About this file

This document is a Questions and Answers (Q&A) log for Solicitation FA448425Q0010, a Dorm Furniture Refresh project for the Department of the Air Force Air Mobility Command. The solicitation is a 100% small business set-aside with a NAICS code of 337122, seeking a contractor to replace furniture in two military dormitory buildings (5215 and 2624). Key details include a requirement for wood construction furniture (not wood laminate), with specific quantities of items like three-drawer beds and wardrobes. Some furniture items will be delivered to a warehouse, and the contractor is responsible for removing and disposing of existing furniture.

The solicitation requires contractors to navigate military installation security, with background checks and employee access lists taking 3-5 calendar days to process. Contractors will work directly with the Dorm Manager, and no site visit is currently planned. Delivery logistics involve potential challenges such as possible occupied rooms, no relocation of current occupants, and no covered assembly areas. Quotes are due by 2 PM EDT on 18 April 2025, to be submitted electronically to SSgt Alexander Kouba. The government intends to award a firm-fixed price contract, with pricing to be completed using the attached Pricing Sheet.

EXAMPLESOWEX:
Attachment 2Is this solicitation a Buy American Act Solicitation?Yes. Per the clauses listed in Attachment 2 it is also covered in there.1-Apr-25
SOWWhen referring to "wood construction" would that include wood laminate furniture?Wood Laminate would not be an acceptable alternative and not considered wood construction for this requirement.1-Apr-25
SOWWanted to get a confirmation on quantites due to how it is broken up on the Pricing sheet and SOW. You have 93 and 65 on everything except for the pop up three drawer bed and three drawer wardrobe which is 95. Is this correct.Per the SOW there will be a number of furniture items going to a warehouse and not an actual dorm room. These pieces are included in the CLINs for the bldg specific items but won't be in those buildings. This covers the discrepiency that you have noted.1-Apr-25
Solicitation DocWill there be a site visit for this solicitation? No. The Government does not currently find the need for a site visit to be required. If sufficent reason is provided that one should be done it may be considered.1-Apr-25
SOWWhat is the layout of the dormitory? What interior obstacles will be in the way? For example number of floors, size of doorways, narrowness of corridors. Are there elevators?Working on getting floor plans to show number of rooms on each floor and the layout. 5215 and 2624 are 3 story buildings with interior stairwells. The stairwells and hallways aren't narrow. 5215 has a personel elevator but no cargo elevator and 2624 has no elevator.1-Apr-25
SolicitationWhat is the situation with the present occupants? Is there personal property within the rooms? It is not known at this time whether occupants will be within the buidling when delivery is occuring. Bldg 2624 is known to have personal items in the rooms.1-Apr-25
SolicitationWill occupants be notified to remove personal items if they exist? How much personal property is in these rooms. What actions will be taken if they aren't reached?Again, not known whether the rooms will be occuiped at the time of delivery but occupant will be required to move their own personal property and coodination should be made with dorm management if needed.1-Apr-25
SolicitationWill there be dorm management staff present to assist with dorm matters during work.Yes. The award will have the Dorm Manager as the POC and will be a coordinatetion point for the work.1-Apr-25

SolicitationCan occupants be relocated to temperary rooms while their rooms are being worked on?It is not known at this time whether occupants will be within the buidling when delivery is occuring. If there are occupants they will not be relocated while delivery occurs.1-Apr-25
SolicitationHow will contractor handle existing damage to rooms that might have to be dealt with before new furniture can be installed? If there is existing damage then please notify the Dorm Manager. 12SolicitationAre the new furniture items stored in the same place? Are the items labeled and accessible? Will the contractor have to visit several locations to pick up different furniture items? Not sure I understand the question. The contractor will be providing the furniture items, not the Government.1-Apr-25
SolicitationAre these new furniture items stored in a orderly way so that the contractor can access them readily?Again, the items will be provided by the contractor. Not the Government.1-Apr-25
SolicitationWhere is the storage facility in relationship to the dormitory? Drive Time? How are the items stored? No storage facility is being used for the furniture items prior to install. There is room for storage trailers at the dorms. Roughly 30 feet from the dorms.1-Apr-25
SolicitationWhat is the degree of furniture assembly required? How fast can these new items be unpacked and assembled? What is availability of an assembly area where tools and crew can work? Can work be done in the rain? Not sure I understand the question. But there is not a covered area around the dorms that could be used for unpacking under the influence of rain. Weather would be considered an act of God and a proper reason for delay if applicable.1-Apr-25
SolicitationCan these items be assembled in the rooms or hallways? Is there space to put together items in the dorm rooms? What assembly tools will the contractor need to bring?Items can be assembled in rooms and the hallway if needed. It will be up to the contractor whether they would like to use demo trailers or transport the old furniture in the delivery trucks.1-Apr-25

SolicitationIs the contractor required to disassemble old items and pack them in any way for future use? Where are items going to?If the contractor wants to disassemble the old furniture for transport that is up to their discretion. Items being replaced are left to the contractor to coordinate disposal.1-Apr-25
SolicitationWill the contractor be required to leave the military installation and pass through security and inspection delays during the day? Are vehicle passes needed?Contractors will not be provided lodging on the base and will be required to come onto the installation for work performance on a daily basis. Passes will most likely be needed.1-Apr-25
SolicitationHow many trucks and men will be required? That is for the contractor to determine.1-Apr-25
SolicitationWhat security checks are required for the men? What documents are needed? How long does this take? How easily can men be added and removed from the labor force?Personal coming onto the base will be subject to a background check. Access will be done via a Employee Access List (EAL) which can be provided after award. It takes around a 3-5 calendar days for new personal to be add and removed from the EAL.1-Apr-25
SolicitationWhat is the final inspection? How detailed? Can work be done in phases with billing occuring when each phase is completed?Inspection will occur throughout the delivery as defective items won't be accepted. Work cannot be done in phases and progress payments will not be authorized.1-Apr-25
SOWHow many floors are in Bldg 5215?There are three floors to Bldg 5215. The SOW will be updated to properly reflect this.1-Apr-25
SOWHow many sets can we install per day? This will be up to th contractor. However many sets can be completed during the work day will not be directed by the Government. Rooms are persumed to be available for delivery throughout the delivery time frame.1-Apr-25
SOWIs the volume of goods being removed from each room more, less, or equal to the volume of goods being requested to install? The items being removed should be one to one with the goods being installed aside from the items that will not be unpacked and placed in the Dorm Warehouse per SOW1-Apr-25
SOWThe SOW states, "If needed, while delivering the removed furniture to the Dorm Warehouse facility (B5601) on Dix, there will be a loading/unloading dock" and "Removal of existing furniture items in each room. The contractor shall provide for all disposal services related to this project to include removal furniture, packing materials and trash." Please clarify if removed furniture from dorms is being disposed of or going to warehouse (B5601) with the extra furnishings ordered to be delivered to the warehouse. This SOW language is going to be changed as it has caused confusion. All of the furniture being replaced is being disposed of by the contractor and will not be retained by the Government.1-Apr-25
SOWIs the existing furniture, that will be removed/disposed, the exact type and quantity as what will be replacing? As the furniture that is being installed is not known by the Government, No. But the same quantities will exist aside from the pieces that will be getting delivered to the Dorm Warehouse and not unpacked.1-Apr-25
