 15-gallon drums, 30-gallon drums, 55-gallon drums?
A: The PWS states the contractor owns all chemicals, chemical containers, no chemicals shall be mixed on base, and no chemical will be stored on base without written approval.
