The survey findings revealed no asbestos-containing materials in any of the 63 bulk samples collected from 17 homogeneous areas. Lead-containing paint was identified in brown paint on railings and white paint on exterior walls, requiring OSHA worker protection compliance. Microbial growth was observed above ceiling access panels in dormitory "A" spaces and within wall cavities, likely related to HVAC condensation affecting approximately 100% of walls and ceilings in these areas. The report also noted the presence of various hazardous materials including HVAC units containing ozone-depleting refrigerants, illuminated exit signs with batteries, and smoke detectors with radioactive components that require special handling and disposal according to federal regulations.

Dear Mr. Cassidy:

Stantec Consulting Services Inc. (Stantec) appreciates the opportunity to provide Baker+Stanley+Cardno Joint Venture (JV) and the United States Air Force (USAF) with this pre-renovation hazardous materials survey report. The survey was performed at the property referenced above (herein referred to as the Property), on July 26, 2023. The Property is located on McGuire Boulevard, west of the intersection of McGuire Boulevard and POW/MIA Boulevard within Joint Base McGuire-Dix-Lakehurst located in Burlington County, New Jersey, United States of America. Stantec understands that Building 2424 is scheduled to undergo extensive renovation, including renovating bathrooms and bedrooms and replacing window flashings and flooring materials.

The purpose of this assessment was to evaluate for the presence of asbestos-containing materials (ACMs), lead-based paint (LBP), microbial growth, and other hazardous materials that would require special handling and/or disposal in accordance with applicable federal, state, and local regulations.

BACKGROUND

Stantec was retained under the Baker+Stanley+Cardno JV to conduct a pre-renovation hazardous materials survey of accessible materials in support of the planned renovation of the Property.

The Property consists of Building 2424, a three-story dormitory building comprised of approximately 60,330 total square feet, constructed circa 1997. The interior of the Property is generally finished with drywall and carpet. The exterior of the Property is generally comprised of brick and mortar, stucco, and concrete.

PROJECT PERSONNEL

The survey was performed on July 26, 2023, by Mr. Thomas Causey, Geologist with Stantec, United States Environmental Protection Agency (EPA) Asbestos Hazard Emergency Response Act (AHERA) accredited Building Inspector, and Mr. John Davis, Geologist with Stantec, EPA AHERA accredited Building Inspector.

Lead-paint assessment was conducted by Mr. Causey and Mr. Davis under the guidance of Mr. Jason Stagno, Principal Scientist with Stantec and EPA certified Lead-Based Paint Risk Assessor.

SUSPECT ASBESTOS CONTAINING MATERIALS

Asbestos is a potential health hazard capable of causing respiratory system fibrosis and various forms of systemic cancers. Its condition, handling and disposal are regulated by federal, state, and local agencies.

Materials that contain asbestos generally do not pose a health threat unless the asbestos fibers are disturbed by renovation, construction or demolition, and may then become airborne and inhaled.

The EPA defines a homogeneous area as a surfacing material, thermal system insulation, or miscellaneous material that is uniform in color and texture. The use or application of the homogeneous area is also used to identify suspect ACMs. The EPA and Federal Occupational Safety and Health Administration (OSHA) define ACM as any material that contains more than one percent (by weight) of asbestos (>1%). Only one sample from a homogeneous area with an asbestos concentration >1% is required to collectively identify that material as an ACM. The EPA additionally categorizes ACM as follows:

• Category I non-friable ACM - asbestos containing packings, gaskets, resilient floor covering, and asphalt roofing products containing more than 1% asbestos as determined using the polarized light microscopy with dispersion staining (PLM) method.

• Category II non-friable ACM - any material, excluding Category I non-friable ACM, containing more than 1% asbestos as determined using the PLM method that, when dry, cannot be crumbled, pulverized, or reduced to powder by hand pressure.

• Regulated asbestos-containing material (RACM) - (a) Friable asbestos material, (b) Category I non-friable ACM that has become friable, (c) Category I non-friable ACM that will be or has been subjected to sanding, grinding, cutting, or abrading, or (d) Category II non-friable ACM that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder by the forces expected to act on the material in the course of demolition or renovation operations regulated by this subpart.

Potential asbestos exposure in construction is regulated when construction, alteration, repair, maintenance, renovation or demolition of structures, substrates, or portions thereof contain asbestos. For the purpose of this report, materials with any detectable concentration of asbestos are considered positive.

Sampling and Analysis Stantec conducted a pre-renovation survey of materials at the Property in order to identify suspect ACMs in general accordance with the AHERA sampling guidelines as outlined in 40 CFR Part 763. The location, condition, friability, and the potential for suspect ACMs to be impacted (i.e., disturbed) was assessed and documented. Bulk samples of readily accessible suspect ACMs were collected. Consistent with building demolition and renovation regulatory requirements, building material sampling was conducted regardless of the age and/or condition of the structure. A total of 63 bulk samples were collected from 17 homogeneous areas within the Property. The samples were analyzed by PLM in accordance with the EPA “Method for the Determination of Asbestos in Bulk Building Materials” (EPA/600/R93/116, July 1993). Analysis was performed by EMSL Analytical, Inc. (EMSL) located in Piscataway, New Jersey. This laboratory is participating in the National Voluntary Laboratory Accreditation Program (NVLAP). Additionally, EMSL is also accredited by the American Industrial Hygiene Association (AIHA).

A summary of the asbestos laboratory analytical results is included in Table 1 in Attachment A. The summary table includes the asbestos analytical results of all materials sampled as a part of this survey with details including location, quantity, and type of ACM identified. A sample location figure is provided in Attachment B; a photographic log is provided in Attachment C; laboratory analytical results and bulk sample logs are provided in Attachment D; and personnel and laboratory accreditations are provided in Attachment E.

Findings Based on the findings of this survey, none of the materials sampled and analyzed contain asbestos.

SUSPECT LEAD BASED PAINTS

Lead is a potential health hazard. Its condition, handling and disposal are regulated by federal, state, and local agencies. Lead in paint generally does not pose a health threat unless the material is disturbed or sufficiently deteriorated to produce dust, which may become airborne and inhaled or ingested. Contractors working in the facility should be informed of the type and the location of lead-containing materials.

Applicable OSHA regulations may apply depending on the work being performed.

The United States Department of Housing and Urban Development (HUD) Title X pertains to target housing and child-occupied facilities and is enforced by the EPA. Although the Property is not target housing or a child-occupied facility, Title X was followed as general guidelines. Pursuant to Title X regulations, LBP is defined as paint or other surface coatings that contain lead equal to or in excess of one milligram per square centimeter (1.0 mg/cm2) or more than 0.5 percent by weight. Additionally, worker exposure to materials containing lead during construction work is regulated by the Federal OSHA [29 CFR 1926.62(a)].

This regulation requires worker protection during construction “…where lead or materials containing lead are present.”

Sampling and Analysis Stantec assessed the condition of painted surfaces of the Property and collected paint samples of painted surfaces observed to be in fair and/or poor condition as defined within Chapter 5 of the HUD guidelines. In addition to paint observed to be in fair or poor condition, bulk samples were collected of the predominant paint at the Property. The definitions of paint condition are dependent on the location of the paint and component involved. The following table defines HUD categories for paint condition under various circumstances.

Paint samples were collected by removing the material using hand tools to extract representative pieces.

Hard-sided containers were used to contain the samples of suspect materials. A unique sample number was assigned to each sample.

A total of eight bulk paint samples were collected from the Property. The samples were analyzed using flame atomic absorption spectrometry following the EPA SW 846 3050B/7000B analytical protocol. The samples were submitted to EMSL in Cinnaminson, New Jersey. This laboratory is accredited by the AIHA under the ELAP for bulk paint/coating analysis. Additionally, EMSL is also accredited A2LA.

Findings Based on the findings of this survey, the following paints sampled had detectable concentrations of lead above the laboratory reporting limit that would require compliance with worker protection regulations.

• Brown paint, located on railings and walls.

• White paint, located on exterior walls.

Table 2 in Attachment A presents a summary of the lead analytical results from paint sampled at the Property and sample locations. A sample location figure is provided in Attachment B; a photographic log is provided in Attachment C; laboratory analytical results and bulk sample logs are provided in Attachment D.

OTHER HAZARDOUS MATERIALS

Stantec performed a visual inspection of the Property for the presence of other hazardous materials and Universal Wastes [pursuant to 40 CFR 273.9 and 40 CFR 260.10]. The survey was limited to above grade only and did not include a soil or subsurface investigation. Materials evaluated as part of this inspection included: polychlorinated biphenyl (PCB)-containing units such as lighting ballasts and PCB-containing electrical units (i.e., electrical transformers); lead-containing units such as car batteries or emergency exit sign batteries; fluorescent lighting tubes; mercury-containing units such as light switches and thermostats;

refrigerants, halon, and other Chlorofluorocarbons (CFCs) such as fire extinguishing systems and Freon™ used in association with building drinking fountains; heavy metals as may be found in cooling tower water treatment systems; solvents, paints, fuel (storage tanks), lubricants, and other associated maintenance and cleaning products; radioactive materials that may be contained in units such as smoke detectors, or medical equipment; office materials, supplies, and equipment such as computer monitors and printing supplies, and miscellaneous materials such as unlabeled materials or substances of concern. Stantec’s visual inspection was limited to fixtures and equipment in the Property that were readily accessible. Assessment of these hazardous materials was based solely on the identification placards on the equipment or general knowledge of historical use. If the presence and/or absence of a material was not clearly marked, then the piece of equipment was assumed to contain a concentration of the material in question. No sample collection was performed in the process of identifying other hazardous materials or Universal Wastes.

PCBs in Dielectric Fluid or Fluorescent Lighting Ballasts Although no longer commercially produced in the United States, PCBs may be present in products and materials produced before the 1979 PCB ban. Historically some electrical components used PCBs within the dielectric fluid (transformers, ballasts, capacitors, etc.). As such, if these components are present and are not labeled “No PCBs”, they must be disposed of in accordance with current environmental regulations.

Fluorescent light fixtures were not observed within accessible areas of the Property.

Mercury According to the EPA, fluorescent light bulbs contain varying amounts of mercury and can be hazardous to the environment if they are disposed of improperly. Therefore, the EPA encourages the recycling of mercury-containing light bulbs, regardless of the mercury content. Fluorescent light fixtures were not observed within accessible areas of the Property.

Older style, “silent” light switches and analog thermostat boxes are also known to have varying amounts of mercury contained in ampules that act as an electronic switch. It is not expected that mercury-containing light switches or thermostats will be encountered; however, care should be taken when removing potential mercury-containing equipment to ensure no mercury ampules are present.

Ozone-Depleting Substances The EPA requires the recovery and recycling of refrigerant under the Clean Air Act (40 CFR Part 82, Subpart F). Heating, ventilation, and air conditioning (HVAC) units were observed at the Property and are assumed to contain ozone depleting refrigerant (i.e., Freon™).

Batteries Batteries are required to be recycled and/or disposed of in accordance with applicable hazardous waste regulations. Illuminated exit signs were observed within the Property and may contain batteries.

Radioactive Materials The federal Nuclear Regulatory Commission regulations (10 CFR Part 31.5) provides for the protection of the health and safety of workers and the public from ionizing radiation. Smoke detectors typically utilize a small radioactive source as a key component in detecting smoke particles. EPA regulations require smoke detectors to be disposed of at a nuclear waste facility or returned directly to the manufacturer. Smoke detectors were observed at the Property.

Miscellaneous The following miscellaneous items were observed at the Property at the time of the survey:

• Fire alarms equipped with lights, fire extinguishers, and miscellaneous janitorial cleaning products were observed.

MICROBIAL GROWTH

Mold is ubiquitous in the environment. In order to grow and flourish, mold requires moisture and an organic food source. As such, mold may thrive in areas of water leaks or condensation such as in HVAC systems, roof leaks, sprinkler systems, coolers, refrigeration units, sinks, bathrooms, showers, etc.

Stantec conducted a visual assessment for conditions that would be conducive for microbial growth within accessible areas of the Property. Due to occupancy, Stantec was limited to viewing five dormitory rooms, their associated common bathrooms, and common areas of the Property. Apparent water intrusion and mold was observed above ceiling access panels in all five dormitory “A” spaces accessed. Mold was also observed within wall cavities of two “A” spaces, where portions of the wall had previously been removed.

Water intrusion in the “A” spaces appeared to be related to HVAC condensation and seems to have affected approximately 100% of the walls and ceilings in these areas. Based upon these findings, it is likely this scenario exists in other dormitory rooms throughout the building. Additionally, moisture intrusion may not be limited to the “A” spaces, but could extend beyond into bathrooms and main portions of the dormitory rooms. Stantec also noted the presence of dehumidifying units in each dormitory room observed.

A photographic log is provided in Attachment C.

RECOMMENDATIONS

Asbestos-Containing Materials Based on the findings of this survey, ACMs were not identified. Table 1 within Attachment A presents a summary of the asbestos analytical results of materials sampled as a part of this survey. No additional assessment appears to be warranted at this time. It should be noted however that the asbestos inspection was limited to accessible materials only and did not include underground utilities. Historically, certain underground utility piping has been known to contain asbestos (e.g., Transite pipe). If renovation/demolition of the Property includes removal of onsite portions of underground utilities (storm drains, sewer, domestic water laterals, etc.) or any other suspect material not included within this report, evaluation of the asbestos content of these components must be performed prior to the removal process or be assumed positive for asbestos.

Lead-Based Paint Based on the findings of this survey, lead-containing paint was identified which would require compliance with the Federal OSHA 29 CFR 1926.62. It is recommended that the lead-containing paint be stabilized prior to renovation, refurbishing, or demolition activities. The paint stabilization work should be performed by Licensed Contractors who maintain appropriately trained and certified lead workers.

In general, bulk demolition wastes do not exhibit sufficient lead concentration to be classified as a hazardous waste based on the bulk weight of the waste in comparison to the weight of lead in the painted surface. However, if the paint is stripped, the paint and stripping media may be classified as a hazardous waste and regulations controlling the generation, storage, treatment, transportation, and disposal of lead containing hazardous waste need to be implemented and observed. Additional health and safety requirements and protocols may also be required to prevent exposure and spreading of the waste material.

Ceramic tile was observed at the Property during the survey. Stantec did not collect samples of the tiles as it would cause irreparable damage to the material. Ceramic tile has been known to contain lead glazing.

Consideration should be taken during activities involving disturbing the tiles.

Other Hazardous Materials There are a variety of items within the Property that may contain PCBs, mercury, or are identified to be a Universal Waste. It is recommended that these materials be handled and disposed of in accordance with applicable EPA regulations (40 CFR 273.9 and 40 CFR 260.10). Additionally, EPA regulations require Freon™ related work be performed by EPA certified personnel.

Microbial Growth Areas of microbial growth were observed at the Property. Repairs of moisture intrusion sources and removal of impacted building materials, by qualified contractors, are recommended.

LIMITATIONS

Reasonable efforts have been made by Stantec personnel to locate, sample, and/or identify suspect ACMs, LBP, microbial growth, and other hazardous materials associated with the Property. For any facility, the existence of unique or concealed materials and debris is a possibility. In addition, sampling and laboratory analysis constraints typically hinder the investigation. Stantec does not warrant, guarantee or profess to have the ability to locate or identify all hazardous materials in a facility. The survey is limited in nature, as only full demolition of the Property will reveal all concealed conditions. Additionally, exterior finishes and roofs not included in this survey may contain asbestos. If renovation/demolition of portions of the Property includes removal of on-site portions of underground utilities (storm drains, sewer, domestic water laterals, etc.), or materials not included in this survey, evaluation of the asbestos content of these components must be performed prior to the removal process. Suspect materials identified in these locations are assumed positive for asbestos until sampling and analysis indicates otherwise. Stantec cannot warrant the effectiveness or damage thereof, at any of the patches or temporary repairs performed at sampling locations (walls, ceilings, or floors). This report is intended for use in planning based on the agreed upon scope of work. This report is not intended to be a bidding document. Quantities of materials identified are estimates only and would need to be verified by contractors bidding on future work. If, during the course of a renovation/demolition project, suspect ACMs, LBPs or any other suspect hazardous materials are discovered that are not included within this report, those materials should be treated accordingly until additional sampling, analysis, and/or assessment can be performed.

Additionally, the passage of time may result in a change in the environmental characteristics at the Property. This report does not warrant against future operations or conditions that could affect the recommendations made. The results, findings, conclusions and recommendations expressed in this report are based only on conditions that were observed during Stantec’s survey of the Property and test results provided by EMSL Analytical, Inc. These observations are time dependent, are subject to changing site conditions, and revisions to federal, state, and local regulations. Reliance on this letter report by Third Parties (i.e., other than the Baker+Stanley+Cardno JV) shall be at the Third Party's sole risk.
