FA448425R0004 - B2424 Dorm Renovations

1. A- 202 -9.01 and 9.02 -the description and the arrows shown on the elevation are not matching.

A: Keynote 9.01 should read prep and paint existing window AND door frames.

2. A-202 -8.01-calls for prep and paint door slabs? Can you confirm the scope of work?

A: Prep and paint door slabs.

3. A-202 - 3.05 and 4.02 -what is the difference between the two. Both have the same description A: 3.05 calls out areas that have heavier mildew/efflorescence. 4.02 meant to clean all surfaces of exterior.

4. During the walk through we saw contractors working inside the building, what will be the condition of the dorm rooms once they leave?

A: Current project is to repair the HVAC system and repairs in room. Condition will be same as shown in rooms not currently being worked on.

5. Who is responsible for moving/disposing of all the loose furniture inside the dorms?

A: Contractor is responsible for moving of all the loose furniture inside the dorms.

6. The HVAC grill in the dorm room area is supposed to stay since the equipment is removed, we did not find HVAC unit above the ceiling?

A: This is being done under current project. The gill is to remain.

7. A -201 -Gen Note #9 calls for replacing the missing brick as required, the sow is not clear, can you include this under allowance please.

A: Minimal, if any brick should need replacement. Line item 002 provides an allowance for this.

8. A-506 -Detail # J11-we cannot find where this is required or where is it shown on the elevation or floor plans?

A: Minimal, if any brick should need replacement. Line item 002 provides an allowance for this. N11 and J11 details to be applied in the event of any brick replacement.

9. We did not find any new door or frame required under this project (door schedule), please confirm.

A: Existing doors to be refinished per schedule. Existing door frames to be repainted. Only new doors in project should be C3, at new Laundry Room chase. See new spec 081113- Steel Doors and Frames.

10. Who is responsible for removing/moving the furniture at game room, Lounge and office?

A: The contractor is responsible for moving the furniture in game room, lounge and office.

11. Part 1 – The Schedule -Price breakdown shall include sufficient details to permit an analysis of profit, and all the costs: (i) Material (ii) Labor (iii) Equipment (iv) Subcontractor’s costs as applicable and (v) Overhead. Please share a template.

A: Government does not have a template but should be in CSI format. The total cost amount should be added to the bid schedule Attachment J4 If a detailed price breakdown is not provided, then the proposal won’t be considered.

12. Esc -02 83 00-1.5.2.2 Lead, Cadmium, Chromium Compliance Plan -is this required?

A: Lead Compliance Plan is required.

13. 040300-3.5.2 Joint Sealant and Lead Flashing a. Test existing sealants for asbestos and PCBs before performing demolition-is this required?

A: From Hazmat report, the caulk between masonry unit columns was tested and tested negative so no further sampling is required. If the contractor is at the site and comes across suspected material that was not tested, that is when further testing would come into play, but since that material has already been tested it is assumed not ACM.

14. 04 03 00-3.4.4 Masonry Removal and Replacement -we did not find anything on the plans?

A: Minimal, if any brick should need replacement. Line item 002 provides an allowance for this. This spec section to be applied in the event of any brick replacement.

15. Sec -04 03 00 -3.3.3 Paint Removal -Prior to removal, test existing paint for lead in accordance with -Section 02 83 00 LEAD REMEDIATION. -who is responsible for testing?

A: All testing is to be done by contractor.

16. Sec -04 03 00 -1.5.2.1 Historic Masonry Consultant -is this required? this is a design bid build project – the specification calls for testing, preparing scope of work and fixing it?

Please confirm the scope of work under this section.

A: No historic masonry consultant is required, JB MDL historical society already reviewed project.

17. We did not find information about the appliances required for this project. Please share the model # and the description.

A: Contractor to provide recommendations for base approval.

18. We did not find any model # or description of Washer and dryer information required for this project.

A: Existing washer and dryers to remain

19. The demo plans (AD 110) call for removal of cast stone in dotted lines (20) whereas in A112 it Is not being replaced with new? The keynote # 3.01is not shown for all locations. The sow between AD101 and A112 do not match for precast cap stone.

A: All precast capstones in the courtyard and building are to be replaced.

20. Are we replacing all the precast cap stones in Area B?

A: All precast capstones in the courtyard and building are to be replaced.

21. A401 – keynotes 9.01 is shown at bathroom? there is no window at the location.

A: Disregard keynote at that location.

22. AD -140 – Det F1 shows wall being removed between shower units , whereas A-401 typical det does not show any wall type between the shower units?

A: Existing showers to be removed. Walls between showers to remain.

23. L1.11 says offers shall be submitted via email where as L1.12 says hand carried proposals must be delivered to address mentioned in L-1.12, please confirm what is required for this

RFP ?

A: The preference of the government is electronic submission, hand carried proposals will be accepted as well.

24. Bid Schedule item 0001 says The estimate does not include Fixtures and equipment replacement for the B2424 project, please share the owner furnished Furniture, Fixtures and equipment list.

A: All furniture is currently in the rooms.

25. Instructions to bidders -L-2.2.2- Past performance – this applies to projects submitted under past performance only or projects completed from past 5 years?

A: Provide only references for relevant contracts completed in the past five (5) years

26. L2.2.1-Volume 1 -L2.2.1.1 SF 1442 and solicitation and L2.2.3. Volume III-price – L2.2.3.3 -

SF 1442 both have same description please confirm where this should be included Volume 1 or volume III?

A: Volume I details contract documents Volume II details Pricing

27. Per T-601. There is a 50 Pair Copper and a 12 strand Singlemode fiber that will enter the building from Manhole 15. I do not see a site plan that shows me the location of MH-15.

These cables are to be new backbone cables.

28. 1A) Is this cable new or is it coiled in MH-15 and we just bring it back into the building and re-terminate/test?

A: These cables are to be new backbone cables.

29. Per T-001 the standard ICT outlet is to get (2) Cat 6 cables unless there is a number (X) with the symbol that states a different quantity. Per T-501 the typical ICT outlet is (1) Cat 6.

Please confirm.

30. Per T-001 the DDC outlet is to get (1) Cat 6 cable. Per T-501 the DDC outlet is (2) Cat 6.

31. Will all work be performed during normal working hours?

A: Yes. Unless requested by contractor and approved by COR.

32. Is there any existing BMS control system at this location? If yes, please provide their contact information.

A: The HVAC controls are operated by Industrial Controls shop at JBMDL.

33. What is the anticipated start date and completion date of this project?

A: The Government intends to award a single contract. The period of performance for this effort will be a 365-day period of performance, targeted to begin 30 Apr 2025.

34. Are the Smart meters to be supplied by the Utility companies?

A: No, contractor is to supply smart meters. See Updated specs for AF approved electric meters.

35. Is the project Pop 365 or 360 days?

A: The Government intends to award a single contract. The period of performance for this effort will be a 365-day period of performance, targeted to begin 30 Apr 2025.

36. I there an allowance for PSEG?

A: No allowance will be given, JB MDL owns the utilities in the area of B2424.

37. Is there an allowance for JCPL?

A: No allowance will be given, JB MDL owns the utilities in the area of B2424.

38. Can a Door and Hardware schedule be provided?

A: Door schedule shown A-601. Hardware schedule shown on specification section 087100/3.6, Hardware Sets.

39. Can a plumbing accessories schedule be provided?

A: See Below

a. LAV-1: Casework Lavatory Specification 2.4.5 Countertop Lavatories White Vitreous China, Self-Rimming Lavatory, over counter mount square, center set faucet with aerator, 1-1/4in standard drain (chrome finish), two handle faucet chrome finish, Chrome Plated Brass 1-1/2in P-trap, 1/2in Cold water and hot water press connection supply lines with TMV and shut off valves. Flexible supply lines from Shutoff valves. Confirm size and installation location with Architectural Layout (reference sheet A-401, A1) and countertop cutout.

b. LAV-2: Wall Hung Lavatory Specification 2.4.4 Wall Hung Lavatories

White Vitreous China, Straight Back, concealed carrier wall hung lavatory, 1/2in CW and HW connections with flexible press connection supply lines from shut off valves, TMV installed, 1-1/2IN sanitary connection.

Two handle center set faucet chrome finish with low flow aerator, Chrome Plated Brass 1-1/2in P-trap, Flexible supply lines from Shutoff valves. Confirm size and installation location with Architectural Layout (reference sheet A-401, A7).

c. SHR-1: Shower Specification 2.4.7 Plastic Shower Stalls Specification 2.6.2 Bathtub and Shower Faucets and Drain Fittings

Four Piece White Solid Acrylic pressure molded fiberglass reinforced plastic shower stall. (Coordinate size [30in x 60in] and installation location with Architectural Layout (reference Sheet A-401). 1/2IN Cold and Hot Water connection lines, 2IN Waste connection. Single Control Pressure equalizing shower faucet (chrome) with body mounted from behind the wall with threaded connections; coordinate with Fiberglass shower insert for location and size. Provide ball joint self-cleaning shower heads. WaterSense labeled Shower Head (Chrome). Drain assembly (Chrome) shall be floor mounted and coordinate with the Fiberglass drain opening.

d. SK-1: Laundry Sink {Previously not included in Specification 22 00 00}

Durable White Acrylic Floor-Standing Laundry sink, Confirm size with Architectural Layout (Reference A- 401, E7). Dual- Handle faucet with high-arc swivel spout for flexibility, bras with corrosion resistant chrome finish. Hose threaded spout for easy attachment of utility hoses. Drain assembly is to be Stainless steel, with strainer to prevent clogging. 1-1/2in PVC P-trap, 2IN sanitary connection. Supply lines to be flexible braided stainless steel with shutoff valves that are wall mounted.

e. SK-2: Kitchen Sink {Previously not included in Specification 22 00 00}

Stainless Steel (minimum18 gauge) double bowl (equal size) counter mount kitchen sink. Confirm size with Architectural Layout (Reference A-401, K13) and coordinate with countertop cutout & height. Faucet to be chrome finish with two handle, swivel spout. Drain assembly to be stainless steel with Strainer basket to prevent clogging. PVC P-trap with 1-1/2IN Connection to the 2IN Waste line. 1/2IN CW/HW supply lines to be braided stainless steel with shut off valves. Provide Air Gap connection for the DW connection line.

f. WC-1: Water Closet – Floor Mount, Flush Tank Specification 2.4.3 Flush Tank Water Closets

White Vitreous China, Elongated bowl, floor mounted, tank type water closet. Comfort/ADA height: 16- 19IN Seat height, Rimless Design. Flush tank with dual-flush options, 1.28 GPF WaterSense flushing requirements. Seat to be elongated with High-quality plastic. Provide a watertight seal between the toilet base and the floor flange. Water Supply line to be braided stainless steel with 3/8IN compression fitting to the shut-off valve and tank inlet. Shut-off Valve to be quarter turn angle stop valves, brass with chrome plating, and wall mounted for easy access.

g. WC-2: Water Closet – Floor Mount, Flush Valve Specification 2.4.2 Flush Valve Water Closets

White vitreous China, Elongated bowl, floor mounted, flush valve type water closet. 1.28GPF Flush valve, water savings option. Height is 16-19IN from floor to room for accessibility. Anti-splash rim design. Flush Valve to be manually operated (lever), chrome plated brass for durability and corrosion resistance with vacuum breaker for backflow prevention. Anti-siphon design. Heavy Duty plastic toilet seat with antimicrobial properties, open front. Supply line to be braided stainless steel 1IN in diameter to match flush valve inlet.

40. Is the contractor required to strip and refinish every existing wood door, or only sanding and re-finishing?

A: Intention is to prep door surface to properly accept finish. Sanding and re-finishing is likely adequate for all doors.

41. Some doors are called out be stripped, prepped & refinished. Please provide quantity if not all.

42. Who will be responsible for the 15% wall repairs mentioned on drawings. (note#9.06/A-111) A: The contractor is responsible for this work.

43. New Central stair guard rails & railings will be pre-finished or done in field? (Drawing A-504) A: Pre-finished. Touch-up as needed in field.

44. Will the new wood doors be shop-finished?

A: Should not be any new wood doors in this project.

45. Number of unit that can be worked on at same time.

A: Plan is to follow the proposed phasing plan on sheet A-003. Can be adjusted during construction pending COR approval.

46. "Please provide the following in the specifications for this project

a. Hollow Metal Doors and Frames

b. Flush Wood Doors "

A: Only new doors in project should be C3, at new Laundry Room chase. See new spec 081113-Steel Doors and Frames.

47. "Note 22.02 on A-404, detail K1 describes a “new solid surface drop-in sink, see plumbing”.

The Plumbing drawings do not have a fixture schedule, the Plumbing spec lists countertop tsinks to be vitreous china, under Part 2.4.5. Please advise if the sinks are solid surface or vitreous china, and if solid surface, please provide a make and model.

A: Refer to Plumbing Fixture Information provided for question #40.

48. Is the game room/ multi purpose room going to have LVT or Carpet tile?

A: The Game Room C02 and Lounge C03 is existing to remain per user direction, see IN601

(ETR).

52. Please confirm all dimensions, as per A-502:

a. Capstone L18 is shown to be 10 ½” wide in the detail which would have the railing at

7-1/2’’ wide, but on the Plan Layouts (such as L1 & L7, the cap width is called out as 15” wide which would have the wall at 12’’ wide). Please clarify.

b. Capstone 13 is shown as 2’-5” wide but the plan views for L1 & L7 call these out as 27” wide. Please clarify.

c. Please confirm that the 19” wide section on Plan Type E (A4) is a flat 4” thick piece.

d. Capstone Type G (A7) – Is this flat or is it sloped in some manner – what is the thickness? It appears to be segmented into 15 individual pieces. Is this correct?

e. Are there Cast Stone specifications? If so, please provide.

A: Dimensions and locations of capstones shown on drawings are based on as built drawings, photos, and field visits and are intended for bidding purposes only. All dimensions and quantities should be field verified prior to fabrication.

53. Attachment-J11_ PPQ page no 2 of 7 Note: states “If offeror holds or has held other contracts with your agency/organization in the last three (3) years, please complete separate Past Performance Questionnaire forms for those contracts as well”. Is this applicable for current solicitation? A: Yes, applicable past performance for separate contract with the same agency must be submitted separately.

Attachment M1_ Evaluation factors for Award- M-3.1.1 Recency: To be determined recent, offerors may submit up to three (3) project references that have been awarded, completed, or are ongoing within five (5) years from the date of this solicitation. Please confirm ongoing projects are also relevant to PPQ submission.

54. Attachment L1_ Instruction to offerors section-L-2.2.2.4 states that: The evaluation of past performance information will consider past performance information regarding predecessor companies, key personnel who have recent, relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition and when a teaming arrangement or joint venture is present. Kindly clear what exactly needs to submit along with Performance Surveys. (Do we need to submit any certificates and credentials of Key personnels /predecessor companies)?

A: Please submit all information relevant to the past performance questionnaire.

55. Are there are any communication requirements for this bid, particularly in relation to two-way radios for public safety?

A: There are no two-way radio requirements for this bid.

56. All bathroom doors (D3) are existing and being refinished. There are mirrors on these doors and no new mirrors scheduled. Please confirm if new mirrors are required A: Remove and replace existing mirrors.

57. Are kitchen appliances and laundry equipment part of the contractor scope? If so please provide schedule.

A: Contractor to provide recommendations for kitchen appliances for base approval.

Existing laundry equipment to remain.

58. A-401 note 9.01 shows paint window frames but note points to an interior wall, please clarify what that note should be.

A: Keynote 9.01 should read prep and paint existing window AND door frames.

59. A404, section K1 medicine cabinet with question mark. There are existing Medicine cabinets in all dressing areas and new cabs noted in specs, please confirm all medicine cabs will be per specifications, none detailed on drawings. There are also additional toilet accessories in specs but not shown on drawings, please confirm accessories required for each bathroom.

A: Disregard question mark on A404. Medicine cabinets are in all dorm rooms. All toilet room accessories are on specifications and drawings.

60. IN001 schedule shows SS-2 solid surface window stools. Are all window stools being replaced in all dorm rooms?

A: Yes, all new window stools and blinds for the dorm rooms.

61. Precast Terrazzo shower floors are listed in spec along with acrylic showers. Please confirm all shower floors will be acrylic and match shower walls.

A: Provide an acrylic shower base.

62. Natural door refinishing – what is expected preparation, light sanding or down to bare wood?

A: Intention is to prep door surface to properly accept finish. Sanding and re-finishing is likely adequate for all doors.

63. Is there an asbestos, mold, universal waste/PCB, lead based paint report for the project?

A: HAZMAT survey provided.

64. Existing center stairs have embedded anti-slip strip, will new stairs be required to have same treatment? If so, please provide basis of design.

A: Provide embedded anti-slip strip. See revised specification section 055013- Miscellaneous Metal Fabrication/2.8.

65. Are there fire alarm speaker/strobe devices in the dorm rooms presently? If yes, are they in working order, can they be re-used?

A: The scope of work is not to provide additional notification appliances in the dorm rooms.

Only move and reinstall existing devices if required.

66. Does the existing FACU have the capacity for all the new fire alarm modifications?

A: Yes, it should. There are only a few fire alarm devices being installed as part of this project.

67. How should the cost be broken down?

A: Pricing shall include a separate detailed breakdown of ALL cost elements to include: material, labor, equipment, subcontractor’s cost and overhead.

The total cost amount should be added to the bid schedule Attachment J4 If a detailed price breakdown is not provided, then the proposal won’t be considered.
