Grounds Maintenance Services

Questions and Answers

27 April 2018

Question 1: Who is the incumbent contractor and what is the contract number?

Answer: The incumbent contractor is SC Jones Services, Inc. The previous contract number is FA4484-14-D-0001.

Question 2: Can you please send me the last contract award price and pricing sheet if any?

Answer: The previous contract’s total award amount is $8,302,359.11. The pricing sheet will not be released.

Question 3: What is the value of the incumbent’s contract and who is the present incumbent contractor?

Answer: Please refer to Questions 1 and 2.

Question 4: What is the distance/mileage from McGuire to the Lakehurst facility?

Answer: Various public methods could provide estimated distances and routes between these locations.

Question 5: Paragraph 1.1.2 of the Performance Work Statement (PWS) requires the contractor to remove vegetation from expansion joint/cracks in sidewalks, driveways, curbs and other hard surfaces. Please clarify and identify as to what are other hard surfaces you require the contractor to maintain.

Answer: As stated in PWS 1.1.2., the contractor shall edge sidewalks, driveways, street edges, curbs, curb gutters and other hard surfaced areas (examples: concrete surfaces surrounding hydrants, air conditioners) located within the improved grounds.

Question 6: Paragraph 1.1.4 of the PWS identifies aeration to be performed on imp-grounds of

152 acres when you combine the 5-TE in the Appendix A. You have two maps that basically only indicate areas of mowing, and you have five TE exhibits that only show a quantity for aeration. For clarification please provide some form of identification (map) for these areas of aeration that are required.

Answer: As stated in PWS, Appendix A, estimated quantities are listed for acres of aeration and stated in PWS, 1.1.4, within improved grounds.

Question 7: Paragraph 1.1.5.2 of the PWS identifies munitions areas as improved grounds requirements and to reference appendix B, without a building number for reference to go by. We cannot determine the actual area on the Map to see severity of obstacles/bunkers. Please provide clarification as to where this area can be identified on the Appendix B maps.

Answer: As stated in PWS, 1.1.5.2, area is located at east end of Service Rd and was a specific stop at the site visit conducted on April 16, 2018. The site visit meeting minutes are available on FBO.

Question 8: Paragraphs 1.1.6., 1.1.6.1., and 1.1.8 of the PWS discuss the disposal of policing debris, trash receptacle debris, and leaf removal debris. The bid schedule indicates the service is required to be performed 7 months, which we assume is during the growing season.

Answer: Please refer to attachment A8 – Pricing Schedule, which lists Remove

Debris/Police Grounds and Maintain Trash Receptacles as 12 Months and Leaf Removal

Improved Grounds as Acreage.

Question 8b: What are the annual anticipated events/frequency that this requirement/service is to be performed?

Answer: As stated in the PWS, 1.1.6, the contractor is required to police areas to maintain a neat and professional appearance. As stated in the PWS, 1.1.6.1, the contractor shall determine the emptying schedule to insure that the containers do not overflow. (For solicitation purposes, trash receptacles are emptied approximately weekly). The contractor shall pick-up any trash that has overflowed onto the grounds surrounding the trash receptacle for a distance of 50 feet. As stated in the PWS, 1.1.8

Leaf removal must be completed within 3 days upon issue of the work order by the CO or

COR.

Question 8c: The Airfield Pavement Areas total 719 acres. Please confirm that these are the accurate quantity for hard surface area within the designated airfields?

Answer: As stated in the PWS, Appendix A, the quantities are estimates only and do not represent or guarantee the exact quantities or workload to be performed under any resultant contract. Actual quantities may vary during contract performance due to the addition and deletions of base facilities, streets, and parking lots. There will no additional costs to either party due to these variances.

Question 8d: Other areas stated include Petroleum, Oil, Liquids (POL) storage area, but the quantities are not listed anywhere in the appendixes. Please provide and clarify the quantity/acreages for each individual area.

Answer: As stated in the PWS, Appendix A POL storage area estimated quantity falls into Airfield Pavement Areas.

Question 8e: Perimeter Fencing & BASH is designated as other area as deemed necessary for security purposes. Please provide clarification regarding total annual quantity/acreage, linear footage and frequency.

Answer: As stated in the PWS, Appendix A, estimated quantities are listed.

Question 9: Paragraph 1.1.11 of the PWS states that pruning of shrubs, hedges, and other plants is accomplished by issuance of work order only. Within the three appendixes you have 1365 plants that will require trimming. You also have in the bid schedule CLINs this requirement is to be accomplished for 7 months.

Question 9a: Please confirm this total of 1365 is the correct quantity?

Answer: As stated in the PWS, Appendix A, the quantities provided are estimates only and do not represent or guarantee the exact quantities or workload to be performed under any resultant contract. Actual quantities may vary during contract performance due to the addition and deletions of base facilities, streets, and parking lots. There will no additional costs to either party due to these variances.

Question 9b: Please provide clarification as to how many events for pruning/trimming of the plant life occur annually?

Answer: This is a performance based Firm-Fixed price Requirements type contract, therefore the Government does not dictate the contractor how to run their operation and it is the responsibility of the contractor to provide an accurate proposal that covers their costs throughout the performance of the contract.

Question 10: Paragraph 1.1.12 of the PWS states that vegetated beds maintenance requirements are accomplished only by issuance of work order for 7 months during the growing season we assume.

Question 10a: Please confirm the requested services are only performed during the 7 month growing season.

Answer: Per Attachment A8 – Pricing Schedule, service is performed 7 months.

Question 10b: There are 6 requirements stated, which require materials/supplies that will be needed to accomplish any one of the requested requirements. Who provides these needed materials or supplies to accomplish these tasks?

Answer: To clarify, materials/supplies will not be provided by the Government and will be the contractor’s responsibility to acquire.

Question 10c: The Government states that the Air Force standards in maintaining the beds free of weeds should not exceed 2 times per month, so this is basically 14 times per growing season. This service is only accomplished by issuance of a work order. Please clarify or confirm the Air Force intends to issue a work order twice a month to maintain the assigned beds free of weeds and how does the government intends to issue a work order the other 6 requirements workload services stated within this paragraph.

Answer: As stated in the PWS, 1.1.12 this service will be issued as a work order by the

CO or COR. The Air Force standard for maintaining beds in a weed free condition should not exceed 2 times per month.

Question 10d: If you intend or require the contractor to provide the needed materials and or supplies, valuable data is needed. Please clarify as to the quantity of material/supplies will be needed for each of the 6 stated requirements of service needed.

Question 10e: Your bid schedule indicates costing for McGuire-O&M funds, and ANG funds, but the appendixes only show 1,173 sq. yd. for ANG funds and NO estimated workload quantity for McGuire-O&M funds is listed. Please provide clarification on workload quantity needed for McGuire-O&M funds.

Answer: Corrections were made to Appendix A of the PWS. Estimated square yards were added for McGuire O&M Vegetative / Inert Beds and Related Areas.

Question 11: Paragraph 1.2.4 of the PWS states that this requirement has two service listed to be performed by the contractor which includes mowing and removal of sapling and large trees, and that mowing is to be maintained at 7 to 14 inches.

Question 11a: Will specialized clothing/garments be required when performing any work within the specific areas?

Answer: As stated in the PWS, 4.20, the contractor shall be responsible for providing services under this contract IAW all base, local, State and federal occupational safety requirements. The contractor shall ensure that all services are conducted safely at all times. It is the contractor’s responsibility to determine, identify, and provide any specialized clothing/garments if required.

Question 11b: Appendix A does clearly identify these 5 listed areas. Please provide a map to clarify these locations marked on the Map.

Answer: All sites are identified in Appendix B, TE-1.

Question 12: Paragraph 1.3.4 of the PWS discusses a restriction for mowing a tri-angle identified in Appendix B and that NO mowing is allowed on this semi-improved area between

May 1st and August 15th and possibly longer.

Question 12a: There is an area marked in pink/orange on the south west end of the runway. Is this the area in question?

Answer: BASH locations are identified in Appendix B, TE-1, TE-3.

Question 12b: What are the average amounts/frequencies that the airfield is mowed annually?

Question 13: Paragraphs 1.6., 1.6.2., 1.6.2.1., and 1.6.2.2 of the PWS state that Snow Removal at NAVAIR areas/location are to be identified on Appendix K, but maps were not provided for the contractor to review the specified areas. Appendix B page 38 item #17 shows sidewalk snow removal per inch linear footage of 13,742 ln ft., but item 17 does not indicate anything regarding measurement quantities for ENTRYWAYS OR PARKING LOTS. So for sidewalks, the quantity/measure is a fair understandable measurement unit of ln ft. gives an evaluation of 2.6 miles of sidewalks for the contractor to clear/perform snow and ice removal. To provide a quantity for entryways which we assume an entry into a parking lot form a street, and measurement for parking lot, please provide the contractor with Square Footage quantity.

Question 13a: Please provide the Snow Removal maps.

Answer: These maps were incorporated into the contract with Amendment 0001 and posted to FBO.

Question 13b: Please provide the contractor with square footage quantity.

Answer: Entryway quantity estimates are listed in PWS Appendix B, Sidewalk Snow

Removal per Inch. As stated in the PWS, 1.6.4, the contractor shall remove, as directed by the CO or COR, all snow accumulations from pavement areas to include streets, parking lots, driveway areas, and airfield areas. The contractor shall supplement the JB

MDL (both at the Lakehurst and McGuire sites) CE in-house snow and ice removal with equipment / labor as required.

Question 13c: What is the annual snow fall totals for the McGuire region and what are the average events/times for snow fall/storm during the winter per season?

Answer: The Government will not provide historical data, however, there are various public and commercial methods that could be utilized to obtain historical data for estimation purposes.

Question 13d: Please provide clarification as to what the government meaning/intent for entranceways of snow/ice removal is it for a bldg. or parking lot.

Answer: As stated in the PWS, 1.6.2 the contractor shall remove snow and ice accumulations from the designated sidewalks, entranceways and snow from the designated parking lots. The contractor shall provide all necessary snow and ice removal services and materials in order to maintain a clear, slip-free surface of all building sidewalks and entrances.

Question 13e: Will the government provide the de-icing materials/product for treating icy conditions on sidewalks, entranceways, and parking lot?

Answer: To clarify, materials/product will not be provided by the Government and will

Answer: As stated in PWS, section 1.6.2, the contractor shall remove snow and ice accumulations from the designated sidewalks, entranceways and snow from the designated parking lots. The contractor shall provide all necessary snow and ice removal services and materials in order to maintain a clear, slip-free surface of all building sidewalks and entrances. Attachment A8 – Pricing Schedule provides CLINs for 1.6, 1.6.1, & 1.6.2 based on snow total events.

Question 14: Paragraphs 1.6.4 and 1.6.5 of the PWS discuss snow/ice removal and requires the contractor to provide the Government with augmented service for both (Lakehurst and

McGuire). We need an estimated equipment list indicated on Appendix L along with estimated hours for use of listed equipment.

Question 14a: Please provide a map that will show the areas the contractor is to perform augmented service for CE.

Answer: As stated in the PWS, 1.6.4, the contractor shall remove, as directed by the CO or COR, all snow accumulations from pavement areas to include streets, parking lots, driveway areas, and airfield areas. The contractor shall supplement the JB MDL (both at the Lakehurst and McGuire sites) CE in-house snow and ice removal with equipment / labor as required.

Question 14c: This list of equipment is for removing snow fall only from streets, parking lots, driveway areas, and airfield areas. A sander for de-icing is not included. Please clarify the government’s intention for ice removal by contractor.

Answer: As stated in the PWS, 1.6, the contractor shall provide all labor, transportation, supervision, tools, materials, equipment, and management necessary to perform the removal of snow and ice accumulations of the identified NAVAIR sidewalks, entryways and parking lots and to perform augmentation services to the Civil Engineering (CE) snow/ice removal on JB MDL. To clarify, the augmented equipment/vehicle inventory will not be provided by the Government and will be the contractor’s responsibility to acquire. Appendix L states minimum equipment requirements. Please reference

Appendix L for additional information. This data was provided based on historical evidence to help the contractor provide an accurate proposal. This is a Firm-Fixed Price

Requirements type contract, therefore it is the responsibility of the contractor to provide an accurate proposal.

Question 14d: Who will provide the deicing chemical product?

Question 14e: Airfield areas on most installations require special training and or clearances. Please clarify as to how the contractor is to acquire the training and or clearances.

Answer: As stated in the PWS, 1.3.1.2, all contractor employees must complete Airfield

Drivers training prior to operating vehicles or mowers on the flight line, initial and annual requirement. Contractor will contact COR to coordinate training, initial training must be completed within 5 days of start of contract at building 3104 on JB MDL. All contractor employees working on airfield grounds shall be required to have and maintain a valid state driver’s license, must bring valid license to training. All employees working on airfield grounds shall be required to have an AF Form 483, Certificate of Competency

(flight line driver’s license) with them at all times. Vehicles must have a valid POV pass issued by Airfield Management prior to operating on the flight line. No equipment will be left unattended while working in these areas. The contractor shall be responsible for insuring that all foreign objects and debris produced by grounds maintenance is cleared off of all taxiways, runways, and aircraft parking aprons before leaving the work area.

Question 14f: The Government requires the contractor to install 2,600 ln ft. of snow fence. Please provide a map that indicates where the snow fence is to be erected/installed.

Answer: This information is located in PWS Appendix B, TE-1. North of Broidy Rd, West of Belmarsh Ave and East of Dixon Street.

Question 15: Paragraph 1.7.1 of the PWS identifies trimming of tree trimming requirements with pruning/trimming standards and that the contractor is to identify all trees that require trimming. When trimming/clearing primary electrical power line above 600 VOLTs, this requires specialized equipment and trained personnel to perform this required workload request.

This is normally done through the Electrical Company that owned the power, which is normally contracted to an approved company that is certified, and has trained personnel and specialized electrical equipment. Provide clarification on regulations/rules/standards regarding trimming or line clearance of power lines that exceed 600 volts.

Answer: As stated in PWS, 1.7.1 the contractor shall be responsible for identifying all trees that require pruning or trimming. The contractor shall prune or trim all trees as necessary to comply with AT/FP guidelines, safety of personnel and for emergency purposes only. Pruning or trimming shall be accomplished in accordance with the

American National Standards Institute (ANSI) A300 Part 1 industry standards. Pruning shall be required to lift, remove, and / or cutback branches that conflict with normal traffic or safety. Minimum safety clearances are: 14 feet over streets, 12 feet over driveways, 8 feet over walk areas, 4 feet over buildings, and 3 feet from buildings. Trees that pose threats to structures or buildings shall be removed. Topping and de-horning are not permitted. Minimum clearance from primary lines (over 600 volts) shall be 8 feet.

Minimum clearance from secondary lines (under 600 volts, i.e. electric service drops, telephone, and cable TV) shall be 4 feet. The contractor shall be responsible for removing all debris generated from trimming or pruning operations. This service is issued as a work order and must be completed within five (5) workdays from notification. Please note that a large portion of power lines on McGuire and Lakehurst are located underground.

Question 16: Paragraph 3.1.2 of the PWS discusses the area of the contractor laydown yard on

JB MDL (which we assume is McGuire property), and it is stated as only 5,000 sq. ft., with NO allowed storage of fuel or oil. This square footage seems to be not quite small and inadequate square footage when combining for storing equipment, trailers, and vehicles for grounds care and snow removal services. Plus the contractor will require parking for employees that are working for them on the grounds maintenance contract. Additionally, fuel is a very much needed operational supply for any contractor, as it is required for re-fueling all equipment, small engine equipment inventory, and vehicles.

Question 16a: Please provide clarification on the storage area/facility on the Lakehurst property, for the contactor lay down yard to stage there operation from.

Answer: As stated in the PWS, 3.1.2, approximately 5,000 square feet of exterior space is available at JB MDL. The contractor shall not store fuel or oil at these locations. The contractor shall not perform any major maintenance work on the bases.

Question 16b: The 5,000 sq. ft. may become an inadequate storage space for storing the needed equipment, trailers, & vehicles. Will the government provide additional space if needed by a contractor?

Answer: As stated in the PWS, section 3.1.2 approximately 5,000 square feet of exterior space is available at JB MDL.

Question 16c: Will there be additional and or parking space for contractor’s employee’s vehicles?

Answer: As stated in the PWS, section 3.1.2, approximately 5,000 square feet of exterior space is available at JB MDL.

Question 16d: With NO storage of fuel and oil, how does the government intend for the contractor to provide re-fueling of all their equipment and vehicles after each days use?

Question 16e: Please provide the solution as to what the government will permit or will allow for re-fueling purposes by the contractor?

Answer: Please reference updated PWS, section 4.38.

Question 16f: Paragraph 4.38 of the PWS states that written approval for storage containers with proper secondary containments can be utilized. Please provide what the government intends as the properly approved storage units and there secondary containments with size (gallons)?

Answer: Reference PWS, section 4.38 for updated information. Furthermore, as stated in the PWS, section 4.24 The contractor is required to comply with all applicable State and Federal laws, State and Federal regulations, and Air Force instructions in effect at the time of performance of this contract. The laws and regulations include, but are not limited to: environmental and occupational safety and health. The contractor shall be responsible for compliance with construction and operating permits, and also responsible for penalties, fines, or natural resource damage claims that may be required or assessed by the State of New Jersey, Federal or Local Governments resulting from contractor performance, or failure to perform, during the course of this contract. The Government will inspect for environmental compliance at their discretion, and will notify the CO of any discrepancies found. In addition, the contractor may be subject to contractual sanctions including, but not limited to withholding, offset, termination, suspension, and debarment and adverse past performance assessment. Section 4.28 Materials will be used for intended purposes and will be stored and utilized in accordance with industry standards.

Question 16g: For managing any operation, an enclosed building of some type is needed to operate out of, for any contractor that has a year round multi seasons operation. Will the government allow the contractor to set up a carport, place an office trailer or connex, or build and enclosed building/facility on the contractor laydown area at both locations?

Answer: No permanent structure is allowed. Non-permanent structures may be utilized, but will not be provided by the Government.

Question 17: The following questions are in reference to Appendix L of the PWS.

Question 17a: Is the augmented equipment/vehicle inventory for GPE equipment & vehicles and augmented estimated hours of operational service?

Answer: To clarify, the augmented equipment/vehicle inventory will not be provided by the Government and will be the contractor’s responsibility to acquire. Appendix L states minimum equipment requirements. Please reference Appendix L for additional information. This data was provided based on historical evidence to help the contractor provide an accurate proposal. This is a Firm-Fixed Price Requirements type contract, therefore it is the responsibility of the contractor to provide an accurate proposal.

Question 17b: The Government estimates an hourly total of 400 hours for the front end loaders split/divided in the bid sheet as 200 for each facility. Please clarify or confirm that the loaders are not to be transferred back and forth between both facilities. Same for the trucks and plows?

Answer: This is a performance based contract, therefore the Government does not dictate the contractor how to run their operation.

Question 17c: If these loaders are to be transferred back and forth between Lakehurst and the Base who provides any related cost for the transporting? Same for the trucks and plows?

Answer: This is a performance based Firm-Fixed Requirements price type contract, therefore Government does not dictate the contractor how to run their operation and it is the responsibility of the contractor to provide an accurate proposal that covers their costs throughout the performance of the contract.

Question 17d: These items will require to be stored inside a shelter/building of some type during the winter out of the elements and snow falls. Where will these items be stored so they will start and ready for use when needed?

Answer: In accordance with paragraph 3.1.2 of the PWS, the Government will provide approximately 5,000 square feet of exterior space at JB MDL. This area is uncovered, therefore it is the contractor’s responsibility to store their equipment in a proper manner.

As this is a performance based type contract, the Government does not dictate the contractor how to run their operation.

Question 17e: Will there be indoor (please indicate if heated) storage for the needed snow removal equipment at both facilities?

Answer: Please refer to Question 17d.

Question 18: Can the government provide historical data on annual quantity of service for the following areas:

a. Improved Grounds Mowing

b. Weed Control

c. Fertilization

d. Prune Shrubs, Hedges, and Other Plants

e. Semi-Improved Grounds Mowing

f. Environmental Clean-up Sites

g. Army Reserve Equipment Concentration Site

h. Airfield 7-14”

i. Airfield Triangle

j. Airfield 7-12”

k. 500’ Buffer on Airfield

l. Surface Drainage Ditches

Question 19: Our Reps and Certs have just been updated in SAM. Do you still require the

SF1449 fill ins to be submitted?

Answer: To clarify, the augmented equipment/vehicle inventory will not be provided by the Government and will be the contractor’s responsibility to acquire. Appendix L states minimum equipment requirements. Please reference Appendix L for additional information.

Question 24: Should there be a CLIN for Non-growing Season MAFB, EC – O&M?

Question 25: What is the linear feet of edging in the Improved Grounds Specific Locations?

Answer: Please refer to PWS, Appendix A.

Question 26: What exactly is the Government providing electricity, water and sewage to, with the area only being 70’ x 70’?

Answer: As stated in PWS, section 3.2 the government will furnish electricity, water, and sewage as necessary for accomplishment of work in accordance with this contract.

All facilities do not receive the same utility services. The contractor shall not change or modify any utility system or component; or connect any contractor property, equipment or system without prior CO review and approval. The contractor shall practice energy conservation in the government-provided facilities.

Question 27: Where can we stage our equipment if there is only 5,000 square feet available?

Answer: As stated in the PWS, 3.1.2, the Government will provide approximately 5,000 square feet of exterior space.

Question 28: Are there any requirements for Snow/Ice Removal for sidewalks, entrances and steps other than at NAVAIR?

Answer: Please refer to PWS, Appendix A.

Question 29: Could we please get area sizes and frequencies for PWS 1.2.4?

Answer: Please reference PWS, Appendix B, TE-1 and Legend. Furthermore, this is a performance based Firm-Fixed price Requirements type contract, therefore the

Question 30: Who is responsible for weed control in parking lots, roads and sidewalks?

Answer: As stated in PWS, section 1.1.2, edging shall include removal of vegetation from expansion joints and cracks in sidewalks, driveways, curbs and other hard surfaces.

As stated in PWS, section 1.1.7, weed control is only authorized for airfield pavement surfaces, Petroleum, Oil, Liquids (POL) storage areas, and other areas deemed necessary for security mission capability purposes, i.e. perimeter fencing, airfield BASH.

Question 31: Who is responsible for weed control on the flightline to include runways, taxiways and aprons?

Answer: As stated in PWS, section 1.1.7, weed control is only authorized for airfield pavement surfaces, Petroleum, Oil, Liquids (POL) storage areas, and other areas deemed necessary for security mission capability purposes, i.e. perimeter fencing, airfield BASH.

Question 32: How many cycles per year of leaf removal is required?

Answer: As stated in PWS, section 1.1.8, the contractor shall remove leaves in areas of improved grounds to maintain a neat and professional appearance. Leaf removal must be completed within 3 days upon issue of the work order by the CO or COR. Leafs must be disposed in accordance with the base solid waste management plan. Furthermore, this is a performance based Firm-Fixed price Requirements type contract, therefore the

Question 33: How many applications of fertilizer are required?

Answer: As stated in the PWS, section 1.1.9 the contractor shall have a pH adjustment and fertilizer application program. The contractor shall perform a laboratory test of the soil in improved grounds and apply fertilizer and lime using procedures appropriate for the soil conditions found, type of grass, and season. Apply fertilizer and other soil amendments to bring soil condition to that suitable for the vegetation being treated. This work will be issued as a work order by the CO or COR. The contractor shall provide the application program to include the initial laboratory test results and the final application results to the COR. Furthermore, this is a performance based Firm-Fixed price

Requirements type contract, therefore Government does not dictate the contractor how to run their operation and it is the responsibility of the contractor to provide an accurate proposal that covers their costs throughout the performance of the contract.

Question 34: What is the square footage of the vegetative beds requiring maintenance?

Answer: Please reference question 10e

Question 35: As there is an Excel document A8 – Pricing Schedule provided for completion and submission, can we assume that the SF 1449 pricing sheets need not be filled in? If they must be filled in along with A8 Pricing Schedule, could the Government please provide an Excel version of the SF1449 pricing sheets so we can link A8 and the pricing sheets together in our estimating program?

Question 36: Will we be allowed to park airfield mowing equipment overnight at Lakehurst /

Question 37: What is the area size of Surface Drainage Ditches to be maintained? LF can be a 6 inch or 60 foot width.

Answer: Reference PWS, Appendix A. A site visit was conducted on April 16, 2018 to provide all interested potential offerors the opportunity to visit the site.

Question 38: Could we please get some area sizes for the snow and ice removal at NAVAIR?

Answer: As stated in PWS, section 1.6.2.1, all chemicals utilized for anti-icing and de-icing operations will be applied according to the manufacturer’s instructions and industry standards. Urea-based products are not allowed.

Question 40: Please define “all snow accumulations” in PWS 1.6.4.

Answer: Please reference PWS, within section 1.6 and PWS, Appendix A.

Question 41: Please confirm pricing should be completed on the documents for all CLINS including the pricing summary in document released on FBO entitled FAA484-

Question 44: Lawn Renovation: Pricing schedule and Appendix A, PWS pg. 32 Pricing schedule quantities do not match the quantities in Appendix A. Lawn Renovation – MED is listed as 21,780 in Appendix A and 27,780 on the pricing schedule. Also, can the Government please provide more detail on what lawn renovation entails? Is the contractor required to simply seed areas or is a more in depth renovation to include regrading, top soil placement, and sodding required? Who is responsible for irrigation and establishment?

Can the Government clarify this discrepancy?

Question 46: Leaf Removal: Pricing schedule and Appendix A, PWS pg. 32 Pricing schedule quantities do not match the quantities in Appendix A. For example, Leaf Removal – MAFB is listed as 268 in Appendix A and 1018 on the pricing schedule. Which document is correct? This is the case for all sites and customers. Can the government clarify if there are annual frequencies of service that equal the 1,018?

Question 47: Weed control: PWS, pg. 8 - Can the Government provide the total quantity or other measurable amount for this service at each site? The PWS does not explain where and specifically what service is to be performed? Is the contractor responsible for providing weed control of crack grass and along fence lines, Airfield obstacles, and airfield aprons only? Are any weed control services required on improved or semi-improved grounds? More information would enable accurate pricing for this line item.

Question 49: Trimming: Appendix A - Can the Government separate the trimming quantities between improved and Semi-Improved? Does this quantity pertain to Semi-Improved non-airfield only?

Answer: Government will not separate the quantities.

Question 50: Trash Receptacles: Appendix G - Per line item 0005AA. The contractor is responsible for maintaining trash receptacles at MAFB, EC O&M, however in Appendix G there are additional trash receptacles listed at Fort Dix. Are we to include this service within the same line item?

Answer: In PWS, Appendix G, the term “Dix” is understood as the location of the EC.

These two location (B5651 and B5656) are the “EC” trash receptacles and are not additional trash receptacles.

Question 51: Pricing: Section B and Pricing Summary – Page 4 of Solicitation. Should the total for CLIN 0001-1004 include CLIN X020 subclins AA through AD and CLIN X022 AA

Answer: Under the Pricing Summary on the SF1449, the totals for CLINs X020 and

X022 should be included in all option years. Please refer to Addendum to FAR 52.212-1, Intructions to Offerors – Commercial Items.

Question 52: Trimming: Appendix A – Lakehurst - The trimming acres for Lakehurst areas is stated as 396 acres (*include trimming of facilities of non-mowed areas) The improved grounds acres are 221 and semi-improved grounds are 85 which equals 306. Can the government explain how trimming is less than the actual total of the two areas? We have the same question for NAVAIR.

Question 55: Service Call Snow and Ice Removal: PWS 1.6.2.1 - Can the government provide more information on what entails a service call? Is the contractor responsible for the entire sidewalk length or a small section? Can the government provide a better understanding of what a typical service calls entails? There is not quantitative data on what will be required.

Question 56: Tree, Shrub, Plant, and Flower Pricing: Pricing Schedule - Does the price for tree, shrub, plant, and flower installation and supply include irrigation or establishment? What time of year does the government typically order these items? Should mulch rings be created when planting new trees?

Answer: As stated in PWS, section 1.7.5, the contractor shall, upon notification by the

CO or COR through the issuance of a work order, perform planting (to include

Government provided) of trees, shrubs, flowers, and vegetative beds to include but not limited to: removal and disposal of trees, shrubs, flowers, or vegetative beds being replaced; and performance of maintenance after planting to include watering, pruning, and insect and disease prevention to promote survivability.

Question 57: Munitions Bunker: Maps and Data - Can the government provide a munition bunker count and the acreage?

Answer: Government will not provide exact number of bunkers. Reference PWS, Appendix A. Furthermore, this is a performance based Firm-Fixed price Requirements type contract, therefore Government does not dictate the contractor how to run their operation and it is the responsibility of the contractor to provide an accurate proposal that covers their costs throughout the performance of the contract.

Question 58: Airfield Mowing: PWS 1.3.4 and Mowing Map - Can the government provide the acreage for the infield triangle and airfield boundary? Is the airfield triangle the environmental protection grounds on the mowing map? Also, is airfield boundary the same as the 500’ Buffer on the mowing map? Can the government also provide the acreage of the airfield semi-improved grounds marked on the mowing map to be serviced between 7-12”. Since the airfield total on

Appendix A totals 1,905, we are looking for a breakdown of these specific areas since the service levels are different for each.

& TE-3. Yes, Airfield boundary is the same area as the 500’ Buffer zone on TE-1.

Question 59: Pricing Schedule - The pricing schedule for snow removal at NAVAIR cites “LO”.

Does this unit mean each occurrence, for example 0016AA is 10 occurrences? Also does

0016AE mean anything over 12” or each one-inch increment over 12”?

Answer: LO is for each occurrence. Each one-inch increment over 12-inch.

Question 60: Trach, Yard, and Recycling Waste: PWS - Can the government please confirm that trash, yard, and recycling waste generated from services performed can be placed in the government designated containers at the government’s expense to remove from site.

Answer: As stated in PWS, section 4.26 the contractor shall adhere to all base level recycling programs to include disposal of yard / tree waste in specified dumpster collection stations or at the recycling collection center on base.

Question 61: How does the contractor delineate between debris removal/policing grounds and emergency trees? What is the maximum size limb that would be considered a part of policing the grounds?

Answer: As stated in PWS, section 1.1.1, the contractor shall be required to pick up debris, natural and manmade, prior to mowing any area. As stated in PWS, section 1.1.6 the contractor shall perform general litter patrol in areas of improved grounds identified in Appendix A and B. The contractor shall remove and dispose of natural debris, (tree limbs, dry brush, etc.), and man-made debris (trash). Police areas to maintain a neat and professional appearance.

Question 62: Paragraph 1.1.2, Edging, refers to vegetation removal in expansion joints and cracks in sidewalks, driveways, curbs and other hard surfaces. Are parking lots included in this area? Is vegetation removal in asphalt cracks in parking lots covered under this item? If so, what is the total area of hard surface associated with Improved Grounds?

Answer: Parking lot cracks are not including in PWS section 1.1.2.

Question 63: How many acres are associated with the Army Reserve Equipment Concentration

Site (ARECS)?

Answer: As stated in PWS, appendix A, ARECS is under LAKEHURST, ARB, FBI, ARECS AIR FORCE (O&M).

Question 64: On McGuire, Lakehurst and NAVAIR, the estimated quantity for policing grounds in Appendix A does not cover all the area associated with Improved Grounds. Since all the acreage for Improved Grounds is not covered, which areas will the contractor be expected to perform debris removal/policing grounds?

Answer: Please reference PWS, section 1.1.6, and appendixes A and B.

Question 65: On McGuire, Lakehurst, NAVAIR and the Medical Squadron, the estimated quantity for aeration and fertilization in Appendix A does not cover all the area associated with

Improved Grounds. Since all the acreage for Improved Grounds is not covered, which areas will the contractor be expected to perform aeration and fertilization? The variance of area size and terrain can greatly affect the equipment and effort required to perform these tasks, which in turn can differ the cost.

Answer: As stated in PWS, section 1.1.4, section 1.1.9. & appendix A. The quantities below are estimates only and do not represent or guarantee the exact quantities or workload to be performed under any resultant contract. Question 66: Since the well and sewer pumping stations are not maintained under the current solicitation, who will be responsible for bringing these areas back up to standard?

Answer: Please reference PWS section 1.2.6. The contractor will be responsible to ensure this area is within standard.

Question 67: Since many of the perimeter fences associated with Lakehurst are not maintained under the current solicitation, who will be responsible for bringing these areas back up to standard?

Answer: Please reference PWS section 1.2.3. The contractor will be responsible to ensure this area is within standard.

Question 68: Paragraph 1.1.7, Weed Control, seems to refer mainly to the herbiciding of airfield areas. CLIN 0006AC, refers to Weed Control for Medical Squadron. What maintenance is required under this item, since the Medical Squadron has not airfield areas associated with it?
