To the extent that information contained in the Q&A’s differs from the solicitation requirements, the solicitation requirements will control.

1. Can the government please provide the specific mailing address?

2. The proposal preparation instructions (page 69) seems to be incomplete. Could you please give us some specifics on how the proposal is to be organized? (font, page count, table of contents, tabs, etc.) How many copies of each Volume are required? Is an electronic copy (disk) required?

A: See Proposal Preparation Instructions in Amendment 1.

3. Information is given on hand carried proposals, but to what address should we send a proposal that is not being hand carried? Can the proposal be submitted electronically via email?

A: See Proposal Preparation Instructions in Amendment 1.

4. Is the current contractor a teaming partner with a Blind Vendor on this contract?

A: The current contract was not awarded to the State Licensing Agency.

5. Please provide the Schedule B CLIN pricing for the current contract.

A: All publically releasable contract information is available through the Federal Procurement

Data System website.

6. Please provide the contract's annual dollar value.

A: The contract was awarded in 2015 with a value of $42,991,826.00.

7. DFAC 5502 was the first stop during the site visit. There is no 5502 listed in the CLINS. Will you be adding 5502 in an amendment?

A: Building 5502 is used to support field feeding operations (COL). Please refer to PWS paragraphs 1.8.6.1 and 1.8.6.2.

8. Please confirm that this proposal can be submitted electronically. If not, please advise on the appropriate delivery methods.

9. Since this solicitation is set aside 100% for Total Small Business, the HUBZone Price Evaluation preference is inappropriate. Will the Government remove this provision?

A: No.

10. Will the government consider establishing a CLIN specifically for Site Overhead costs?

A: No.

11. PWS paragraph 1.7.5.1 discusses Short Range Closure and Openings of Dining Facilities. During these periods of short-range closure will the food service contractor be the only party, with sole control of the building, in order to ensure proper control of government property is maintained? If not, will the facility be signed back over to the Government during the closure period?

A: After contract award, property and equipment will be signed over to the contractor. See PWS paragraph 6.1.

12. PWS paragraph 1.7.5.2 discusses Long Range Closure and Openings of Dining Facilities. During these periods of long range closure will the facility and property be turned back into government control, thus releasing the contractor of any liability?

A: After contract award, property and equipment will be signed over to the contractor. See PWS paragraph 6.1.

13. PWS paragraph 1.9 requires the contractor to provide meals and beverages for remote food service.

How is the Contractor paid for this service, since it is outside of normal dining facility operations and there is no separate CLIN for this?

A: PWS paragraph 1.9 states “The contractor shall prepare meals and package it in mermites

(insulated containers) for pick-up by the units during the normal scheduled meal hours unless directed by the contracting officer IAW this PWS.” Additionally PWS paragraph 1.9.1 states, “Warming and cooling beverages are paid for by the government and may be requested by any unit approved to eat at the dining facilities”.

14. PWS paragraph 2.9 requires the Contractor to provide supplies to operate the dining facilities. Who provides the disposable products in case of a dishwasher outage?

A: Per the PWS, the contractor shall provide all the necessary supplies to operate the dining facilities except where noted as government furnished.

15. A dishwasher outage could be for an unforeseen amount of days and offerors cannot estimate this cost; will the government provide disposable products for use during dishwasher outages?

A: Per the PWS, the contractor shall provide all the necessary supplies to operate the dining

16. Will the Government reimburse the food service contractor for the use of supplies during a dishwasher outage, the repair of which is controlled by another contractor?

A: No. Per the PWS, the contractor shall provide all the necessary supplies to operate the dining

17. PWS paragraph 2.9.1 describes the consumable supplies that the contractor is responsible for. Will the government provide the toner and ink for the AFMIS printers? If not, will the Government provide the number and types of printers by buildings?

A: The government provides the initial issue and the contractor replenishes stock. There is one printer per building.

18. PWS paragraph 2.9.1 states "the contractor is only required to supply hand sanitizer at the entrance wash stations if those units are inoperative." Who does the food service contractor notify in the event of any of the hand sanitizer stations which may be broken or empty?

A: The contractor will notify the 87 FSS Food Service Program Manager

19. Could we get more clarification as to what type of hand sanitizer is acceptable as a replacement?

A: Any sanitizer that meets the Tri Service Food Code.

20. Will the Government provide historical data regarding the units' (hand sanitizers) periods of inoperability so that offerors will have a better estimate of this cost?

A: The government does not track this data.

21. PWS paragraph 2.10.4.2 describes the use of thermometer for refrigerators and freezers. Does the government provide the initial supply of thermometers for refrigerators, freezers, grills, ovens, etc.?

A: Yes, they are government furnished equipment.

22. Who is responsible for policing the area around the small pond on the driveway side of building

5555?

A: Per PWS paragraph 2.18, “The contractor shall clean and maintain the grounds 25 feet around each facility, prior to each meal.”

23. PWS paragraph 3 .1.2. requires contractor employees to be able to read, write, speak and understand

English. Will the Government consider adding the statement "to the extent necessary to perform their duties"?

A: All employees must read, write , speak and understand English.

24. PWS paragraph 3.1.3. requires contractor employees to be able to pass a background investigation.

Does the Government require all employees to have a background check and, if so, does the Government conduct the investigation? If not, what level of background check does the Government require? This will affect offerors pricing of the requirement if necessary.

A: Refer to Attachment 4 of the solicitation.

25. PWS paragraph 3. 7. requires contractor personnel who require access to the base network to complete government directed network training. How long is this training?

A: Training is computer based that takes an estimated 1 hour.

26. PWS paragraph 3.8.2 states "The contractor is responsible for selecting and providing uniforms for their employees. The contractor must have uniforms available for all newly hired personnel. Chef coats, aprons and hats shall also be the responsibility of the contractor." There appears to be some conflict here, one sentence states the contractor is responsible for selecting and providing uniforms, then is goes on to state chef coats shall also be the responsibility of the contractor. It appears the government has a predetermined idea of what it wants the contractor personnel to wear for uniforms. Could we receive clarification in this area?

A: The contractor is responsible for employee uniforms.

27. PWS paragraph 3.8.2.1 states a minimum standard for the contractor uniform, and then provides a source. What latitude does the contractor have to procure uniforms when the government mandates such tight standards for contractor to abide by?

A: The PWS only states uniforms quality must be “equal to or better than…..”.

28. The solicitation did not include an appendix that shows government furnished equipment. Could we be provided a listing, by building, of all government furnished equipment?

A: Attachment A5 - Inventory, added. See Amendment 1 to the solicitation.

29. What is a lead cook? The Service Contract Act Directory of Occupation, 5th edition is silent on this position. Has this position been subject to conformance? Could the Government provide SF 1444?

A: Labor categories are defined by the collective bargaining agreement (CBA). In accordance with the Service Contract Act, the CBA functions as the wage determination for this requirement.

30. The Collective Bargaining Agreement provides wages for the FOB facilities. When are FOB wages paid? Could the Government expand on its intent and desires for the FOB operation?

A: The contractor would invoice under the COL (FOB) CLIN when required to operate at the

COL.

31. What is the current annual cost?

A: All publically releasable contract information is available through the Federal Procurement

Data System website.

32. What is the total contract cost?

A: The contract was awarded in 2015 with a value of $42,991,826.00.

33. When did Building 5555 come on line? Was there a modification issued to include 5555 into the contract? If so, what is that modification number? Could the Government make that modification available?

A: Modification number P00015 to add DFAC 5555 was released on 11 Sep 2017. All publically releasable contract information is available through the Federal Procurement Data System website.

34. How will the Government determine if an offeror is a responsible bidder?

A: Offerors should already be familiar with FAR 9.104-1.

35. Could the Government add a CLINs for project management cost in lieu of an offeror having to add those cost into the established quantities?

A: No.

36. Would the Government consider a CLINS for the phase-in?

37. The PWS at paragraph(s) 1.7 and 1.8 provide requirements for primary and overflow facilities. 5610 and 5640 are identified as overflow with a minimum of 179 days of operation. The Supplies of Services and Cost/Price list establishes 5610 as primary and open 365 days per year. Is this correct?

A: Estimated quantities revised to match PWS. See Amendment 2 to the solicitation.

38. How many carry out meals are served on a monthly or annual basis?

A: The government does not track this data.

39. How many field or away meals are served annually?

A: There were 62,830 mermites provided from Dec 18 - Apr 19. The government did not track this data before Dec 18.

40. How many beverage requests are made annually? How many servings are required to support those events?

A: The government does not maintain historical data. Units identify how many servings they require.

41. How many MRE’s will be issued in a year?

A: The food contractor does not issue MRE’s.

42. How many snow events are anticipated each year?

A: Snow events are not predictable.

43. Are there any Reserve and Air National Guard weekends? If so, what is the number of weekends per month and the average headcount?

A: There are 2 Reserve and Air National Guard units that hold 1 training weekend per month.

Maximum headcount when both units are supported: Breakfast - 80, Lunch - 350, Dinner - 100.

44. CLINS 0007, DFAC 5555 is a primary dining facility with 2 identical but independent, fully functional sides. One side is open 365 days with both sides open simultaneously an estimated 90 days.

CLINS 007AC states “shall operate both sides of dining facility 5555 in accordance with the PWS.” This appears that DFAC 5555 is operational 455 days per year. What cost is to be included in CLINS

0007AC? Is it 90 days of the additional second side or the cost of two sides?

A: SLINs 0007AC and 0007AD cover the cost to operate BOTH side of DFAC 5555. SLINSs

0007AA and 0007AB are used when only one side is operating.

45. In regards to the CLIN schedule, there are no CLINS for the “Short Range Closures” mentioned in

PWS 1.7.5.1. If normal end of day cleaning is all that is required for a short range closure, is the

Government responsible for monitoring refrigerator temperatures during the closure period?

A: As government furnished property/equipment, the contractor will be responsible for monitoring refrigerator temperatures during the closure period.

46. The Proposal Preparation Instructions beginning on page 68 do not provide information as to how or where the proposal is to be submitted with the exception of offers being hand carried. How many copies are required? Are digital copies required? Can the proposals be shipped or submitted via e-mail?

A: See Proposal Preparation Instructions in Amendment 2.

47. Appendix 4, Historical Workload does not include building 5610. Can this information be provided?

A: 5610 has not been operational in the past 5 years. When operational, workload would be similar to 5640.

48. Please confirm that CLINS 0007AC and 0007AD are for the additional cost to operate only the second side of 5555 and that the initial side will still be invoiced on CLINS 0007AA and 0007AB during the 90 days period both sides are projected to be open.

A: SLINs 0007AC and 0007AD cover the cost to operate BOTH side of DFAC 5555. SLINSs

0007AA and 0007AB are used when only one side is operating.

49. Will you include FAR Clause 52.208-9 in the solicitation?

50. Are looking for a technical response?

A: Per the Proposal Preparation Instructions, “The response shall consist of two separate parts;

Part I - Price Proposal, and Part II - Past Performance Information.”
