PERFORMANCE WORK STATEMENT (PWS)

FOR

GROUNDS MAINTENANCE SERVICE

AT

JOINT BASE MCGUIRE-DIX-LAKEHURST

1. Description of Services. The contractor shall provide non-personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed at Joint Base McGuire-Dix-Lakehurst (JB MDL) in a manner that will promote the growth of healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance. The contractor’s performance will be based on the Contracting

Officer’s (CO) and Contracting Officer’s Representative (COR) (Quality Assurance Personnel) evaluation of the results required by the Service Delivery Summary (SDS) and not the method of performance. The evaluation of results will be based on COR surveillance, tenant satisfaction, and customer complaints. Final results of the evaluations will be the determining factor for the success or failure of this contract. The contractor shall comply with applicable federal, regional, state, and local laws and commercial standards.

The growing season at JB MDL is considered to be 1 April through 31 October. The non-growing season at JB MDL is considered to be 1 November through 31 March. All damage caused by the contractor or its employees to government property and personal property (to include facilities, fences, equipment, trees and shrubs, etc.) due to contractor operations shall be repaired or replaced by the contractor within 15 days after identification/notification at no additional cost to the

Government. If a plant should die or become unhealthy due to damage, the contractor will be responsible for replacing the damaged plant with a plant of same size and type. Plant replacement shall occur within 15 days after identification or notification.

All fence lines shall be trimmed to prevent vegetation growth in the fence, including removal of vegetation growing up the links of the fence. All areas shall be trimmed concurrent with mowing.

Application of nonselective herbicides to control grass, weeds and vegetation around obstacles to include fence lines, shall only be allowed with the COR approval. The contractor shall utilize equipment that will not cause rutting in the grounds area during mowing operations. The contractor shall maintain all standards identified in this PWS during dry or rainy season.

1.1. Improved Grounds Maintenance. Improved grounds are identified in Appendix A and B.

Improved grounds are areas that require more frequent maintenance such as cantonment areas, parade grounds, drill fields, schools, athletic areas, cemeteries, and housing areas (including vacant quarters). Mowing for special events shall not be included in this requirement.

1.1.1. Mowing. The contractor shall mow all improved grounds to look well-manicured with a neat and professional appearance. Maintain grass height between 2 and 4 inches uniform in appearance, free of skips, gaps, rutting, or scalping. The contractor shall be required to pick up debris, natural and manmade, prior to mowing any area. The contractor shall remove or mulch grass clippings when visible after mowing, before leaving work area. Removed debris shall be disposed of in accordance with the base’s solid waste management plan.

1.1.2. Edging. The contractor shall edge sidewalks, driveways, street edges, curbs, curb gutters and other hard surfaced areas located within the improved grounds so that grass height matches surrounding area grasses. Edging shall include removal of vegetation from expansion joints and cracks in sidewalks, driveways, curbs and other hard surfaces. Grass, vegetation and weeds shall be cut back no more than ½-inch from the surface edged, maintaining an even contour with the edged surface, uniform in appearance and free of scalping, rutting, and uneven or rough cutting.

The contractor shall edge all areas concurrent with mowing.

1.1.3. Trimming. The contractor shall trim grass and weeds around trees, shrubs, buildings, fences, poles, fire hydrants, parking lot bumper blocks, boulders, and other fixed obstacles, temporary obstacles/objects on improved grounds. Trimming height shall match surrounding area grass height. When string trimming is done at the base of a tree, contractor shall ensure that the string trimmer does not come in contact with the bark of the tree. Extensive string trim damage to the base of the tree will girdle and eventually kill the tree. All areas shall be trimmed concurrent with mowing. The contractor shall remove or mulch grass clippings when visible after trimming, before leaving work area.

1.1.4. Aeration. The contractor shall aerate lawns on improved grounds once per year during the month that’s best suited for the grounds and type of grass. Aeration shall be performed with a core aerator to remove soil plugs at a minimum of 4 inches deep and 2-3 inches apart. Plugs will be left on the lawn to disintegrate.

1.1.5. Improved Grounds Specific Locations

1.1.5.1. Expeditionary Center Headquarters / Training Campus. The Expeditionary Center

(EC) is located along Texas Avenue on the Dix portion of JB MDL. The EC campus consists of

10 facilities on approximately 11.5 acres of ground. The contractor will mow, trim, and edge as improved grounds. Reference Appendix B, TE-1.

1.1.5.2. Munitions Storage Area. The Munitions Storage Area (MSA) is a fenced area located at the East end of Service Road. The contractor shall maintain the grass as improved grounds inside the fence and twelve (12’) feet outside the fence. Reference Appendix B, TE-1.

1.1.5.3. Dog Park. The dog park is a fenced in area located on the East side of McGuire behind the Communications Center, Building 1901. The contractor shall maintain the grass at the improved height, trim along the fence, maintain the four trash receptacles, supply pet waste bags and new receptacle liners. Reference Appendix B, TE-1.

1.1.5.4. Commercial Entrance, Gate 9. The contractor shall perform grounds maintenance at

Gate 9 located on Dix off of Saylors Pond Road. The contractor shall mow and trim all grasses and weeds (including seed heads) within the site security fence line. The contractor shall also maintain the grass up to one (1’) foot on the outside of the fence and out to Saylors Pond Rd where the section of security fence parallels the road and along checkpoint 9. Reference Appendix B, TE-2.

1.1.5.5. Army Reserve Equipment Concentration Site (ARECS). The ARECS is located on the West side of Lakehurst directly off of Route 539. The contractor shall mow and trim all grasses and weeds between 2” and 4” height within designated areas. Reference Appendix B and TE-1.

1.1.6. Remove Debris/Police Grounds. The contractor shall perform general litter patrol in areas of improved grounds identified in Appendix A and B. The contractor shall remove and dispose of natural debris, (tree limbs, dry brush, etc.), and man-made debris (trash). Police areas to maintain a neat and professional appearance.

1.1.6.1. Contractor Maintained Trash Receptacles. The contractor shall supply new liners and empty the government provided trash receptacles located throughout the base that are identified in

Appendix B, TE-1 and listed in Appendix G. The contractor shall determine the emptying schedule to insure that the containers do not overflow. (for solicitation purposes, trash receptacles are emptied approximately weekly) The contractor shall pick-up any trash that has overflowed onto the grounds surrounding the trash receptacle for a distance of 50 feet.

1.1.7. Weed Control. The contractor shall provide all management, licenses, laboratory testing, tools, supplies, equipment, transportation and labor to develop and implement an Integrated Pest

Management (IPM) plan in the areas covered by this Grounds Maintenance PWS in a manner that will ensure the health and general well-being of installation personnel. The contractor shall use only approved pesticides as stated in DoD Instruction 4150.07, DoD Pest Management Program, Encl. 4 para 4.2.2 and AFI 32-1053, Pest Management Program, para 4.7.4 and 4.7.6. All pesticides, herbicides, and rodenticides are defined in DoD and Air Force documents. The contractor shall comply with current federal, state, local, DoD, and Air Force regulations, plans, and policies. The contractor shall comply with all applicable parts of 29 Code of Federal

Regulations (CFR) 1910, Labor, Occupational Safety and Health Standards, 29 CFR 1925, Labor, Safety and Health Standards for Federal Service Contracts, 40 CFR 150-189, Protection of

Environment, Pesticide Program, and 49 CFR 171, Transportation, General Information, Regulations, and Definitions. The contractor shall ensure that all workers have current state certification for the pest control services being performed

(http://www.nj.gov/dep/enforcement/pcp/bpo-appcom.htm). The contractor shall control weeds through execution of a weed control program appropriate for the area. All herbicides used by the contractor must be on the Armed Forces Pest Management Board approved list of pesticides IAW

AFI 32-1053 para 4.5. If non-standard herbicides are required by the contractor, then approval must be obtained by the Command Entomologist through the COR and installation pest management shop. The Civil Engineer Asset Management Flight must approve all herbicides prior to use which can be obtained with coordination through the COR. All herbicides used must be on the installation-approved inventory list and applied by certified personnel. Weed control is only authorized for airfield pavement surfaces, Petroleum, Oil, Liquids (POL) storage areas, and other areas deemed necessary for security mission capability purposes, i.e. perimeter fencing, airfield

BASH. A list of all pesticides to be used for weed/crack grass control services at JB MDL shall be submitted to the COR. Contractor shall only use pesticides from Federal listings approved by the

Air Force Pest Management Board. All pesticides shall be approved by the State of New Jersey, and AFMC Pest Management Consultant, prior to use on JB MDL. Contractor shall supply copies http://www.nj.gov/dep/enforcement/pcp/bpo-appcom.htm) of Material Safety Data Sheets (MSDS) and Chemical Labels to the COR within 10 days after contract award and 30 days prior to the start of each contract year. The Contractor must provide data on daily pesticide use and input into a government provided pesticide management database

(by 5 days after the close of the month). The Integrated Pest Management Coordinator (IPMC) will forward it monthly to the MAJCOM PMC.

1.1.8. Leaf Removal. The contractor shall remove leaves in areas of improved grounds to maintain a neat and professional appearance. Leaf removal must be completed within 3 days upon issue of the work order by the CO or COR. Leafs must be disposed in accordance with the base solid waste management plan.

1.1.9. Lawn Fertilization. The contractor shall have a pH adjustment and fertilizer application program. The contractor shall perform a laboratory test of the soil in improved grounds and apply fertilizer and lime using procedures appropriate for the soil conditions found, type of grass, and season. Apply fertilizer and other soil amendments to bring soil condition to that suitable for the vegetation being treated. This work will be issued as a work order by the CO or COR. The contractor shall provide the application program to include the initial laboratory test results and the final application results to the COR.

1.1.10. Lawn Renovation. The contractor shall renovate lawns in improved grounds as identified by the CO or COR. This work will be issued as a work order by the CO or COR. Renovate deteriorated lawn area to match surrounding areas. If lawn areas are damaged due to contractor action, the contractor shall renovate at no additional cost to the government.

1.1.11. Prune Shrubs, Hedges, and Other Plants. The contractor shall prune / trim shrubs and other plants to prevent infrastructure damage, pest infestation and to comply with Anti-

Terrorism/Force Protection (AT/FP) standards. This service will be completed during growing season (locations in Appendix E) any other areas will be issued as a work order by the CO or COR.

Hedges shall be maintained to their natural mature height and shape or as designated by the CO or

COR. Shrubs, plants, hedges, and ground cover/vines shall be pruned / trimmed to a minimum of

3 inches away from buildings, fences, curbing, sidewalks, and other fixed obstacles. All ground cover and plants shall be kept within the bed borders. All plants around landscape and ground lights shall be pruned / trimmed to allow light usage for its intended purpose. Shrubs and hedges located on street corners, curb easements, etc. shall be pruned / trimmed to keep from obstructing view of oncoming traffic. Areas beneath shrubs and hedges shall be kept free (clean) of all grass, weeds, vegetation, and debris. Volunteer tree growth seedlings shall be removed at no additional cost to the government.

1.1.12. Maintain Vegetative Beds, Inert Beds, Rock Beds, and Related Areas. The contractor shall maintain vegetative beds, inert beds, rock beds, and related areas as identified in Appendix F to present a neat and professional appearance. This service will be issued as a work order by the

CO or COR. Maintenance activities may include but are not limited to fertilizing, watering, weeding, mulching, and repairing or replacing of damaged plants and shrubs. When replacing plants, shrubs, and performing repairs, conform to good Xeriscaping practices for the area. The

Air Force standard for maintaining beds in a weed free condition should not exceed 2 times per month.

1.1.13. Irrigation. RESERVED.

1.2. Semi-Improved Grounds Maintenance. Semi-improved grounds are identified in

Appendix A and B.

1.2.1. Mowing. The contractor shall maintain grass height between 4 and 10 inches in all semi-improved grounds areas. Maintain a uniform appearance in all areas. Where possible, maintain adjacent areas at or near the same grass heights.

1.2.2. Trimming. The contractor shall trim grass and weeds around trees, shrubs, buildings, fences, poles, fire hydrants, parking lot bumper blocks, boulders, and other fixed obstacles and temporary obstacles/objects on semi-improved grounds. Trimming height shall match surrounding area grass height. When string trimming is done at the base of a tree, contractor shall ensure that the string trimmer does not come in contract with the bark of the tree. Extensive string trim damage to the base of the tree will girdle and eventually kill the tree. All areas shall be trimmed concurrent with mowing. The contractor shall mulch or remove grass clippings when visible after trimming, before leaving work area. Lakehurst specific: The contractor shall trim around Buildings 526, 563, 564 and 590 for a distance of 12 feet to minimize growth to conform to fire / safety regulations.

1.2.3. Perimeter and Security Fences. As designated in Appendix A and B, the contractor shall remove all vegetation attached to or growing through all base perimeter, facility, site security, athletic area, and Gate 9 fences, using standard mechanical and herbicide-application methods.

Within all areas, the contractor shall maintain a mowed and trimmed height around all fences at the height of the surrounding areas ten (10’) feet on the inside of the fence line and one (1’) foot on the outside of the fence line. The contractor may use herbicides to control vegetation growth along any fence line and any gravel or stone surface(s) along fence line only with the prior notification and approval of the COR. The contractor shall apply all herbicides IAW paragraph

1.1.7.

1.2.4. Environmental Clean-up Sites. The contractor shall perform grounds maintenance at five separate (5) environmental clean-up sites that are located along South Crosswicks Creek. These sites shall be utilized by environmental clean-up crews with associated equipment in the event of a fuel or oil spill. The five (5) distinct sites, from West to East, are Boom 1, Boom 2, Boom 3, Boom 4, and Boom5/Diversion Pond area. These sites shall be maintained between 7” and 14” height except for the road supporting the diversion pond that shall be maintained at the unimproved level. The maintenance effort shall typically include the stream bed extending at least ten (10’) feet horizontally from the bank. Saplings shall be removed but root systems shall remain as well as large trees. Only hand-operated tools and machinery shall be utilized employed for this task to protect wetland areas. All vegetation and debris shall be removed in accordance with all state, local, and Federal requirements. Lawn mowers may be used only on high ground, i.e. along the roadway leading to the diversion pond. All Performance Work Statement (PWS) requirements apply to these areas. Reference: Appendix B, TE-1, and Appendix H.

1.2.5. Army Reserve Equipment Concentration Site (ARECS). The ARECS is located on the

West side of Lakehurst directly off of Route 539. The contractor shall mow and trim all grass and weeds between 7” and 14” height within the security fence and up to one (1) foot outside the fence.

1.2.6. Well and Sewer Pumping Station Sites. The contractor shall perform grounds maintenance at thirty-seven separate (37) well and sewer pumping station sites at Lakehurst. The contractor shall mow and trim all grass and weeds and maintain these sites between 4” and 10” height around the well and pumping stations up to four (4) feet from the exterior. The contractor shall also maintain a mowed path from the closest maintained or paved area to the site to allow access. Reference: Appendix B, TE-3, and Appendix I.

1.3 Maintain Airfield Semi-Improved and Bird Area Strike Hazard (BASH)

1.3.1. Airfield Operations

1.3.1.1. Airfield Coordination. The contractor shall coordinate all activities on the airfield by contacting Airfield Management. Work will be accomplish on airfield grounds only after Airfield

Management has approved scheduled times.

1.3.1.2. Flight Line Drivers. All contractor employees must complete Airfield Drivers training prior to operating vehicles or mowers on the flight line, initial and annual requirement. Contractor will contact COR to coordinate training, initial training must be completed within 5 days of start of contract at building 3104 on JB MDL. All contractor employees working on airfield grounds shall be required to have and maintain a valid state driver’s license, must bring valid license to training. All employees working on airfield grounds shall be required to have an AF Form 483, Certificate of Competency (flight line driver’s license) with them at all times. Vehicles must have a valid POV pass issued by Airfield Management prior to operating on the flight line. No equipment will be left unattended while working in these areas. The contractor shall be responsible for insuring that all foreign objects and debris produced by grounds maintenance is cleared off of all taxiways, runways, and aircraft parking aprons before leaving the work area.

1.3.1.3. Airfield Tower Communications. The contractor shall be radio-equipped to maintain constant two-way radio contact with the control tower and Airfield Management when operating near runways, overruns, and taxiways. The contractor shall maintain contact with the control tower when operating on or within 150 feet of the runway. The contractor shall provide all communication equipment required for this contract. The government shall provide the transceiver frequency to the contractor. All equipment shall be UHF type with a minimum five mile range and shall have private line capability. The contractor shall be responsible for any changes to radio types that the base makes in the course of this contract, i.e. frequency changes. The contractor shall respond immediately to the directions of the Air Traffic Control tower personnel.

1.3.2. Mowing. The contractor shall maintain grass, weeds, and vegetation height between 7 and

14 inches. The grass shall not be shorter than 7 inches in height to prevent dust and debris on the airfield and never be more than 14 inches in height to prevent bird habitation. The contractor shall begin mowing operation at the active runway/paved surface and move away from active runway to outermost area. This causes insects and animals to move towards the inside of the field and away from the runway. The contractor shall be responsible for insuring that all foreign objects and debris produced by grounds maintenance is cleared off all taxiways and aircraft parking aprons before leaving the work area. The contractor shall maintain a uniform appearance in all areas.

Where possible, the contractor shall maintain adjacent areas at or near the same grass heights.

1.3.3. Airfield Light Fixtures. The contractor shall cut a 20 foot wide path between 4” and 6” in height around the perimeter of the airfield pavement to include trimming around runway and taxiway lights and other fixed obstacles and temporary obstacles / objects in accordance with improved grounds. This service also includes the requirement grass, vegetation and weeds shall not extend over the edge of concrete, pads, taxiways, runways, and paved or asphalt areas.

1.3.4. Bird / Wildlife Aircraft Strike Hazard (BASH) Abatement. The contractor shall maintain a mowed height within the airfield boundary of between seven (7”) inches and fourteen

(14”) inches to comply with Bird/Wildlife Aircraft Strike Hazard (BASH) standards except for all areas immediately adjacent to facilities within the airfield boundary (reference Appendix B, TE-1

& TE-3). The contractor will coordinate all grounds maintenance operations within the airfield area with the Airfield Manager (McGuire: OSAA, 754-6466, Building 1730; Lakehurst: 623-1889;

Building 307). The contractor’s grounds maintenance operations within the airfield shall be conducted IAW the contractor’s schedule previously approved by Airfield Manager. The contractor shall submit a schedule for approval to the COR within ten (10) working days from the contract award. During any grounds maintenance operations within the airfield area, the contractor’s employee(s) shall be able to hear all Base Control Tower calls and comply with specific instructions and directions provided by the Base Control Tower. The contractor shall maintain a mowed height of between seven (7”) inches and fourteen (14”) inches in the areas delineated in Appendix B, TE-1 & TE-3. Height requirement includes all grasses, weeds and seed heads. The following restrictions are in effect for the infield triangle as set forth in Appendix B, TE-1. No mowing shall be accomplished on the semi-improved areas in this area between May

1st and August 15th. Mowing may be delayed one additional week or longer after August 15th if threatened or endangered bird species are seen in the infield triangle (as determined by surveys performed by 787 CES/CEAN personnel) during the week of August 15th. The contractor shall be compensated for any additional mowing performed to support this flexible threatened / endangered bird species requirement. The first time the infield triangle is mowed after the week of August

15th, set all mower blade heights to mow not closer than eleven (11”) inches above ground level.

During the period of May 1st through August 15th the ditches will continue to be maintained in accordance with paragraph 1.6. If between May 1st and August 15th conditions within the infield triangle are determined to be a flight safety hazard, the contractor may be directed to accomplish mowing on an as-needed basis. In this case, set blade heights to mow not closer than eleven (11”) inches above ground level. Between August 16th and September 30th, the contractor shall maintain a mowed height in the infield triangle of between seven (7”) and twelve (12”) inches to eliminate seed heads that may attract Canadian geese. From October 1st to November 30th, the contractor shall brush hog within the airfield boundary to a mowed height of seven (7”) inches to prevent the establishment of any woody vegetation within these areas. From October 1st to May 1st of the following calendar year, the contractor shall maintain a mowed height within the airfield boundary of between seven (7”) and fourteen (14”) inches. The phragmites shall be maintained to prevent the flocking of birds. All ditches in the airfield area, composed primarily of phragmites, shall be maintained at a fourteen (14”) inch height during the growing season. The phragmites shall be maintained at the surrounding vegetation height during the non-growing season. LAKEHURST SPECIFIC: All BASH and all other airfield mowing shall be done in accordance with the Lakehurst Integrated Natural Resources Management Plan (INRMP), which states to “Administer a mowing contract that maintains grass in a 20 foot strip along the runways below the height of navigational and operational aids and mows to a distance of 750 feet in the airfield clear zones to an eight (8”) inch height on an annual basis”. The contractor’s grounds maintenance operations within the Semi-Improved areas of the airfield shall be conducted IAW the contractor’s schedule previously approved by Airfield Manager. The contractor shall submit a schedule for approval to the COR within ten (10) working days of the contract award.

1.3.5. Additional Airfield Requirements.

1.3.5.1. McGuire Airfield. The contractor shall maintain the grass height between four (4”) and six (6”) inches for a distance of twenty (20’) feet around airfield signage and fire hydrants when such devices are located in grass areas. Also maintain a (20’) foot clearance on the road edges within the airfield. The contractor shall remove all crack grass from the airfield apron areas and remove clippings from paved areas within the airfield limits the same day the mowing is performed. The contractor shall submit a schedule for performing ground maintenance work within the airfield limits to the airfield manager for approval within ten (10) days of the start of the contract. The contractor shall submit schedule changes to the airfield manager for approval within at least two (2) days prior. The contractor shall perform ground maintenance work only during the time periods in the schedule approved by the airfield manager.

1.3.5.2. Lakehurst Airfield. The contractor shall maintain all the grass height between four (4”) and six (6”) inches for a distance of twenty (20’) feet around the Automated Surface Observation

System (ASOS) and for the Tactical Air Navigation (TACAN) driving area. Also maintain a (10’) foot clearance on the road edges leading from runway 24 to the TACAN and the ASOS sites. PAPI lights located at the four thousand (4000’) foot mark of runway 33 extend out one hundred-forty

(140’) feet from each side of the runway. A twenty (20’) foot strip shall be cut on all sides of these lights. PAPI lights located at the four hundred (400’) foot mark of runway 24 extend out one hundred-thirty (130’) feet from each side of the runway. A twenty (20’) foot strip shall be cut on all sides of these lights. For the approach lights and strobes, a complete path of twenty (20’) feet around the entire lights area, to include trimming around all light groups. This area is to begin from the approach end of the runway, to extend fifty (50’) feet beyond the last set of approach lights, and twenty (20’) feet on either side. The contractor shall submit a schedule for performing ground maintenance work within the airfield limits to the airfield manager for approval within ten

(10) days of the start of the contract. The contractor shall submit changes to the approved scheduled within two (2) days prior at a minimum. The contractor shall perform ground maintenance work only during the time periods in the schedule approved by the airfield manager.

1.3.6. Airfield Specific Locations.

1.3.6.1. ILS Local Critical Area and Glideslope Antennae. The contractor shall keep all grasses and weeds cut between seven inches (7”) to twelve inches (12”) two hundred (200’ in width) by eight hundred (800’ in length) foot path for the Glideslope Antennae along the south side of

Runway 06/24. The contractor shall keep all grasses and weeds cut between seven inches (7”) to twelve inches (12”) two hundred (200’ in width) by two thousand (2000’ in length) foot path for the ILS localizer critical area located at each end of Runway 06/24. (reference Appendix B, TE-1)

1.3.6.2. Strobe Approach Lights. The contractor shall perform grounds maintenance services at the Strobe Approach Lights areas located at both ends of runway 06/24 between 7” and 14” in height. The east end Strobe Approach Lights are located on McGuire property. The west end

Strobe Approach Lights are located on Dix property running towards the Middle Marker site

(reference Appendix B, TE-1). The maintained area starts adjacent to the existing dirt service road and ends no less than two hundred (200’) feet past the last (most westerly) set of strobe approach lights. The maintained area will extend two hundred (200’) feet on both sides of the centerline of the strobe approach lights for a distance no less than two hundred (200’) feet past the last (most westerly) set of strobe approach lights.

1.3.6.3. Hot Cargo Loading Area (HCLA). The contractor shall maintain a mowed height of all grasses and weeds within the security fence line surrounding the HCLA at the “Improved” grounds standard. The contractor will mow and trim, to the “Improved” grounds standard, all grasses and weeds outside the site security fence line for a distance of thirty (30’) feet from the fence line. The contractor will also maintain the drainage ditch vegetation for the entire width of the HCLA at a height of eight (8”) inches or less. When operating in this area, the contractor’s employees will comply with specific airfield operating requirements detailed in paragraph 1.2.3.4. (reference

Appendix B, TE-1 for location) Lakehurst Specific: This requirement does not apply.

1.3.6.4. Middle Marker Site. The contractor shall perform grounds maintenance services at the

Middle Marker site located on Dix, ½ mile from the west end of the 06/24 Runway (reference

Appendix B, TE-1). The contractor will mow and trim all grasses and weeds outside the site security fence line to a distance of twenty (20’) feet between 7” and 14” in height. The contractor will mow and trim all grasses and weeds inside the site security fence line between 7” and 14” in height. The contractor will remove all debris and prune any branches or shrubbery that is within twenty (20’) feet of the outside of the site security fence line.

1.3.6.5. Far Field Monitor, Building 1629. The contractor shall perform grounds maintenance services at the Far Field Monitor located approximately ¼ mile from east end of 06/24 Runway

(reference Appendix B, TE-1). The contractor shall mow and trim all grasses and weeds to a width of twenty (20’) feet outside the facility security fence line between 7” and 14” height. The contractor shall mow and trim all grasses and weeds inside the facility security fence line between

7” and 14” height. The contractor shall remove all debris and prune any branches or shrubbery that is within twenty (20’) feet of the outside of the facility security fence line.

1.3.6.6. Grounds Air Transmit / Receive (GATR) Site, Building 1506. The contractor shall perform grounds maintenance services at the GATR site located approximately 1.25 miles south of Cookstown along the Cookstown-Browns Mill Road (reference Appendix B, TE-1). The contractor shall mow and trim all grasses and weeds (including seed heads) inside the security fence and outside the security fence for a distance of twenty (20) feet between 7” and 14” height.

This site is located within a high water table area and is not always available on a normal schedule.

The contractor shall contact the COR (754-3641) to make site access arrangements for required grounds maintenance operations. Rescheduling may be necessary due to weather conditions at no additional charge to the Government.

1.4. Maintain Unimproved Grounds. Unimproved grounds are identified in Appendix A and B.

The contractor shall maintain grass and vegetation in un-improved grounds to prevent woody encroachment. The contractor shall mow un-improved grounds once per year, to a height not to exceed 14”. This cutting shall not take place between April 15th and July 31st.

1.5. Maintain Surface Drainage Ditches. The contractor shall maintain surface drainage ditches to be free of shrubs, trees, phragmites, silt and trash to prevent erosion and ensure continuous flow of water. Drainage ditches to be maintained are identified in Appendix A and B.

1.6. Perform Snow and Ice Removal. The contractor shall provide all labor, transportation, supervision, tools, materials, equipment, and management necessary to perform the removal of snow and ice accumulations of the identified NAVAIR sidewalks, entryways and parking lots and to perform augmentation services to the Civil Engineering (CE) snow/ice removal on JB MDL.

Snow/Ice removal areas for NAVAIR are shown in Appendix K and augmentation equipment requirements along with service potential estimates are shown in Appendix L.

1.6.1. General Requirements. The contractor shall perform all snow and ice removal operations in such a manner as not to interfere with government operations or activities in the area. The contractor shall keep the COR informed of progress of operations and estimated time of completion. The government has identified snow and ice removal services under this contract as essential contractor services in support of mission-essential functions.

1.6.2. NAVAIR Snow and Ice Removal. The contractor shall remove snow and ice accumulations from the designated sidewalks, entranceways and snow from the designated parking lots. The contractor shall provide all necessary snow and ice removal services and materials in order to maintain a clear, slip-free surface of all building sidewalks and entrances.

The contractor is responsible for providing, installing and maintaining snow hazard markers where they deem necessary to prevent damage to government property by the snow removal equipment. Response time for providing all snow and ice removal will be 2 hours after initial notification.

1.6.2.1. Service Calls for NAVAIR Snow and Ice Removal. The contractor shall perform service calls to address/resolve drifting snow removal from sidewalks and entrances. The contractor will provide de-icing services to remove ice from sidewalks and entrances after a winter weather event. Further, the contractor will perform chemical anti-icing on sidewalks and entrances to prevent/limit ice buildup prior to a winter weather event. All chemicals utilized for anti-icing and de-icing operations will be applied according to the manufacturer’s instructions and industry standards. Urea-based products are not allowed. Calls may occur more than once per day.

1.6.2.2. Verification of Snow and Ice Accumulation. The contractor will provide the COR a snow totals report for Zip Codes 08733 and 08641 within 5 days of providing any snow and/or ice removal service. Upon COR verification/validation of report, the contractor will be compensated according to pricing in the contract.

1.6.3. Sand Barrels. RESEVERED

1.6.4. Augmented Snow/Ice Removal. The contractor shall remove, as directed by the CO or

COR, all snow accumulations from pavement areas to include streets, parking lots, driveway areas, and airfield areas. The contractor shall supplement the JB MDL (both at the Lakehurst and

McGuire sites) CE in-house snow and ice removal with equipment / labor as required. The contractor will be notified within 12 hours in advance, with start time for snow removal services.

Amount and type of equipment will be set at this time. The contractor shall be on site at coordinated time that was set by the CO or COR only. See Appendix L for a list of required equipment.

1.6.5. Install Snow Fence. The contractor shall install, maintain, and remove Government provided (GP) snow fence upon notification by the COR or CO. The installation and removal of the snow fence shall be dictated by seasonal weather conditions. Typically, the contractor shall install GF snow fence near the beginning of November and remove the GP snow fence near the end of March, respectively.

1.7. Special Requirements. All work under this section shall be executed via a work order by the CO or COR (except of whereas, referring to, “the contractor shall identify…..”). The contractor shall be responsible for removing all debris generated from all tree related operations.

All non-emergency work order shall be completed within five (5) workdays form the work order date unless noted otherwise within subsections.

1.7.1. Trees. The contractor shall be responsible for identifying all trees that require pruning or trimming. The contractor shall prune or trim all trees as necessary to comply with AT/FP guidelines, safety of personnel and for emergency purposes only. Pruning or trimming shall be accomplished in accordance with the American National Standards Institute (ANSI) A300 Part 1 industry standards. Pruning shall be required to lift, remove, and / or cutback branches that conflict with normal traffic or safety. Minimum safety clearances are: 14 feet over streets, 12 feet over driveways, 8 feet over walk areas, 4 feet over buildings, and 3 feet from buildings. Trees that pose threats to structures or buildings shall be removed. Topping and de-horning are not permitted.

Minimum clearance from primary lines (over 600 volts) shall be 8 feet. Minimum clearance from secondary lines (under 600 volts, i.e. electric service drops, telephone, and cable TV) shall be 4 feet. The contractor shall be responsible for removing all debris generated from trimming or pruning operations. This service is issued as a work order and must be completed within five (5) workdays from notification.

1.7.1.1. Tree Care. RESERVED.

1.7.1.2. Tree Standards. The contractor shall perform all tree work in accordance with contract specifications and the following tree care standards, latest addition, unless otherwise directed by the CO.

1.7.1.3. Emergency Spot Pruning/Trimming. Emergency spot pruning/trimming shall only be accomplished through issuance of a work order by the CO or COR. The contractor shall complete an emergency spot pruning/trimming within one (1) workday from the work order date. Typically, emergency spot pruning/trimming includes removal of dead and/or broken limbs or removal of limbs for required clearances.

1.7.1.4. Tree and Stump Removal. The contractor shall perform stump and perimeter roots removal by completely removing, by cutting and grinding all growth to a minimum of 8 inches below grade. Stumps shall be ground within one (1) workday of the work order. Stump-grinding debris shall be removed the same day grinding is performed. In areas where a lawn sprinkler system exists, athletic fields and parade grounds, the contractor shall backfill with topsoil, and lay sod to match the existing ground grade and type of grass. The contractor shall maintain the patch area IAW with manufacturer’s recommendation until the grass has become established. In areas where no lawn sprinkler system exists, the contractor shall backfill with topsoil and compact to match existing grades.

Trees identified for removal shall be considered within the following categories, Large, Medium

Category (CAT) 1 and Medium Category (CAT) 2, Small, and Sapling, as based on their diameter.

The diameter of the tree shall be determined by measuring 4.5 feet above the ground. Trees with multiple trunks shall be measured as follows: All trunk diameters shall be measured. The largest trunk diameter shall be recorded. Each remaining trunk diameter shall be halved. All values will then be added together to obtain the final tree diameter.

Large Trees: Diameter 36” and above, remove within 5 workdays from the work order date.

Medium (CAT 2) Trees: Diameter 24” to less than 36”, remove within 5 workdays from the work order date.

Medium (CAT 1) Trees: Diameter 12” to less than 24”, remove within 5 workdays from the work order date.

Small Trees: Diameter 3” to less than 12”, remove within 3 workdays from the work order date.

Sapling Trees: Diameter 3” and smaller, remove within 2 workdays from the work order date.

1.7.1.5. Emergency Tree and Stump Removal. RESERVED.

1.7.3. Xeriscaping and Urban Forest Services. RESERVED.

1.7.4. Special Cuts. The contractor shall, upon notification by the CO or COR through the issuance of a work order, perform special cuts.

1.7.5. Planting Trees, Shrubs and Vegetative Beds. (Air National Guard locations only) The contractor shall, upon notification by the CO or COR through the issuance of a work order, perform planting (to include Government provided) of trees, shrubs, flowers, and vegetative beds to include but not limited to: removal and disposal of trees, shrubs, flowers, or vegetative beds being replaced;

and performance of maintenance after planting to include watering, pruning, and insect and disease prevention to promote survivability.

2. Service Delivery Summary (SDS). The contract service requirements are summarized in performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The

SDS and the contractor’s Quality Control Plan provide information on contract requirements, the expected level of contractor performance and the expected method of government validation and confirmation of services provided. These thresholds are critical to mission success. Procedures as set forth in the FAR 52.212-4(a), Contract Terms and Conditions - Commercial Items, Inspection/Acceptance, will be used to remedy all deficiencies. During the first initial 30 days of the contract, two additional errors on each work shall be allowed in an effort to identify normal phase-in problems.
